PURPOSE: To consider making an appointment to the Animal Services Advisory Board.
BACKGROUND: The following appointment is for Board consideration:
• Appointment to a first full term for Mr. Warren Porter. If appointed Mr. Porter will be

At its February 20th, 2013, meeting, the Animal Services Advisory Board (ASAB) made the
recommendation that the Board of County Commissioners (BOCC) appoint Mr. Warren
Porter to the at large (non - municipal) vacancy on the ASAB. 1 am communicating this
recommendation at the request of Susan Elmore, DVM, ASAB Chair and Michele Walker, JD,
ASAB Vice- Chair.
Mr. Porter is being recommended given his interest in the affairs of the ASAB, concern with
the conditions of animals in our community and interest in becoming involved in community
affairs. 1 believe it was thought that we would add a broader perspective to the ASAB given
his work experience in the field of animal control. it was also thought that his appointment
would be the beginning of an important process of creating greater diversity (gender, race,
age) within the ASAB.

The ASAB recommendation is being made after all eligible candidates were invited to attend
an ASAB meeting to share their interest and qualifications and learn about the board. It is
being made on the basis of a motion that had 7 votes in favor, 1 vote against, and 3
abstentions. Two of the abstentions were made by individuals who were absent from the
January meeting that Mr. Porter attended and the one vote against the motion was cast by
a board member who believed that there were some women candidates who were better
qualified to be appointed to the vacant position.
The motion carried following a spirited discussion about making the ASAB a more diverse
board. Chair Elmore initiated this discussion because the BOCC and county are commitment
to diversity and because currently all but members of the ASAB except for a white male are
white women. In addition to talking about filling the vacant at large position, board
members discussed how other boards and commissions were performing in this area, the
needs of the board, and how to recruit more diverse candidates for the ASAB.
As it turns out, Carla Banks, Director of Public Affairs, was present. She mentioned that she
would be working with you in the near future to diversify the pool of candidates for various
county boards and commissions. 1 believe there was substantial agreement that the ASAB
and Animal Services staff should take advantage of that effort to reach out to different
sectors of the community and begin the important process of diversifying the ASAB.
Please let Dr. Elmore or I know if there are questions concerning the ASAB's recommendation
of Mr. Porter or the expected path the ASAB will pursue in filling upcoming vacancies.

Vice Commandant of the Marine Corps League of Orange County. As a former Triangle
Sportsplex Maintenance Employee.] advised the Bd of Comm. (unoffically) of the status
of the building and suggested an escrow account be set up by the sellor (Ethan Vance
of Boston) for major repairs prior to the purchase of the structure by the County.
Suggested to Commissioners and the new County Manager..that an Employee Uniform
style of Tee shirt and name tag policy be implemented at the new County Animal
Eubanks Road Facilty. I Also suggested implementation of a blanket provision be
commenced for the smaller canines in the Shelter s caged areas due to the cooler and
damp cement floors..
