BACKGROUND: Request In accordance with Goals adopted by the Orange County Board of County Commissioners on June 21, 1999 (BOCC GOAL: Comprehensive Plan;BOCC GOAL: Regional Transportation Planning; BOCC GOAL: Rural Character Preservation) Orange County Planning staff proposes amendments to the following documents. Orange County Comprehensive Plan Land Use Element: • Delete section 2.6 TRANSPORTATION; replace in new format with update of road functional classifications; • Amend sections 3.6 Cedar Grove Township, 3.7 Little River Township, 3.8 Cheeks Township, 3.9 Hillsborough Township, 3.10 Eno Township, 3.11 Bingham Township and 3.12 Chapel Hill Township consistent with road functional classification amendments to section 2.6. \\CARR\SYS\PLANNING\KLINCOLN\compplan\abstract.doc\2-18-00 BACKGROUND: Request Orange County Zoning Ordinance: (cont.) Orange County Zoning Ordinance: • Amend Article 4.2.10.b) 7 Access for Community Commercial-III (CC-3) Districts to delete the term "major" from the classification "major collector". • Amend Article 4.2.11.b) 3 Access for General Commercial-IV (GC-4) Districts to delete the term "major" from the classification "major collector". • Amend Article 13.3 (Traffic Impact Study) Applicability to require a traffic impact study for special use permits and site plans for developments expected to generate 800 trips per day on an arterial road or 350 trips per day on a collector road or ,major local road. + Amend Article 22 Definitions to reflect proposed changes to section 2.6 of the Orange County Comprehensive Plan Orange County Subdivision Regulations: + Amend Section 11 Definitions to: 1) reflect proposed changes to section 2.6 of the Orange County Comprehensive Plan and 2) add a definition for a NOW VEHICULAR ACCESS (NVA) EASEMENT to prohibit driveway or vehicular access onto an arterial, collector or major local road in a development where access is provided via a minor local road, a private road or a shared driveway and 3) add a definition for SUPERBLOCK that describes areas where future collector or major local roads are required • Amend Section IV-13-3-c-1 (Streets) Widths (right-of-way widths) to change street types to be consistent with proposed changes to the road functional classification. • Amend Section IV-13-3-c-8 Access Restrictions to limit access from individual lots in new subdivisions to internal streets (minor local roads) and to require non- vehicular access easement to prohibit driveway or vehicular access along other roads adjacent to the subdivision. • Amend Section IV-13-3-e-2 Applicability to require a traffic impact study for proposed subdivisions estimated to generate 800 trips per day on an arterial road or 350 trips per day on a collector road or major local road. Location The amendments, if adopted, will apply to the entirety of Orange County lying outside the municipalities and their extra-territorial jurisdictions and/or Joint Planning Transition Areas, if any. Existing and Proposed Conditions Existing: • Classification criteria: Principal Arterial, Minor Arterial, Collector, Major Local, Minor Local. • List of road classifications does not include all roads in the planning area. Implications Pros: • Consistent classification of roads throughout Orange County's jurisdiction. • Promote consistency with classifications of roads in other jurisdictions. • Limit access onto major roads. (NVA) • Identify spatial "superblocks" to interconnect major corridors and provide for those connectors through subdivision process. • Assure adequate road right-of-way. • Provide for Traffic Impact Study based on development size and road class. • Assure maintenance of rural character (buffers based on functional.classification). • Provide framework for other transportation plans/programs: Thoroughfare Plan, Transportation Improvement Program (TIP), MPO 2025 Long Range Transportation Plan. Cons: • Possible increased costs for developments of 35 to 79 lots; • May require more roads in subdivisions of medium size (by limiting driveway access to major local roads within the subdivision). \\CARR\SYS\PLANNING\KLI NCOLN\compplan\abstract.doc\2-18-00 4 Development Process, Schedule, and Action • Public Hearing February 28, 2000: No decision is made on the proposed amendments by either the Planning Board or the Board of County Commissioners at the public hearing. First Action: Planning Board Recommendation: The Planning Board has 75 days within which to prepare and submit a recommendation to the Board of County Commissioners. Failure of the Planning Board to submit a recommendation within the required time shall be considered as a favorable recommendation. Final Action: Board of Commissioners to consider amendments to the Orange ,County Comprehensive Plan, Orange County Zoning Ordinance and Orange County Subdivision Regulations. FINANCIAL IMPACT: Not applicable. RECOMMENDATION(S) Planning Staff Recommendation: Approve amendments as proposed in the attached document Administration Recommendation: Refer proposed amendments to the Planning Board for a recommendation to be returned to the Board of Commissioners no sooner than May 3, 2000. Note: Amendments to the comprehensive plan, zoning ordinance and subdivision regulations are legislative decisions (legislative public hearing rules apply). 11CARR\SYS\PLANNING\KLINCOLN\compplan\abstract.doct2-1$-00 21 ORANGE COUNTY COMPREHENSIVE PLAN LAND USE ELEMENT SECTION 2.6 TRANSPORTATION ADOPTED SEPTEMBER, 1981 AMENDED 8-1-89, 8-21-90 TO BE DELETED AND REPLACED WITH NEW SECTION 2.6 TRANSPORTATION TO BE DELETED AND REPLACED WITH PROPOSED SECTION 2.6 TRANSPORTATION 2.6 TRANSPORTATION *Amended 8-1-89 / 8-21-90 GENERAL FRAMEWORK While providing a vital service function, the means and manner by which people and goods are transported influences the physical Y development pattern throughout Orange County. Areas which are servedl . by the most convenient transportation access are the most appropriatej'' locations for centers of employment, .leisure activities, schools, ;Y services, and commercial and industrial activity. Residents of the County require an adequate transportation network to insure convenient and safe access to such activities and, generally, the ir . `x locational decisions are influenced by such transportation related factors. ..1 The interrelatedness of land use and transportation are key factors '."r in the County's overall Comprehensive Plan. The separate considerations of the transportation system and process will be =y;: further detailed in the Transportation Element of the Comprehensive Plan. This element is undergoing formulation at this time, and should;:" be completed in late 1989 . The primary means of transportation in the County is the road system.- The system serves two main functions : traffic movement and land r service. Given the potential incompatibility of these two functions, ' -q efforts should be directed at balancing the two functions through an integrated system. This requires consideration of the location and distribution of the population; the intensity and spatial distribution of land uses and their potential for traffic generation; ,;; and the economic character of the County. The relationship between residential and commercial uses and the adequacy of the road system is particularly important as the system integrates and links such uses, providing access between homes and the goods and services needed and demanded by County residents. However, the adequacy of the road system can be determined from two perspectives . The individual county resident evaluates the system on the basis of user objectives such as speed, convenience, safety and cost. In broader terms, the system is evaluated on the basis of its impact on the economic growth potential and the general ambiance or environmental character of the County. it is clearly important that neither of these factors can be excluded in the provision of transportation services for Orange County as they are interrelated and interconnected elements. DESCRIPTION OF THE ROAD NETWORK IN THE COUNTY Orange County contains a relatively adequate road network. Major population and employment centers are linked throughout most areas of the County - primarily by Interstates 85 and 40. The presence of a widespread state-maintained rural highway system has significantly "opened up" the rural areas of the County for residential development. Subsequently, residential pressures in these rural 2.6-1 TO BE DELETED AND REPLACED WITH PROPOSED SECTION 2.6 TRANSPORTATION areas have created additional pressures and demands for commercial development serving the needs of the residents. The road network in Orange County is focused on the urban and urbanized areas of the County as evidenced in the Highway Classification System Map. Major roads throughout the County provide access to and link the rural areas of the County with the Towns of Hillsborough, Chapel Hill and Carrboro. The newly-completed Interstate 40, NC 86 and SR 1009 (Old NC 86) link Hillsborough with the Chapel Hill-Carrboro urbanizing area. In addition to providing intra-county service, inter-county service linking Orange County residential areas with employment centers in Durham, Research Triangle Park and Raleigh is facilitated along I-40, US 15/501, NC 54, NC 1737 (Erwin Road) and NC 1718 (Mt. Sinai Road) . M As Orange County is characterized by a negative net commutation pattern, with Orange County residents employed outside the County numbering more than non-residents employed in Orange County, the adequacy of the road network providing access to these employment centers is particularly important. In turn, the existing road network influences and encourages residential/workplace dispersion, both within Orange County and between Orange County and adjacent counties containing important employment centers, by facilitating such commutation patterns. Already, Interstate 40 has significantly impacted the existing traffic patterns by providing greater access to major traffic generators and encouraging potential development in areas adjacent to the route. The relationship between residential and commercial uses throughout the County is a bit more problematic, particularly in the fringe areas just outside the urban and urbanizing portion of the County along heavily-traveled roads. These roads are subject to the sprawl of commercial activities in an unsightly manner along long stretches of the road. In rural areas, however, the provision of commercial activities in appropriate locations to serve the needs of local residents is important to satisfy quality of life concerns and minimize the adverse effects of the relative isolation of these residents from major population centers in the County. The oals and g policies of the Orange County Land Use Element seek to focus commercial activities in a concentrated manner at and near the intersections of important highways and roads, thereby providing for ithe needs. of the local residents and minimizing the inconvenient, land consuming and unsightly sprawl of such uses along the transportation system. Certain important intersections in the County have been designated activity nodes at which non-residential development of various types and varying levels of intensity would be permitted within a given distance of the intersection. In essence, the transportation system would serve to provide good access to these activities and would support the land use policies directed at achieving the pattern of development desired in the County. 2.6-2 TO BE DELETED AND REPLACED WITH PROPOSED SECTION 2.6 TRANSPORTATION 12Z COUNTY-SPECIFIC ROAD CLASSIFICATION SYSTEM Policy issues Roads can be classified by the function they serve in the total road network. This classification, takes into consideration the existing conditions as well as the planned future function. Some roads are more important in terms .of carrying major traffic volumes or in making connections between major destinations, while other roads have a primary value in providing access to adjacent property. . In general, there is an inverse relationship between the traffic- ca=rying function and the land-access function; i.e. , a four-lane road's primary function would be to move traffic, while the function of a two-lane road in a subdivision would be to serve the abutting land with frequent driveways. The extreme for each case would be an Interstate freeway for the function of moving traffic and a short, narrow, residential cul-de-sac for the function of land access. With the exception of an Interstate freeway, all roads provide each function to varying degrees. Data Collection There are certain roadway characteristics that are related to a properly designed and classified road. To aid in developing the functional classification for Orange County, the following roadway characteristics were inventoried for every public road in the County, outside of the urbanized planning boundaries: length, type of surface, number of lanes, road width, shoulder width, right-of-way width, type of adjacent land use, extent of development, speed limit, traffic control, roadway alignment, and traffic volumes . This inventory was collected by the County and, if maintained, will provide a thorough and accurate data base for further planning and programming. To assist in data collection, analysis, and classification of the road network, Orange County contracted with the consulting firm of Kimley-Horn and Associates, Inc. of Raleigh, N.C. Kimley-Horn obtained mapping of public roads within the county and NCDOT roadway inventory printouts, .developed a spreadsheet format for recording the data, and conducted a data collection training program with members of .the Comprehensive Division of the Orange County Planning Department. Comprehensive Planning staff input the data from the maps and printouts, as well as data observed and checked in the field. This data file originally included only that portion of the county outside of urban thoroughfare planning boundaries, i.e. , the study areas for Durham-Chapel Hill-Carrboro, Hillsborough, and Mebane/Alamance County. The data file was later expanded to include the area within the Hillsborough study area but outside the city's extraterritorial planning jurisdiction (ETJ) . 2 .6-3 TO BE DELETED AND REPLACED WITH PROPOSED SECTION 2.6 TRANSPORTATION Z Both of these data files are reproduced in Appendix A of the imle - Horn Phase I Repoorrt. • Data files .include the following: - Road (route name and road name)' - Segment description (from, to) - Distance (miles) - Pavement type (paved or unpaved) Road type (number of lanes) - Pavement width (feet) - Shoulder width (feet) Pa'zed shoulder (paved or unpaved) - Right-of-way width (feet) - County land use designation Existing land use along road frontage (percent -agricultural, residential, industrial, or commercial. -- remainder assumed undeveloped) - Type of control at termini (stop sign, signal, none) - Speed limit (MPH) - Advisory speed on curve (MPH) - Terrain (level, rolling, mountainous) Historic traffic counts (vehicles per day) - Projected traffic volumes (vehicles per day) - County road classification (existing classification) - NCDOT road classification - Recommended classification - Comments (Township and other comments) Classification Criteria Upon evaluating the above data as well as the geographic relationships of roads to adjacent counties and to cities and major destinations within Orange County, the following classifications were determined to best describe the public roads in Orange County outside of the urbanized planning boundaries: Principal Arterial Minor Arterial Collector Major Local Minor Local These classifications are a refinement of the current NCDOT classifications used in the County Land Use Plan. The definition of a road classification is subjective and qualitative; and subsequently so is its application to a road system. The recommended classifications for the road system are shown in Figure land summarized in Table 2. Comparison With Urban Study Area Classifications ,Where roads cross planning boundaries, the road classifications *ere compared with those determined by NCDOT for the Hillsborough and Durham-Chapel Hill-Carrboro (D-CH-C) transportation planning areas (see Table 3) . It would generally be expected that roads classified as principal arterials, minor arterials, or collectors in the county study area would correspond to freeways or major thoroughfares in the urban study areas, while the county major or minor local streets would not be classified as thoroughfares. The one collector that corresponds to a minor thoroughfare, Lebanon Road (SR 1306) , has more significance at the county level than it does within the Hillsborough study area. One collector in the county system is not classified in the urban study areas. High Rock Road (SR 1340) connects into Lebanon Road only a short distance into the Hillsborough urban study area and serves only a small portion of that area. Most roads classified as major or minor local in the county study area are not classified as thoroughfares in the urban areas. Harmony Church Road (SR 1339) , which is classified as a minor thoroughfare, connects directly with Brookhollow Drive, another minor thoroughfare. It is borderline between a collector or a major local road in the county. Since it is parallel to High Rock Road (SR 1340) and has fewer collector characteristics, it was given the lower classification. MEN Right-of-way requirements were also compared. The recommended right- of-way for all thoroughfares in *the Hillsborough plan is at least 100 feet, which is generally consistent with the 110 feet recommended for arterials and exceeds the recommended width for collectors. These form the basic roadway infrastructure or skeleton for the movement of people and goods . In addition, there are Y classifications below the collector which comprise the majority of thd ,system mileage and where the greatest degree of interface occurs between roadway and land use. A properly designed road system should have a sufficient number of evenly spaced roads of each classification in order to adequately serve the desired land• uses and intensity of development. Due to consumption of land and resources required by roads as well as capital and maintenance cost, it is not desirable to provide more roads than necessary to 'service such demand. A proper balance in th roadway system should be sought in order to serve the existing and planned land use as well as through or out-of-county travel. Gr Road System Assessment Y l� In applying this philosophy to Orange County, a qualitative assessment of system balance in the non-urban areas was made. Since the arterial system is fairly well defined, it will be briefly discussed. However, the primary focus was on the collector roads and on major local roads which are served by the collectors. The arterial system provides good north-south and east-west movement, with the primary demand being east and west. Based on the future land use plan, there is adequate potential capacity to serve existing and future traffic volumes. The east-west facilities are fairly well spaced, with NC 54 and Old Greensboro Road located in southern Orange County and the I-85/US 70 corridor located slightly north of the middle of the County. The north-south arterial demand is served by NC 49, NC 87, NC 57 and Dodsons Crossroads . In addition, there are other north-south arterials located within the urban study areas --NC 86 and Old NC 86. To adequately assess the balance of collectors and major local .roads, . the desired or expected future land use must be understood. For the purposes of this study, the rural portion of the County consists primarily of Little River, Cedar Grove, Cheeks and Bingham Townships . The adopted land use plan, and the land use goals and organizing concepts contained in the plan clearly indicate that the rural character and low-density development of the non-urban areas is intended to continue. With the exception of some continued urban transition along the US 70 corridor between Hillsborough and Mebane, 2.6-15 TO BE DELETED AND REPLACED WITH PROPOSED SECTION 2.6 TRANSPORTATION 38 the area will continue to be agricultural or low-density residential with no urban utility services required. The extensive water supply watershed zoning, water quality critical area zoning, and rural and agriculture residential zoning categories assure low-density residential development with average lot size expected to be 2 .0 to 2 .77 acres. Any non-residential development would be confined to activity nodes at certain- crossroads at a level not requiring utility services. The existing collector and major local road system in Orange County- is well developed in both the north/south and east/west directions. The average spacing between collectors or from collectors to arterials is three miles. The major local roads are spaced more frequently and form a finer network of roads. Spatially there does not appear to be a deficiency in the collector and major local road system. There are several large "superblocks" , primarily in Bingham Township ranging from 2,800 to 3,000 acres. These areas are shown in Figure 2 and described below. The following general guidelines should be used in the County's review of future development plans as related to the need for additional roadway infrastructure. Implementation Guidelines Spacing: Lased on existing development and land use, current spacing is adequate. If more than an additional 100 dwelling units are anticipated within one of the superblocks described above, or in any area with greater than two miles between arterial, collector, or major local roads, consideration should be given to the construction of new public roads or the extension of existing major local roads to further divide the block. Location: The initial planning for one - of the above facilities would be to physically bisect a superblock in order to derive the greatest benefit. However, there are geographical considerations that may alter such placement. Major creek crossings and severely steep topography should be avoided. Generally the maximum grade for such a facility would be approximately 7-9%. Need: Because different levels and types of development intensity will generate varying amounts of traffic, the need for additional facilities should be determined based on the County Land Use Plan and on specific development plans. The Planning Staff should review transportation needs as development occurs, as provided for in Article 13 of the zoning ordinance. Any needed additional collector or major local road facilities should be provided as public roads in order to ensure maintenance and access by the general public. OTHER SIGNIFICANT TRANSPORTATION ELEMENTS Orange County's transportation system is dominated by the road network, but is not entirely defined by it. Rail facilities and air services additionally comprise the transportation system and contribute to the movement of people and goods through Orange County. ail Facilities. Orange County -is served by the Southern Railroad which traverses the central portion of the County in an east/west direction through Eno Hillsborough and Cheeks Townships parallel to the I-85/US 70 corridor. The Southern Railroad also serves the southern portion of the._.Carrboro/Chapel Hill area, although.this segment of the line is now rarely used. ........... 2.6-1.7 __ TO BE DELETED AND REPLACED WITH PROPOSED SECTION 2.6 TRANSPORTATION 40 ,r Services. orange County is served by one publicly-owned airport. Horace Williams, a general aviation airport, is owned and operated by the University of North Carolina. Concentrated residential development has surrounded the airport during recent decades and resulted in conflict between the airport and its environs. In an effort to reduce the level of conflict the University of North Carolina has elected to impose a 50-craft limit on based aircraft and a corresponding ceiling on aircraft activity, effectively limiting the airport to one-third of its full service capacity. This action has not assuaged the concerns of residents of surrounding neighborhoods who continue to exert pressure aimed at closing the airport.. * Recent discussions about the phase-out of the airport have contributed to the controversy surrounding the need and location of new air facilities in the County providing the same level of service. A study was commissioned in 1988 to find another location for a County airport, but no suitable site could be identified and selected. Three small privately owned and operated airstrips are located throughout the County serving a small amount of air traffic use. These facilities are Hogan, Neville and Rice's airstrips. INTRODUCTION Purpose and Content The Transportation Element provides a planning framework for supporting future land use decisions in Orange County. This element provides a description of the road network in Orange County, a functional classification of roads in the County and an assessment of areas where new corridors connecting major roads will be needed in the future. This element also describes other significant transportation elements including A Bicycle Transportation Plan that was approved by the Board of County Commissioners April 6, 1999. Relationship to Other Transportation Plans Orange County Thoroughfare Plan: In North Carolina, road building authority lies with the State and municipalities rather than with the counties. A thoroughfare plan prepared by the North Carolina Department of Transportation provides the framework for the future transportation system serving Orange County. The thoroughfare plan addresses the capability of the existing.roadway system to serve existing demand and identifies future needs for roadway system improvements. County plans are generally used for functionally classifying the relative roles of existing facilities. The Orange County Thoroughfare Plan, prepared by the North Carolina Department of Transportation, relies on the County's plan for determining the function of those facilities. DCHC MPO 2025 Long Range Transportation Plan: A large portion of Orange County including the municipalities of Chapel Hill, Carrboro and Hillsborough and surrounding areas is part of a regional transportation planning area that includes Durham County and northeast Chatham County. The Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO) is responsible for developing and updating long range transportation plans for the metropolitan planning area. Orange County . participates in the DCHC MPO through membership in the Transportation Advisory Committee (TAC) and the Technical Coordinating Committee (TCC). The Transportation Advisory Committee is a policy body which is made up of elected and appointed officials of participating jurisdictions including the North Carolina Department of Transportation. The TAC coordinates -and makes decisions on transportation planning issues. The Technical Coordinating Committee is composed of staff members from each unit of local government and provides technical recommendations to the TAC. The 2025 Long Range Transportation Plan developed by the DCHC MPO incorporates multi-modal transportation systems to address congestion problems and to increase travel choices for the region. F:\PLANNING\KLINCOLN\compplan\transele.doc\2-10-00\2-15-00 46 2 Study Area Orange County is located in the northern central area of North Carolina, and is bordered by Caswell and Person Counties to the north, Alamance County to the west, Chatham County to the south and Durham County to the east. The Town of Hillsborough, the County Seat, is centrally located along major east-west highway corridors Interstate-85, Interstate-40 and US 70 and along NC 86, a major north-south corridor. The Towns of Chapel Hill and Carrboro are located in the southeastern area of the County, and, together with Hillsborough, contain the major population and employment centers of Orange County. A portion of the Town of Mebane, predominantly located in Alamance County, encroaches into western Orange County along Interstates 40/85 and US 70. Land Use Characteristics The interrelatedness of land use and transportation are key factors in the County's overall Comprehensive Plan. The relationship between residential and commercial uses and the adequacy of the road system is particularly important as the system integrates and links such uses, providing access between homes and the goods and services needed and demanded by County residents. The adequacy of the road system can be determined from two perspectives. The individual resident evaluates the system based on user objectives such as speed, convenience, safety and cost. The broader perspective is to evaluate the system based on its impact on the economic growth potential and the general ambiance or environmental character of the County. Neither of those factors can be excluded in the provision of transportation services for Orange County. The presence of a widespread state-maintained rural highway system has significantly opened-up the rural areas of the County for residential development. Subsequently, residential pressures in these rural areas have created additional pressure and demands for commercial development serving the needs of the residents. Orange County's land use regulations focus on concentrating public services and commercial activities at and near the intersections of important highways and roads in order to minimize the inconvenience and unsightly sprawl that occurs when such uses locate along transportation corridors. Designated activity nodes that allow non- residential development of various types and varying levels of intensity are located at certain important intersections in the County. The transportation system provides good access to those designated areas to support the County's desired pattern of development. Orange County's land use regulations provide three areas, i.e. Economic Development Districts, to encourage economic development on a more regional basis. These three districts, 1-85/ Buckhorn Road District, 1-40/Old NC 86 District, and 1-85/US Highway 70 District, are located adjacent to Interstate Corridors with access provided from arterial and collector roads. - F:\PLANNING\KLINCOLN\compplan\transele.doc\2-10-00\2-15-00 3 B. EXISTING CONDITIONS .47 Description of the Road Network in the County Orange County has a relatively adequate road network. Major highways in Orange County are Interstate 85, Interstate 40, US 70, NC 54, NC49, NC 86, NC 157 and NC 57. In addition, a widespread state-maintained rural highway system provides access to those major corridors from the rural areas of the County. Interstate 40 and Interstate 85 are.the major inter-county corridors. The 1-40 corridor links Hillsborough and Chapel Hill with employment centers in Durham, Research Triangle Park and Raleigh to the east. The 1-85 corridor links Hillsborough with Durham to the east. 1-40 and 1-85 corridors converge at the southwestern periphery of Hillsborough to provide a link with Mebane and employment centers in the Triad (Greensboro, Winston-Salem, High Point) to the west. Major US aqd NC routes linking Orange County with surrounding areas also provide intra-county access and linkage to the rural areas of the County from the Towns of Hillsborough, Chapel Hill, Carrboro and Mebane which spills over into Orange County from Alamance County. NC 86 and NC 57 provide access from the northern rural areas to the Town of Hillsborough; US 70 links the Towns of Mebane and Hillsborough and the rural areas in between; NC 54 and NC 86 South link rural areas in the southern portion of the County with the Towns of Carrboro and Chapel Hill. Orange County's Functional Classification Criteria Functional classification is the process by which streets and highways are grouped into classes, or systems, according to the type of service the roads are intended to provide. Basic to this process is the recognition that individual roads and streets do not serve travel independently of each other. Rather, most travel involves movement through a network of roads. Functional classification defines the role that any particular road or street plays or should play in serving the flow of trips over a road network. The road network has a dual role in providing both (1) access to property, and (2) travel mobility. Access to a property is necessary at both ends of any trip. Mobility along the path of such trips can be provided at varying levels, usually referred to as "levels of service." Levels of service can incorporate a wide range of elements (e.g., riding comfort, travel time and freedom from speed changes), but the most basic element is operating speed. Not only is there a functional hierarchy of systems (with interstates at the highest level and local roads at the most basic level), but also a parallel hierarchy of travel distances served by those systems. This hierarchy of travel distances can be related logically to a desirable functional classification to meet access and mobility requirements. Local roads emphasize the land access function; arterials emphasize a high level of mobility for through movement; collectors offer a compromise between both functions. The functional classification of a road may be used as a decisive tool in determining design standards for roads; the priority of road improvements; the need for dedication of rights-of-way; the need for on-site and off-site highway improvements due to subdivision and land development activities; the appropriateness of the location and intensity of land development; or the need for access management. A functional classification system tailored to Orange County's road network serves the following purposes: a) provides road classifications that are easily understood and vi$ually distinct; b) insures uniform criteria for design of roads serving similar populations and purposes within Orange Coutny's jurisdiction, and c) insures compatibility with the NCDOTs Thoroughfare Classifications and the Federal Highway Administration's (FHWA) guidelines titled Highway Functional Classification: Concepts, Criteria and Procedures; and d) provides mechanism for limiting access onto major roads and requiring measures that preserve the existing character of rural areas during subdivision and land development. The functional classification elements in this document do not have to be identical to those of the North Carolina Department of Transportation (NCDOT) or those of the Federal Highway Administration (FHWA) as long as the function of each element is defined consistent with the function of corresponding elements in NCDOT or FHWA classification systems. NCDOT thoroughfare classifications are not consistent with FHWA functional classifications; NCDOT maintains a copy of the FHWA functional classifications for use in determining eligibility for federal funding in financing highway improvements. The functional classifications assigned by NCDOT consider each element as either urban or rural. Urban transportation planning boundaries used by the State do not coincide with Orange County's land use planning boundaries. Some of the roads classified by NCDOT extend outside the extra-territorial planning jurisdiction and/or municipal boundaries of the towns by means of urban thoroughfare plans. Table 1. lists a comparison of Orange County's classifications with functional classifications of the 1994 amendments to the Transportation Element which were based on the NCDOT prepared Thoroughfare Plan for Orange County. The functional classification criteria characteristic of Orange County's road network is based on fundamental principles of each functional class as outlined by state and federal authorities, municipal populations served by the road system (origin/destination populations), and typical trip lengths. These criteria are applied to existing roads in Orange County according to the function that they provide in accordance with the Orange County Comprehensive Plan. This document classifies only the public roads system outside of the municipal land use control boundaries (i.e. outside the extra territorial jurisdiction - ETJ - of the Towns of Hillsborough and Mebane and outside the ETJ and/or transition area boundaries of the Towns of Carrboro and Chapel Hill). The classifications applicable within these boundaries are available from each municipality. Interstate/ Major Transportation Corridor: Major transportation corridors serve a key function in the orderly development of Orange County as major traffic movers and as entrance corridors to Orange County from outside the area. These corridors and the character of the development which occurs along them establish the efficiency and safety of traffic movement through the area and serve as an indicator of the quality of life in the County. In addition, the ability of different areas of the County to attract different types of development depends on the character and quality of development along major corridors as well as the capacity of the highway system to accommodate the development. The interstate/major transportation corridors provide the high speed, high volume network for travel between major points in both rural and urban areas. Consequently, higher speeds are typical on these facilities. Interstate 85 and Interstate 40 are major transportation corridors in Orange County. Interstate/Major Transportation Corridors have the following characteristics. 1. These facilities serve the majority of trips between urban areas with populations of 25,000 or more, and 2. The majority of vehicles using this facility are making trips of 25 miles or more in length (suitable for statewide or interstate travel). Arterials: Arterials provide for relatively less interference (access points or driveways) to through traffic than that of collectors. US 70, NC 86, Old NC 86 north of 1-40, NC 49, NC 54, NC 57 and NC 157 are classified as arterials in Orange County. Arterial roads have the following characteristics. 1. These facilities serve traffic between all towns and communities with populations over 3,000; 2. Provide intra-regional and inter-county service that does not duplicate the function of-higher-functional classes; F;\PLANNING\KLI NCOLN\com pplan\transele.doc\2-10-00\2-15-00 7 3. Most vehicles using these facilities are making trips of 10 miles or more in length. Collectors: Collector roads primarily serve intra-county travel and facilitate the traffic - flow between local roads and arterial highways. Consequently, moderate speeds are typical. Access points onto collectors should be limited as much as possible. Collectors provide for more access to adjoining land uses than arterial highways. Examples of collector roadways in Orange County include Walnut Grove Church Road (SR 1001), Orange Grove Road (SR 1006) and Old Greensboro Road (SR 1005). These roads typically have the following characteristics. (1) Collectors serve rural areas, smaller towns and communities (population approximately 500 or less) and other traffic generators of equivalent intra- county importance, such as economic development districts (commercial/industrial areas), county parks, and agricultural areas. (2) These facilities link the places in (1) above with nearby larger towns or urban areas, or with routes of higher classifications; and (7) Are spaced consistent with population density so that all developed areas lie within reasonable distances of a collector or arterial. Local Roads: All public roads not classified as interstate/major transportation corridors, arterial or collector are considered local roads, with the exception of private roads which are not classified by this document. Major local roads provide service to collectors and other higher functional classes. Major local roads are greater than 1 mile long and connects minor local roads with collectors or arterials. Examples of major local roads are Miller Road, Borland Road, Damascus Church Road, Harmony Church Road and Wildcat Creek Road. Minor local roads primarily provide access to adjacent land. Minor local roads are generally less than 1 mile long and have an average daily traffic count less than 50. Examples of minor local roads include cul-de-sacs, loop roads and most subdivision roads. A cul-de-sac is an example of the ultimate minor local roadway (i.e., provides very little travel function, but functions 100% for access). Functional Classification Assignment The assignment of each road's functional classification is based on its: a) conformity to the criteria in this document; b) relationship to the entire public road system; and c) relationship with surrounding jurisdictions' public road systems. Because of varying geographic conditions, (e.g., population densities, spacing between and sizes of cities, and patterns of the road networks) Orange County's references to sizes of population centers and trip lengths may be unique to Orange County in some instances. A comparison of the distribution of Orange County's Functional Classifications for its public road system outside municipal jurisdictions and the recommended functional classification distribution by FHWA and NCDOT is depicted in Table 3. ANALYSIS OF EXISTING CONDITIONS Policy Issues The functional Classification of Orange County's road system identifies Interstate/major transportation corridors, arterial and collector roads. These form the basic roadway infrastructure or skeleton for the movement of people and goods. In addition, the functional road classification for major and minor local roads comprise the majority of the system mileage and the greatest degree of interface between roadway and land use. A properly designed road system should have a sufficient number of evenly spaced roads of each classification in order to adequately serve the desired land uses and intensity of development. Because roads consume land and resources in addition to capital and maintenance costs, providing more roads than necessary to serve such demand is undesirable. A proper balance of roads serving each function is desirable to serve the existing and planned land use as well as through or out-of-county travel. F:\PLANNING\KLINCOLN\compplan\transele.doc\2-10-00\2-15-00 1 60 14 Road System Assessment A qualitative assessment of the road system balance in Orange County indicates a fairly well defined arterial system. Hence, the primary focus of this assessment is on collector roads and major local roads served by the collectors. The arterial system provides good north-south and east-west movement, with the primary demand being east and west. With land use controls, there is adequate potential capacity to serve existing and future traffic volumes. The east-west facilities are fairly well spaced with NC 54 serving southern Orange County and US 70 located slightly north of the middle of the County. The north-south arterial demand is served by NC'49 (northwestern portion of the County), NC 86 (from NC 49 in northwestern portion of the County to Hillsborough in the central portion of the County to Chapel Hill in the southeastern portion of the County), NC 57 (central portion of County northeast to Person County), and NC 157 (northeastern portion of the County). The balance of collectors and major local roads in Orange County is assessed in regard to the desired or expected future land use. For this assessment, the rural portion of the County consists of Little River, Cedar Grove, Cheeks and Bingham Townships. The land use plan and the land use goals and organizing concepts contained in the plan clearly intend for development in the non-urban areas to remain at low densities in order to preserve the rural character of those areas, to protect drinking-water supply watersheds, and to cut back costs associated with the provision of County services. With the exception of some continued urban transition along the US 70 corridor between Hillsborough and Mebane, the land use plan envisions the rural areas to continue to be agricultural with low-density residential uses requiring no urban utility services. The existing collector and major local road systems are well developed in both north- south and east-west directions in the County. The average spacing between collectors or from collectors to arterials is three (3) miles. Spacing of the major local roads is more frequent, forming a finer network of roads. Spatially, there does not appear to be a deficiency in the collector and major road system. There are several large "superblocks" ranging from 1,550 to 3,880 acres. These areas are shown in Map 2. Descriptions of these superblocks, by township, follow. Efland Cedar Grove Road (SR 1004) on the west, and Carr Store Road (SR 1352) on the north. • Area bounded by Schley Road (SR 1548) on the north, NC 57 on the east, Phelps road (SR 1551) on the south, and NC 86 and Walnut Grove Church Road (SR 1001) on the west. Cheeks Township • Area bounded by High Rock Road (SR 1340) on the north, Ira Road (SR 1341) on the east, Lebanon Road (SR 1306) to the south, and Doe Run Road (SR 1343) and Mill Creek Road (SR 1343) on the west. • Area bounded by Hall's Mill Road (SR 1336) and Highland Farm Road (SR 1332) on the north; Coleman Loop Road (SR 1332), Frank Perry Road (SR 1379), and Faucette Mill Road (SR 1328), Thompson Court (SR 9865) and Holiday Park Road (SR 1390) on the east; US 70 on the south; and Brookhollow Road (SR 1338) and Bane Road (SR 1337) on the west. While roads in these areas are adequate for existing land use, depending on the intensity of future development, some additional collector or major local road construction may be needed in those areas. The following general guidelines should be used in the County's review of future development plans with regard to the need for additional roadway infrastructure. Implementation Guidelines SPACING: Based- on existing development and land use, current spacing is adequate. If more than an additional 100 dwelling units are anticipated within one of the superblocks described above, or in any area with greater than two miles between arterial, collector or major local roads, consideration should be given to the construction of a new public collector road or the extension of an existing major local road to further divide the block. F:\PLANNI NG\KLI NCOLN\compplan\transele.doc\2-10-00\2-15-00 64 17 LOCATION: The initial planning for one.,of the above facilities would be to physically bisect a superblock in order to derive the greatest benefit. However, there are geographic considerations that may alter such placement. Major creek crossings and severely steep topography should be avoided. Generally, the maximum grade for such a facility would be approximately 7—9%. NEED: Because different levels and types of development intensity will generate varying amounts of traffic, the need for additional facilities should be determined based on the Land Use Element of the Comprehensive Plan and on specific development plans. The Planning Staff should review transportation needs as development occurs, as, provided for in Article 13 of the Orange County Zoning Ordinance. Any needed additional collector or major local road facilities should be provided as public roads in order to ensure maintenance and access by the general public. D. OTHER SIGNIFICANT TRANSPORTATION ELEMENTS Non-Motorized Transportation Orange County's transportation system is dominated by the road network but is not entirely defined by it. Rail facilities and air services are also part of the transportation system and contribute to the movement of people and goods through Orange County. In addition, non-motorized transportation is a component of transportation and is included in this plan as a bicycle transportation component. The Orange County Board of County Commissioners adopted A Bicycle Transportation Plan on April 6, 1999. Rail Transportation Orange County is served by the Southern Railroad which traverses the central portion of the County in an east/west direction running parallel to the 1-85/US 70 corridor through Eno, Hillsborough and Cheeks Townships. The Southern Railroad also serves the southern portion of the Carrboro/Chapel Hill area although that segment of the line is now rarely used. Air Transportation Orange County is served by one publicly-owned airport. Horace Williams, a general aviation airport, is owned and operated by the University of North Carolina at Chapel Hill. In recent decades, the airport has become surrounded by concentrated residential development resulting in conflict between development and airport operations. In an effort to reduce the level of conflict between the airport and its environs, the University has elected to impose a fifty craft limit on based aircraft and a corresponding ceiling on aircraft activity, effectively limiting the airport to one-third of its full service capacity. This action has not assuaged concerns of residents of surrounding neighborhoods who continue to exert pressure aimed at closing the airport. A study commissioned in 1988 to find another location for a County airport could not identify a suitable location. F:\PLANNINGIKLINCOLN\compptanitranseie.doc\2-10-00\2-18-00 18 65 E. GOALS, OBJECTIVES, AND POLICIES GOAL: DEVELOP AN INTEGRATED, FULLY ACCESSIBLE PUBLIC TRANSPORTATION SYSTEM THAT WILL ACCOMMODATE PRESENT AND FUTURE TRAVEL DEMAND WITH COST EFFECTIVE FACILITIES AND MINIMUM ADVERSE ENVIRONMENTAL IMPACT TO THE COMMUNTIY. Objective 1: Provide a functional classification system for existing Orange County roads consistent with current usage and in accordance with land use ' provisions of the Comprehensive Plan. Policies: Adopt subdivision regulations that protect major corridors by: a) requiring adequate right-of-way for potential future improvements; and b) limiting access onto those corrdiors. • Adopt subdivision regulations that protect the rural character of Orange County by requiring natural buffers around subdivisions accessing major local roads. Objective 2: Work with nearby jurisdictions to integrate Orange County plans with regional goals and objectives for an intermodal transportation system to meet projected travel demand that reduces congestion and reliance on single occupancy vehicles. Policies: • Participate in the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization at the advisory level and research/data for the regional transportation model. Provide staff support for the Commission for the Environment to analyze existing air quality regulations with respect to transportation and research possible mitigation procedures. Ug4 print.) 3.6 CEDAR GROVE TOWNSHIP Circulation A modified version of the North Carolina Highway Functional Classification System is used to describe Orange County's road network (see Section 2.6 - TRANSPORTATION of this plan for complete description). This system describes parts of the network according to mobility and access factors. The most important roads, Interstates and arterial highways, provide the shortest travel time and best service between important activity centers. Roads of lesser importance, collector roads, do not provide as high a level of service, but do provide large areas with access to major roads. Local roads have the most limited service capacity, but in the aggregate serve to provide large land areas with access to the collector and arterial systems. The two most traveled roads in Cedar Grove Township are arterial highways NC 86, extending northwest from Hillsborough towards Yanceyville; and NC 49 which bisects the northwest quarter of the township, running northeast from the Alamance County line. The two roads join just south of the Caswell County line near the community of Prospect Hill. Other important roads in the township include the collectors N. Efland - Cedar Grove Road (SR 1004 and SR 1357), Carr Store Road (SR 1004 and SR 1352), Corbett Ridge Road (SR 1004), Walnut Grove Church Road (SR 1001), Little River Church Road (SR 1543), Wilkerson Road (SR 1507), Lynch Store Road (SR 1364), Saw Mill Road (SR 1545), and Mill Creek Road (SR 1343). These roads provide the most direct access to the arterial system in the northern part of the county. While all major north-south routes between Hillsborough and Chapel Hill pass through the a ea that portion of Chapel Hill Township north of the JPA, few east-west roads traverse the area. Then using the fundamental principles of each functional class, the populations of Orange County's towns served and typical trip lengths ,(origin\destination populations and typical trip lengths determine the amount & type of traffic on roads) were used to create functional classification criteria characteristic of Orange County's road network. Urban and rural areas have fundamentally different characteristics as to density and types of land use, density of street and highway networks, nature of travel patterns, and the way in which all these elements are related in the definition of highway function. Because of these differences, this document only classifies the public roads system outside of the municipal land use control boundaries (for the Towns of Hillsborough and Mebane it is the extra territorial jurisdiction and for the Towns of Carrboro and Chapel Hill it is the transition area boundaries).
