HomeMy WebLinkAbout2000 S OPT - Agreement Renewals with Participating Agencies - Head Start (2) T ORANGE COUNTY ORANGE PUBLIC TRANSPORTATION DRIVER AGREEMENT This Agreement is entered into this first day of July, 2000 by and between the County of Orange on behalf of the Department on Aging's Orange Public Transportation service, hereinafter referred to as "Orange County" and Wake Opportunities, Inc., hereinafter referred to as"Head Start". The purpose of this Agreement is to outline the conditions under which Orange County and Head Start will cooperatively provide human services transportation through the Orange Public Transportation service. SPECIFIC RESPONSIBILITIES OF ORANGE COUNTY 1. To provide three certified drivers for four northern Orange routes Monday through Friday for daily pick-up and take-home of clients between the hours of 7:00-9:00 am and 2:154:15 pm. 2. To provide back-up drivers in case the assigned driver is not available. 3. To employ a Transportation Supervisor to handle any problems and to assure that drivers are available. 4. To coordinate maintenance with private vendors to ensure vehicles are in safe operating order. 5. To adhere to federal and state Head Start transportation policies. 6. To comply with all applicable federal regulations governing workplace anti-drug and alcohol programs in the transit industry. The Federal Transit Administration(FTA) of the U.S. Department of Transportation has published 49 CFR Part 653 and Part 654, as amended,that mandate urine drug testing and breath alcohol testing for safety sensitive positions and prohibits performance of safety sensitive functions when there is a positive test result. SPECIFIC RESPONSIBILITIES OF HEAD START 1. To reimburse Orange County at the rate of$17.00 per driver hour,for a minimum of 10 hours per weekday of Head Start's operation within 30 days after billing. 2. In the event that Head Start requires specialized training beyond drivers' current level, it shall be their responsibility to indicate the type and level of training and to provide the prescribed training without cost to Orange County. 3. To provide the Transportation Supervisor written notification of any transportation problems or unsatisfactory drivers' performance in order that corrective action can be taken. 4. To provide the Transportation Supervisor written notification of any changes to the fixed route at least three working days prior to the effective date. Page 1 of 2 The term of this Agreement shall be from July 1, 2000 through June 30, 2001 unless sooner terminated by either party giving 30 days prior written notice to the other of intention to terminate. This Agreement may be extended for an additional year if mutually agreed to by both parties. The laws of North Carolina shall govern the validity and interpretation of the provisions, terms and conditions of this Agreement.
