COUNTY COMPREHENSIVE PLAN
ORANGE COUNTY
WHEREAS, conditions have changed or are changing as cited in the application
requesting the amendment;and
WHEREAS, the proposed amendment to the Orange County Comprehensive Plan
referenced as CP-1-00 supports the concept of sustainability in that the proposed amendment
provides a positive balance among the interdependence of the economy (quarry operation), the
environment,and long-term water resource needs of the local population;and
WHEREAS, the creation of an additional water supply resource for Orange Water and
Sewer Authority will create a long-term public good;and
WHEREAS, CP-1-00 creates the opportunity for the Board of County Commissioners to
consider a planned development special use district for the affected property which will:
1. Create a finite time limit on excavation operations.
2. Impose mitigation measures agreed to by American Stone Quarry
and OWASA during mediation discussions which will promote a
more environmentally sound and safe operation.
WHEREAS, approving the amendment is in the best interests of the citizens of Orange
County.
NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of
Commissioners:
1. That the County of Orange adopts the Orange County
Comprehensive Plan Amendment(CP-1-00);and
2. That CP-1-00 becomes effective upon passage of this Resolution.
Upon motion of Commissioner Barry Jacobs, seconded by Commissioner Margaret
Brown,the foregoing resolution was adopted this 29th day of June, 2000.
I, Beverly A. Blythe, Clerk to the Board of Commissioners for the County of Orange,
North Carolina, DO HEREBY CERTIFY that the foregoing is a true copy of so much of the
proceedings of said Board at a meeting held on June 29, 2000 as relates to the adoption of the
foregoing and that said proceeds are recorded in Minute Book No. 29 of the minutes of said
Board.
