BACKGROUND: The County has previously contracted with Raceway to provide and insure adequate Emergency Medical coverage for races and events at the Speedway. There are approximately thirty-five (35) races scheduled this season. The proposed contract details coverage consisting of two (2) ambulances and two (2) paramedics at each race. The ambulances would be staffed with Squad members, and the paramedics would be County staff. The charge rates as proposed for this coverage are based on actual overtime cost plus equipment rate. The proposed charges are $35 per hour for a Paramedic Response Vehicle, $50 per hour for an ambulance with paramedic, and $10 per hour each additional Emergency Medical Technician needed. A one-hour travel time charge for each vehicle is also proposed at the respective $35 and $50 rates. FINANCIAL IMPACT: The County's costs would be covered by the charges as detailed in the proposed contract. RECOMMENDATION(S): The Manager recommends that the Board authorize the Chair to sign the contract. 2 STATE OF NORTH CAROLINA ORANGE COUNTY This Contract dated , 2000,between OCR, Inc. (the"Raceway") and the County of Orange(the"County") for joint and cooperative arrangements for the provision of emergency medical services at certain Raceway events. WITNESSETH WHEREAS,the County and the Raceway propose to work jointly on matters of concern or interest; and WHEREAS,certain events at the Raceway bring spectators to Orange County to enjoy the events; and WHEREAS,the provision of adequate emergency medical care at such events is a matter of mutual concern and interest to the Raceway and the County; and WHEREAS,detailed joint and cooperative arrangements with respect to such events will mutually benefit the Raceway and the County; and WHEREAS,the County and the Raceway desire to provide such cooperative emergency medical care; NOW THEREFORE,in consideration of the premises and the mutual covenants and conditions set forth below, the County and the Raceway agree as follows: 1. The County agrees to provide emergency care providers certified at the Emergency Medical Technician and/or Paramedic level for events at the Raceway as outlined in the Orange County Speedway 2000 Racing Schedule(Attachment A). 2. The County agrees to provide one (1) response vehicle staffed with one(1) 2 3 Paramedic for the practice sessions and two ambulances staffed with a total of two (2) Paramedics and three(3) Emergency Medical Technicians for scheduled spectator events. Additional coverage will be negotiated at the time of need. 3. The County agrees to keep records of patients seen at the Raceway while covering Raceway events under this contract and,with the consent of the patient, to provide such records to the Raceway, upon its request. Data available to the County from the records of patients seen at the Raceway which is clearly not patient identifying may be provided to the Raceway,upon request of the Raceway and when appropriate. 4. The Raceway shall compensate the County for emergency medical services provided pursuant to this contract by paying to the County a sum based on a rate of $35.00 per hour per paramedic response vehicle, $50.00 per hour per paramedic ambulance, and$10.00 per hour per additional EMT for each event covered. These hours will include preparation and travel time of one(1)hour for each event plus the coverage time per event. The county shall submit an invoice for these events on a regular basis and payment by the Raceway shall be made to the order of the County and mailed to Orange County Emergency Management,P. O. Box 8181, Hillsborough,N. C. 27278. 5. The personnel providing the emergency medical services shall report to the Raceway at the time agreed upon by the Speedway and the County. 6. The contract may be reviewed annually no later than March 1, and may be renewed,modified, or amended at that time, or at any other time,upon the mutual written agreement of the parties. 7. This contract may be terminated at any time by either party by giving 90 days notice to the other party in writing. 3 4 8. If either party defaults in its obligations and does not cure such default within ten(10) days of receipt of notice of such default, the non-defaulting party may immediately terminate the contract.
