RESOLUTION REGARDING
ORANGE COUNTY LEGISLATIVE MATTERS
BE IT RESOLVED by the Board of County Commissioners of
Orange County that the Board hereby requests the Senators and
Representatives representing Orange County to support
legislation regarding the following matters :
(a) authorization for Orange County to adopt an ordinance
levying a tax on the impact of land development within the
county to provide for capital improvements to public schools
within the county by either supporting generally the provisions
of H857/S725 (1999 Session) which authorize an Orange County
impact tax or by supporting a separate bill introduced during
the Short Session accomplishing the same purpose;
(b) legislation which preserves farmland and promotes
small farms (H1132 and S930 (1999 Session) ) ;
(c) promoting agriculture/alternative farming- and
agricultural practices by, for example, addressing regulatory
processes which may impact farmers' pursuits of viable options
to enhance, augment or supplement standard farming activities
and provide a special appropriation to Orange County for local
activities which promote making agriculture viable and provide
alternative farming and agricultural practices, for example,
through the creation of an agricultural center;
(d) reduce property taxes on homestead property by
increasing the income limit that qualifies taxpayers and by
increasing the assessed value of property excluded from taxation
and providing for State reimbursement to local governments for
one half of the revenue lost due to the homestead tax reduction;
(e) providing financial support for the construction of
and start up operation expenses of a Durham Technical Community
College satellite campus to be located within Orange County and
supporting any legislation necessary to create a satellite
campus of Durham Technical Community College within Orange
County and authorizing Orange County to contract with Durham
County for the establishment and continued operation of. the
satellite campus;
(f) establishing a permanent prohibition on billboard
advertisements along Interstate 40;
(g) implementing the Durham-Chapel Hill-Carrboro
Metropolitan Planning Organization SB1164 Position Statement, a
copy of which is Exhibit A to this Resolution;
(h) any bill submitted by the Town of Hillsborough
authorizing the de-annexation of all but not less than all of
the satellite portion of Hillsborough which was created by
satellite annexation and which is depicted on the excerpt of a
map which is Exhibit B to this Resolution;

(i) providing encouragement to the Smart Growth Commission
to review the current status, practices and impacts of
annexation and de-annexation;
(j ) repealing so much of North Carolina General Statute
7B-2502 which authorizes a court to order a county to pay for
the treatment of undisciplined and delinquent juveniles in the
absence of State funding for this mandate;
(k) requiring the North Carolina Division of Soil and
Water Conservation to maintain its partnership with counties
under the North Carolina Agricultural Cost Sharing Program which
partnership and funding have been in place for more than ten
years and which partnership and funding provide one half of the
cost of technical positions which. assist in the administration
and implementation of the North Carolina Agricultural Cost
Sharing Program.
Upon motion of Commissioner BRnwN seconded by
Commissioner unr.urnmrc , the foregoing resolution was adopted
this the 16th day of May, 2000 .
