Our mission is to support,encourage and strengthen the artistic and cultural development of Orange County, NC.
Organization History
Created in 1985 as the official county government agency on the arts by Resolution of the Board of County
Commissioners(BOCC),we serve as a clearinghouse for arts information,facilitate arts program development&
advise the BOCC on the arts.We have served as the Designated County Partner(DCP)-formerly Local
Distributing Agent(LDA)-in Orange County since 1985. Our on-going arts programs include the following:2
Grant Cycles(Spring and Fall)annually that fund artists&nonprofit organizations utilizing both state&county
funds; participation in annual Emerging Artists Grants Program through the Durham Arts Council (for Orange,
Durham, Chatham, Person&Granville counties);annual Piedmont Laureate Program (for Orange, Durham,
Wake,&Alamance counties),Arts Incubation Program;quarterly Artists'Salons featuring free professional
development for artists; monthly e-newsletters&other occasional publications;website providing arts
information,events calendar&a searchable online local arts directory;annual 4th U.S. Congressional District
High School Art Competition in Orange County(with schools in parts of Durham,Wake,Alamance, Chatham, &
Cumberland counties); Public Art located on county-owned properties, and Special Arts Projects.We were one of
the 161 study partners in the national Arts& Economic Prosperity IV study(by Americans for the Arts).We are

Orange County is centrally located between the Research Triangle&the Triad (Greensboro, Winston-
Salem& High Point).With more than 133,000 citizens(population of 133,801 in 2010), Orange
County includes historic Hillsborough, the county seat; Chapel Hill, home of the University of North
Carolina (the oldest state-supported university in the United States); &Carrboro&Mebane,former
railroad &mill towns.
Orange County was founded in 1752, &was named after William of Orange(King William II I of
England). Hillsborough was the center of NC politics in the colonial era & hosted the state's
Constitutional Convention in 1778, where NC delegates demanded that a Bill of Rights be added
before they would ratify the US Constitution.
Orange County is governed by a 7-member board of commissioners.They are elected to 4-year
terms by district&at-large in partisan elections, held in November of even-numbered years.
Per capita income in Orange County is$48,683& median family income is$75,056 (2011 US Dept.
of Commerce- Bureau of Economic Analysis).The 2010 Median Age was 33.1 years.The 2010

Even with the downturn in the national economy, Orange County has been fortunate. Our

The orange County Arts Commission (OCAC)gives out grants twice per year(Spring& Fall).We
grant state Grassroots funds in the Spring grant cycle, &county funds in our Fall grant cycle.
The Orange County Arts Commission subgrants the majority of our annual Grassroots Arts Program
allocation to nonprofit arts organizations, nonprofit organizations sponsoring art projects, &schools.
We subgrant approximately 90%of our annual Grassroots allocation to other nonprofit organizations
&schools for arts programming.All of our subgrants are project specific.We use the remaining
balance to supplement our own arts programming (such as www.ExploreChapelHillARTS.com online
arts calendar, participation in the annual Emerging Artists Program&the annual Piedmont Laureate
Program, &Public Art projects).
Grants awarded to individual artists in either grant cycle are always paid using Orange County funds-
not state funds.
During 2012-13, 2 artist projects were funded through our grants program utilizing county funds.
Michael Roy Layne dba Legacyworks was awarded $1,000 in our Fall 2012 cycle for the creation and
installation of a 40-ft. long illuminated public environmental sculpture"Chrysalis+Drago(n)Doctrine" in
downtown Chapel Hill. In the same grant cycle, Mary Carter Taub was awarded $1,000 for the
production &documentation of the"Bus Wrap"Artwork Mobile Mural project on a Chapel Hill Transit
bus.We anticipate awarding at least 3 to 5 artist projects during 2013-14,depending on the strength
of the proposed projects(based on excellence of the artwork&benefits to the citizens of Orange
County).
We have many ANNUAL programs for both organizations&artists,which are documented in
Questions#3 and #4 below.We will continue to provide all our ANNUAL programs&services in
2013-14.
In 2013-14 we plan several "refresher"classes for artists&arts organizations in using our free online
arts calendar-www.ExploreChapelHillARTS.com. (You can also link to this calendar via the URL
www.ExploreChapelHill.com). There is a need for occasional re-training in the use of this calendar
because of high turnover in arts organizations.We will provide a free evening&a free daytime
"refresher"class in March, 2013 in Orange County.We d also like to offer another set of"refresher"
classes in the fall of 2013 or the spring of 2014. The Orange County Arts Commission pays$1,800
annually for this online arts&entertainment calendar(a part of the EverWondr Network)which
reaches well beyond the Triangle market.
The 2013 Piedmont Laureate will be children's author John Claude Bemis of Hillsborough. He will
travel throughout Orange, Durham,Alamance&Wake counties promoting awareness and
heightening appreciation for excellence in the literary arts in the Piedmont Region. Mr. Bemis was
chosen from applications from authors of children's literature(for ages 0-18 years)living in this 4-
county area. His honorarium is$6,500 (shared equally by the sponsoring organizations: Orange
County Arts Commission,Alamance County Arts Council, Durham Arts Council, United Arts of Raleigh
&Wake County, and the City of Raleigh Arts Commission).An additional$250(shared equally by the
sponsoring organizations)supports the Piedmont Laureate website (www.PiedmontLaureate.com)
and promotion. Mr. Bemis will present readings and workshops at various public events&sites
(libraries, arts centers, schools, universities, and other community gathering places), encourage
creative writing &promote literature. Now in it's 5th year, this program has previously highlighted
writers of poetry, novels, creative nonfiction, &drama.

The Orange County Arts Commission contributes$1,500 annually to the Emerging Artist Program
(administered by Durham Arts Council)for Orange, Durham, Chatham, Person, &Granville counties.
Several Orange County artists are usually selected for Emerging Artist awards each year. For 2013,
three Orange County artists were selected (Nadjib Adebola Assani -film, Stacy Crabill - painting, and

With anticipated support from the Orange County commissioners and the Hillsborough Historic
District Commission,we plan to site a public art project in the Historic District of downtown
Hillsborough near the Justice Facility during 2013-14. Hillsborough artists Michael Waller& Leah
Foushee were chosen by panel review to be the artist team. Their commission will be at least
$10,000 in county funds, and we anticipate an additional$2,000 in installation costs.
We will continue our collaborative marketing initiative with various partners (individuals and both
private and nonprofit organizations)promoting the area's outdoor sculpture tours.
We plan to launch a new, responsive website design &e-newsletter in mid-2013, utilizing county
funds.

5. Describe the overall process your organizations uses to subgrant Grassroots money to
other groups in your county. Include information on how you communicate the availability of

We offer grants in both Spring (state Grassroots funds)& Fall (county funds)cycles to develop high
quality arts programs taking place in Orange County. Spring application deadlines are in mid-May; the
OCAC board awards these grants at their June meeting. Fall application deadlines are in mid-
November; the OCAC board awards these grants at their December meeting.
Grants are offered to both nonprofit organizations, schools& individual artists(artists are paid with
county funds only)to support programs in all art disciplines.Artistic excellence &the project's benefits
to the citizens of Orange County are of utmost importance.All grants are matched at least dollar for
dollar by the applicant. Our grant categories are:
1.Arts Program Grants-up to$1,500 to nonprofit organizations
2. General Arts Support Grants-up to$5,000 to nonprofit arts organizations.Applicants must have
received an OCAC grant in each of the 3 previous years to apply in this category.
3.Arts in Education Grants- up to$1,000 to public or private nonprofit schools, or parent/teacher
organizations
4.Arts in Education Coalition -up to$5,000 to 3 or more nonprofit schools or parent/teacher
organizations
5.Artist Project Grants-up to$1,000 to artists(paid with county funds only)
The availability of both Spring & Fall grants is publicized on our website, in our online monthly e-
newsletter(emailed to our database),through articles/calendars in local newspapers, by email, and
via social media.Verbal announcements are made at our sponsored events. Our grants are available
online for downloading; hard copies are available at all Orange County libraries(Hillsborough,
Carrboro, Chapel Hill), at the Chapel Hill Public Library, and at the OCAC office. Upon request,we
distribute copies through regular mail.
We offer free grant-writing workshops to potential applicants approximately 6 weeks prior to the
application deadline.These workshops, generally held at area libraries, are well attended. Staff is
available Monday-Friday(8:30 am-5 pm)to answer grant-related questions as needed by phone,
email, or in person.We do seek out new arts organizations each cycle, particularly multicultural
organizations, &encourage them to apply.
Our grants committee consists of our entire 15-member board (serving as a"committee of the
whole"). Our current board includes 2 African-Americans; the remaining members are white.We
recommend interested volunteers to the Board of County Commissioners(BOCC)throughout the
year as vacancies occur. Currently, our advisory board consists of 5 males and 10 females.
Copies of submitted grant applications are distributed to all board members at least one week prior to
deliberation. Established criteria for each grant category&a spreadsheet listing applications received
by the deadline are distributed. Staff is present for information only; staff does not have a vote and
goes not make recommendations.Artistic excellence is of utmost importance in our decision-making.
A majority of our board members are artists.
As indicated in our Policies & Procedures and in our Conflict of Interest Policy(updated annually),
board members abstain from voting if they feel they have a conflict of interest with a grant applicant.
Applicants are either funded fully, funded in part, or not funded.
We prepare rejection letters&Grant Agreement Forms for applicants and arrange for payment based
on OCAC board decisions. Checks are handed out by the BOCC twice per year at regular meetings.
Announcement of grant recipients are sent to area newspapers, are included in our online e-
newsletter and in the Grants section of our website.

Final Reports are required from all grant recipients at the end of the project period.
If a grant recipient needs to make a significant change in their project, they must make this request in
writing.Their request then goes to the OCAC board for possible approval. Staff then notifies the grant
recipient of the decision of the OCAC advisory board.
The number of schools applying and the number of children served varies from grant cycle to grant
cycle. But we generally receive around 6-8 applications for funding from schools in each grant cycle.

Many public and private nonprofit schools in Orange County apply to us through our two annual grant
cycles to help fund in-school performances and residencies by professional artists. The number of
schools applying to us for support has steadily increased over the years.We directly funded in-school
performances and residencies by professional artists in 14 schools in our Spring and Fall 2012 grant
cycles. We indirectly funded in-school performances and residencies by professional artists in the
schools via 5 non-profit organizations in our Spring and Fall 2012 grant cycles. Our grants are the
main way we support arts in education programs for children and youth.
Please see descriptions of in-school arts programs funded in Question#7 below.
We have sponsored our own in-school artists residencies in the past as special projects, generally
supported by Arts in Education grants from the NC Arts Council.
We strongly support arts education.The arts teach our children the skills that will make them
successful in the 21st century workforce- innovation, imagination, critical thinking, and collaboration.
We also believe in the value of the arts for arts'sake.The arts experience can change the lives of our
children (and all of us)for the better.
7. Describe the programs you conduct and fund that are racially and culturally diverse. (max.

The Orange County Arts Commission includes in all of our subgrant categories and grant criteria that
programs reflect and impact those racially and culturally diverse citizens of Orange County. In
addition,we continue to strive for a diverse membership on our Board.
Spring 2012 Grassroots Arts Grants contributed to a successful in-school residencies and
performance by Ballet Folklorico Mexico(Ephesus Road Elementary School), Braima Moiwai (Estes
Hills Elementary School), Flamenco Carolina (McDougle Elementary School), and poet Phillip
Shabazz(McDougle Middle School).
Spring 2012 Grassroots Arts Program organizational support for multicultural programming went to
the Hillsborough Arts Council for the Hillsborough Jazz Festival,to the Town of Carrboro(Recreation
& Parks Dept.)for the Carrboro Music Festival,to The ArtsCenter for 7 teaching-artist residencies at
Central Elementary School (Title 1 low income school), to the Chapel Hill Carrboro Children's
Museum dba Kidzu Children's Museum for Community workshops for children in need (with mosaic
artist Jeannette Brossart), and to the Chapel Hill Carrboro Public School Foundation for"Spoken
Word Poetry Project"at Phoenix Academy(alternative high school).
Fall 2012 county funded grants will contribute to in-school residencies and performances by the
Sacrificial Poets(Cedar Ridge High School, Chapel Hill High School, Carrboro High School, Phoenix

The Arts Commission Coordinator's total salary and benefits for current year(FY 13)is$58,660

The Arts Commission Coordinator contributes to the county's economic development goals by
building a strong arts and cultural community. Work objectives include providing information on the

programs, developing and facilitating community forums/workshops, providing staff support for the

County. Currently, our advisory board consists of 5 males and 10 females. Our board members range
in age from the late twenty's to the mid-seventies.
Our Advisory Board members are appointed by the Board of County Commissioners(BOCC)of
Orange County.
We suggest the names of interested volunteer applicants to the BOCC throughout the year as
vacancies occur. Our board members are appointed by the BOCC for 3-year terms. Board members
can serve 2 consecutive 3-year terms before they have to rotate off the board for at least one year.
After that time, they can apply to the BOCC to be considered for re-appointment. We have several
board members that have been re-appointed to the Arts Commission Advisory Board after serving the
maximum of six years and rotating off for one year.
Once volunteer(s)are appointed by the BOCC,the Orange County Arts Commission(OCAC)Board
Chair and the Arts Commission Coordinator meet with them for a"new member orientation" prior to
their first board meeting.

The Executive Committee consists of our officers(Chair,Vice Chair, Secretary)who are elected for a

The Orange County Arts Commission has always had office space only. We currently have office
space only at 501 W. Franklin Street in Chapel Hill, NC. We are housed inside the Chapel Hill/Orange
County Visitors Center. We are a county arts agency organizationally located inside the Chapel Hill/
Orange County Visitors Bureau, under the governmental structure of the Economic Development
Commission. Orange County owns the building in which our office is currently located.
Our current location is unique for a local arts council/commission in NC in that we are physically
located inside a visitors center.
Our programming is done in other facilities,which are usually provided rent-free(such as The
ArtsCenter in Carrboro for our"Artists'Salons"and the Burwell School Historic Site in Hillsborough for
our district-wide receptions for the Fourth US Congressional District High School Art Competition).

Our fiscal year is July 1-June 30.As a part of Orange County government,we submit our budget
request in March each year to the Director of the Chapel Hill/Orange County Visitors Bureau. It then
goes to the Executive Director of the Orange County Economic Development Commission for review.
Then on to the County Manager,who submits his proposed county budget to the Board of County
Commissioners (BOCC)for their review.The BOCC adopts a county budget by June 30th each year
for the upcoming fiscal year.
As an agency of county government,there are many checks and balances to hold us accountable.
For example, I do not have access to the county's financial system (MUNIS). I must work with the
Administrative Assistant(who has access to the county's financial system)for check requests,etc. -
essentially for all things "financial".
Once approved by the BOCC, the budget of the Orange County Arts Commission is solid. It is
currently within the total budget of the Chapel Hill/Orange County Visitors Bureau,funded by hotel/
motel taxes collected by Orange County.
Orange County government has received positive evaluations from the major bond rating agencies.
For fiscal year ending June 30, 2012, the County's bond ratings received Aa1 with a Positive Outlook,

Promoting the Artistic and Cultural Development of Orange County, North Carolina
Conflict-of-Interest Policy
The board of directors of the Orange County Arts Commission has adopted this conflict-of-
interest policy.
The members of the board of directors and any management employees of the Orange County
Arts Commission shall avoid conflicts of interest and any conduct which may suggest the
appearance of impropriety in the disbursement of funds.
If a potential conflict of interest arises, the board member or management employee must
disclose the potential conflict to the board of directors. Further, the board member or
management employee shall not vote on nor participate in the solicitation, negotiation,
formation, award, arbitration, modification, or settlement of any contract or grant involving any
State funds or any dispute arising under such contract or grant when the board member or
management employee stands to benefit, either directly or indirectly, from such contract or grant.
A board member or management employee is not deemed to benefit directly or indirectly from a
contract or grant if he or she receives only the salary or stipend due to him or her in the normal
course of employment with or service to the Orange County Arts Commission.
All board members and employees shall be informed of this policy.
