PURPOSE: To approve a budget ordinance amendment related to.the transition of the
Solid Waste and Landfill operations from the Town of Chapel Hill to Orange County.
BACKGROUND: As recently approved by all Landfill Owners Group (LOG) members,
responsibility for operation of the landfill and overall solid waste management will be
transferred from the Town of Chapel Hill to Orange County on April 17, 2000. The cost of
Solid Waste/Landfill programs is completely offset by landfill tipping fees, recycling sales,
interest income and appropriated fund balance.
In order for the County to incur financial obligations and pay salaries and other bills for the
new County department, it is necessary for the Board of Commissioners to amend the
County's 1999-00 fiscal year budget. The attached amendment provides the mechanism
for staff to establish a new County fund entitled Solid Waste/Landfill Operations. Approval
of this amendment ensures that there will be no lapse in financial activity for the new
department during the handover in operations from Chapel Hill to the County. Staff
anticipates requesting that the Board approve one or more subsequent budget
amendments later this fiscal year, as the Town of Chapel Hill makes adjustments to their
revenue and expenditure records and completes the financial audit of their Landfill
Enterprise Fund for operations through April 16, 2000.
FINANCIAL IMPACT: Operating expenditures for this program are totally offset by
anticipated revenues, so there is no impact on the County's General Fund.

RECOMMENDATION(S): The Manager recommends that the Board of Commissioners
approve the attached budget amendment establishing the Solid Waste/Landfill Operations
Fund and associated appropriations.
