Budget as Amended Clarence Grier, (919) 245 -2453 Spreadsheet Attachment 2. Year -To -Date Budget Summary PURPOSE: To approve budget and grant project ordinance amendments for fiscal year 2012- 13. BACKGROUND: Visitors Bureau 1. The Orange County Visitors Bureau requests a $25,000 fund balance appropriation from the Visitor's Bureau fund for a research study that will measure the effectiveness of its marketing campaign, which launched in June. The study will look at the targeted visitors' current attitudes, awareness, usage and willingness to recommend the area, to others. The study will also measure how Orange County's brand and advertising affect the area. This budget amendment provides for a fund balance appropriation of $25,000 from the Visitor's Bureau Fund for the above stated purpose. After this appropriation of fund balance, the unassigned fund balance of the Visitors Bureau Fund will be $310,329. (See Attachment 1, column 1) Library 2. The Orange County Library has received notification of a Library Services and Technology Act (LSTA) grant, totaling $15,010, from the State Library of North Carolina. With the grant, staff will implement the fall 2012 Community Needs Assessment, which includes strategic plan creation (currently planned for completion in May 2013) by consultant Dr. Anthony Chow from UNC at Greensboro, and fund office and postage related project needs. This budget amendment provides for the receipt of these reimbursable grant funds. (See Attachment 1, column 2) 3 Social Services 6. The Department of Social Services has received the following funds: • Energy Assistance — receipt of revenue totaling $150,706 in Low - Income Home Energy Assistance Program (LIEAP) funds. The block grant program has awarded an additional $105,634 for crisis - related, heating needs of Orange County residents. The department has also received $45,072 in administrative funds for personnel and program supply needs. • Crisis Intervention — receipt of $239,141 to provide for crisis - related heating needs, of Orange County residents. This budget amendment provides for the receipt of these additional funds. (See Attachment 1, column 6) FINANCIAL IMPACT: Financial impacts are included in the background information above.
