PURPOSE: To consider appointing volunteers to the Durham Technical Community College
Board of Trustees.
BACKGROUND: At its regular meeting on April 24, the Durham Technical Community College
Board of Trustees adopted the attached resolution for joint property ownership between the
DTCC Board of Trustees and the Orange County Board of Commissioners. At this time, the
Orange County Board of Commissioners has been invited to appoint two members to the DTCC
Board of Trustees. Appointments are for four-year terms beginning July 1, 2007. No more than
one trustee can be a BOCC member.
FINANCIAL IMPACT: None.
RECOMMENDATION(S),: Consider making appointments to the DTCC Board of Trustees.

Serving Durham and Orange Counties
The Durham Technical Community College Board of Trustees, at its regular meeting on April 24, adopted
the attached resolution for joint property ownership between the DTCC Board of Trustees and the Orange
County Board of Commissioners. Now that both boards have adopted the resolution, and in accordance
with Chapter 115D -12 of the General Statutes of North Carolina, we invite the Orange County Board of
Commissioners to appoint two members to the DTCC Board of Trustees for four -year terms beginning
July 1, 2007. According to Chapter 115D -12, no more than one trustee may be a member of a board of
county commissioners.
Please submit the names, addresses and biographical information for your appointees to Dr. Wynn, and he
will ensure that they receive appropriate background information and meeting schedule.
We look forward to a closer working relationship with the commissioners and ,residents of Orange
County.

RESOLUTION
BOARD OF TRUSTEES OF
DURHAM TECHNICAL COMMUNITY COLLEGE
In furtherance of prior actions by the Trustees of Durham Technical Community College
(the "Trustees") to establish a satellite campus of Durham Technical Community College
in Orange County, North Carolina, The Trustees adopt the following resolutions:
RESOLVED that the Trustees accept the terms and conditions of that certain North
Carolina Special Warranty Deed prepared and issued by the Orange County Board of
Commissioners in the form attached hereto.
FURTHER RESOLVED that the Trustees shall accept delivery of a duly executed
original of that Special Warranty Deed, in the form attached hereto, from representatives
of Orange County.
FURTHER RESOLVED that the Trustees consent to the recording of a copy of the
executed original of that Special Warranty Deed, in the form attached hereto, in the
Orange County Land Records.

Pretty nebulous. A glance at, say, criteria for Chatham County Community College or Piedmont would
not hurt. Also, it should be "a concerned citizen who has an understanding..."

to working toward a common mission and goals. He /she should also be able to attend at

The Trustee's Responsibilities
1. Appoint, evaluate, advise, and, if necessary, terminate the President.
2. Participate in the development and revision of the College's "Statement of
Purpose."
3. Participate in the establishment of goals for the College consistent with the
College's "Statement of Purpose" and the state priorities.
4. Create general policies that provide guidance for the President and staff as they
pursue the role and mission, and which define benefits for College personnel and
protect their due process rights.
5. Ensure that the College has in place an effective system for planning and
evaluation that uses results of evaluation to improve the College.
6. Ensure that the College assets are well managed.
7. Secure adequate financial resources to support the College's goals.
8. Establish and terminate educational programs of the College based upon thorough
documentation of need for new programs, and performance data regarding
existing curriculums.
9. Function as ambassadors for the College to the community and serve as a channel
for information from the community to the College President.
10. Buffer the College from undue external pressures.
11. Serve as a court of appeal for aggrieved employees and /or students.
12. Support the College's Foundation.
13. Be informed. Ask the right questions. Know issues facing the College and the
Community College system.
14. Be professionally involved in NCACCT and ACCT.

I received your telephone message and then saw your request on the Clerks Listserve.
In Lee County the Conissioners make 4 appointments to the Central Carolina Comrntmity College Board of
Trustees. There are really no guidelines except they insist live in Lee County and can only serve on one board at a
time. The Board of Education snakes 4 appointments, the Governor makes 4 appointments, Haniett County
Commissioners make 2 appointments, Chatham County Commissioners make 2 appointments, and the Student
Government President is a member. Attached is the application forin we use for all boards /cornrnissions.
Please let me Imow if I can be of any firther assistance.

Brief summary of its function
The Trustees of Piedmont Community College are a body corporate with powers to enable it
to acquire, hold, and transfer real and personal property, to enter into contracts ' to
institute and defend legal actions and suits, and to exercise such other rights and
privileges as may be necessary for the management and administration of the institution
in accordance with Chapter 115-D of the North Carolina General Statutes.
