The Board met at the usual hour in the Commissioners Room at the
Courthouse. Present Collier Cobb, Jr., Chairman, Hen F. Wilson and
Hubert G. Laws, Commissioners,
The Minutes of the January meeting was read and approved.
Two road petitions were oresented as follows: Road located in Cedar Grove
Township running from White Oak Church to Mebane Ro22 Ord known as Mebane
Route 3, Road, distance two and one -half miles. The, other petition was for
a road in Bingham Township, running from Highway No, 54 at Pendergrass' to
Chapel Hill- Antioc Road, distance two and one -half miles. Path petitions will
be investigated at a later date.
The following applications to retail beer :n the county, were, upon motior
approved.

Claude W. Porterfield,
-G.-Lae Horner.
Application of John L. Wagoner to retail beer was rejected due to his
having peen convicted of violating the prohibition laws within two years.
Airs. Jean M. Hear, Superintendent of Public Welfare appeared and asked
that Fannie Johnson of Cedar Grove, N. C. be granted , ?23.00 per month as
Aid to Blind. A3so that grant of Nettie Woods be increased from $25.00 per
month to $30.00 per month. Upon motion the Hoard granted both requests.
Al, C. Burt, Hegro Farm Agent oresented his annual report on the work
done through his office for the year 1948.
Mrs. Kathryn Hamrick and Miss Virginia Cathay appeared and reported on
the work done through the office of Home Demonstration Agent.
Upon motion of Commissioner Wilson, seconded by Comnilssioner Laws the,
bills were approved and ordered paid:
E. N. Kenion eleven ducks killed by dogs .$11.00•
Airs. J. H. Penner four young turkeys killed by dogs 12,00.
Mrs. C. B. Taylor one pig killed by dogs 7.50.
Upon motion of Commissioner Laws, duly seconded by Commissioner 'Nilson
,rid all members of the ?card voting in the affirmative the Tax collector
is hereby authorized to issue beer license to applicants who hold a license
issued,by ''municipslity without requiring said applicant to make application
to Board of County Commissioners,
upon motion of Commissioner Wilson, seconded by Conmissioner Laws the
following bills are hereby ordered paid out of the General, Fund:
To Watts Hospital for autopsy of W. L. Bowling $100.00
To Dr. Haywood M. Taylorof Duke Hospital to comolete toxicological
study in case of Wesley Lewis Bowling $200,00
Upon motion of Commissioner Wilson, duly seconded by Commissioner Laws
Mr. Charles Williams of Hillsboro, il. C., is hereby apnointed Electrical
Inspector for':the northern part of Orange County as heretofore designated
by map. Said appointment effective as of February 1, 1949.
The fact finding committee that were appointed by the Board at a previous
meeting to study the needs of the County appeared and presented a very fine
report as to the needs for school uuild,ngs, roads and other county offices.
The Hoard accepted the report and thanked the committee for their fine
work and assured them that the report would be carefully studied at a later
malting.
It was brought to the attention of the Hoard that the Town of Chapel
Hill had been collecting the taxes in the Chapel Hill Special School Dis-
trict since the creation of said district and that the handling of such
taxes had been very much of a burden to the Town of Chapel Hill tax author-
ities and had not proven a satisfactory method of collecting this tax. It
was further brought to the attention of the Hoard that the said town was
requesting that the tax authorities of Orange County take over the collection
of =the school district taxes. After full discussion the members of the Board
were of the opinion that the County should take over such responsibility.
Upon motion of Commissioner Laws, seconded by Commissioner Wilson the
following resolution was unanimously adopted:
Resolved, That the County of Orange be fixed with the duty and respon-
sibility of levying and collecting of the taxes in the Chapel Hill Special
School district beginning with the present tax year and the Board requests
that the 1989 Session of the General Assembly pass such special act as is
necessary to accomplish this purpose.
