Mebane 336-227-2031 PURPOSE: To approve Pathways Elementary School Capital Project Ordinance for the Orange County School District. BACKGROUND: Amendments for Items Included in the 1999-09 Capital Investment Plan Orange County Schools The Board of County Commissioners approved the County's ten-year Capital Investment Plan on June 21. While the funding plan as a whole was approved, the Board decided to change the individual project approval process. For projects that have a relatively small scope of work, the Board decided to approve the entire project ordinance at one time. For major projects, the Board elected to approve funding for individual components of the project rather than allocating a lump sum for the project. Major components include: Planning, architect, engineering Land acquisition and associated fees Construction Equipment & Furnishings Included in the approved CIP was the Pathways Elementary School Construction capital project. The project provides for construction of a new 600-student elementary school for the Orange County School System. z The original project budget as outlined in the most recent capital investment plan is $12,737,720. There were no land acquisition costs associated with the project because the land was donated to the district. In September 1999, the Board of County Commissioners approved the initial Pathways Elementary project ordinance that allowed for debris removal from the construction site ($19,530). The Orange County Schools is requesting that the Board of Commissioners approve funding totaling $8,808,523 for the next phase of the Pathways project. This phase includes planning, architect, engineering, water and sewer line installation and construction costs. All of these cost elements reflect bids received by the district and presented on page 4 of this abstract. As the project progresses, the school district will ask the Board to approve other costs for the project such as equipment, furnishings and landscaping. In light of the current and future bid estimates, the District expects significant savings in this project. (See attached Pathways Elementary School Construction Capital Project—Phase 2). FINANCIAL IMPACT: Financial impacts are included in the background information above. RECOMMENDATION (S): The Manager recommends that the Board of County Commissioners approve the Pathways Elementary School Construction Capital Project— Phase 2. 3 Pathways Elementary School Construction (Phase 2) Orange County Schools Capital Project Ordinance Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following capital project is hereby adopted. Section 1. The project authorized provides funds to construct a new elementary school in the district. Proceeds from the 1997 bond referendum, State bond funds, impact fees, and a fund balance appropriation from the School Capital Projects Fund finance this project. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. Personnel Ordinance Revision—Tuition Refund This item was placed at the end of the consent agenda for separate consideration. f. Late Application for Homestead Property Tax Exemption The Board approved one late application for homestead property tax exemption for the 1999 tax year in accordance with the resolution incorporated herein by reference. e Lease Agreement for Relocation of High Rock Road Solid Waste Convenience Center The Board included a rent escalator clause in the lease agreement for the relocation of the High Rock solid waste convenience center and authorized the Chair to sign the agreement. h. Memorandum of Agreement with UNC School of Dentistry for Health Department Smart Start Grant The Board renewed an agreement with the UNC School of Dentistry for the Health Department Smart Start Grant and authorized the Chair to sign. i_ Contract with DMG-Maximus. Inc. to Conduct a Cost Study for Personal Health Services The Board awarded a contract to DMG-Maximus in the amount of$11,000 to conduct a cost study for the Health Department to help determine fees for personal health services and authorized the Chair to sign. L Budget Amendment#7 The Board approved the Pathways School capital project ordinance for the Orange County school district and authorized the Chair to sign. Boundary and Conservation Easement Survey of Duke Forest Property for County Acquisition The Board considered awarding a contract to Callemyn-Parker and Associates in the amount of$5,617 for survey services associated with the County's purchase of 63 acres from Duke University for open space and watershed protection. Commissioner Jacobs asked about the timetable for completing the acquisition of this property and Rich Shaw said that closing of the property is anticipated to occur at the end of March. There are a few administrative details that need to be taken care of first. A motion was made by Commissioner Jacobs, seconded by Commissioner Halkiotis to award a contract to Callemyn-Parker and Associates in the amount of$5,617 for survey services associated with the County's purchase of 63 acres from Duke University for open space and watershed protection. VOTE: UNANIMOUS e. Personnel Ordinance Revision —Tuition Refund The Board considered updating the Orange County personnel ordinance to increase the tuition refund amount for eligible County employees from $300 to $600 per fiscal year. Commissioner Gordon said that when Duke University is included in the list of colleges at$1,620, it increases the average from $480 to $605. Elaine Holmes, Personnel Director, said that Duke University was included so the Commissioners could have the information and see the tuition amounts at the area universities. The amount of$600 was recommended because the staff looked at the overall amounts provided by the employers in the area. Commissioner Brown asked about the people who have participated in this benefit and what they have studied.
