Benedict, AICP, Planning & Inspections Director DATE: November 20, 2012 SUBJECT: Eno Economic Development District Engineering Progress Update ATTACHMENT: Exhibit A— Draft Eno EDD Water& Sewer System Project City of Durham— Scope of Work This memo serves as an update of the utility engineering work in progress with the City of Durham in the Eno EDD area. The interlocal utility service agreement was adopted in January of this year. Monies funded from the '/ cent sales tax became available as noted in the CIP and 2012-13 budget as of July 1, 2012. A Request for Qualifications (RFQ) was distributed over the summer seeking qualified engineers. Top prospective firms were chosen and presentations were made in early fall. The scope of work has been refined with the lead firm to include two phases; first, a master planning element to determine, area, capacity needs, detailed hydraulic analysis and best connections back to Durham infrastructure, and second, engineering design and permitting with other engineering services as necessary. Orange County Planning and Engineering Staff has been constantly involved in this process as outlined in the agreement. Durham City is the lead and will be bringing contracts forward to their council in December. After confirmation, we will further inform the Board of specifics including timeline and cost. EYMIT A DRAFT Eno EDD Water and Sewer System Project City of Durham,North Carolina (Project No. 1 Scope of Work Introduction The City of Durham is collaborating with Orange County to provide water and sewer service to the Eno Economic Development District(EDD)to support economic viability and sustainable growth in the area Figure 1 shows the Eno EDD boundary included in this Scope of Work.The first phase will include development of a Master Plan.The second phase will include development of a more detailed hydraulic model of the downstream basins in Durham's system to assess the capacity improvements required in Durham's system considering other future flows and UI as well. Design,permitting,construction,and closeout services will follow. The overall project includes the following Phases: 1. Master Planning a. Kickoff Meeting and Data Collection b. Flow Projections c. Proposed Water and Wastewater Infrastructure within Eno EDD d. Force Main Discharge Alternatives e. Permit Agency Coordination f. Cost Estimates g. Master Plan Report 2. Detailed Hydraulic Analysis a. Data Collection b. Hydrologic Model Development c. Flow Projections d. Hydraulic Model Development e. Model Calibration f Capacity Analysis g. Improvement Alternatives Analysis h. Draft and Final Reports 3. Design 4. Permitting 5. Construction Services/inspection 6. Start-up,Testing,Record Drawings and Closeout This initial Scope authorization includes Phases 1 and 2. At their conclusion,the City intends to amend this Agreement to authorize the Consultant to perform Phases 3,4,5,and 6. 1
