PURPOSE: To consider making appointments/changes to the Human Relations Commission.
BACKGROUND: The following appointments are for Board consideration:
• Appointment to a first term for Ms. Tiki Windley. If appointed Ms. Windley will be
serving a first full term as an at-large representative expiring 09/30/2015.
• Appointment to a first term for Mr. Robert Ireland. If appointed Mr. Ireland will be
serving a first full term as an at-large representative expiring 09/30/2015.
• Appointment to a first term for Dr. Li-Chen Chin. If appointed Dr. Chin will be
serving a first full term as a Town of Hillsborough representative expiring 06/30/2015.
• Appointment to a first term for Mr. Gerald Ponder. If appointed Mr. Ponder will be

Subject: Commission Membership Size
This memorandum is written in response to your request for a recommendation from the
Human Relations Commission (HRC) regarding the current size of this advisory board.
Currently, the Commission has the ability to have 24 total members. I don't believe in
recent memory has the Commission operated at full membership capacity. At this time,
due to term limits and resignations, there are 12 active members- one-half the
designated number.
At our September 12, 2012 monthly meeting we discussed the optimal desired number
of Commission members. Of course, integral to that conversation was expressed
interest in diversity and geographical representation among the HRC. In addition, given
our current Building Integrated Communities Initiative we may want to add members
from the immigrant population to the Commission with your approval. And,we also
continue to include women's issues on our agenda and thus continue to try to recruit
interested women for the Commission. Thus, the Commission unanimously agreed that
18 instead of 24 would be the optimal size for its membership.

TO SEATS ON THE HUMAN RELATIONS COMMISSION
WHEREAS, the Orange County Board of Commissioners initially has the authority and responsibility to appoint
members to the Human Relations Commission; and
WHEREAS,the current volunteers are willing to serve,
NOW, THEREFORE,THE BOARD OF COMMISSIONERS OF THE TOWN OF HILLSBOROUGH

Work Experience: In 2007, I retired from Wake Technical Community College as Vice-
president for student services; prior to that I taught at Elon College and N.C. A&T State
University. I hold a Ph.D. in Social and Intellectual History and have been a teacher,
author (two books) and editor of history. Most recently, I have edited 6 volumes of the
Hillsborough Historical Society Journal, and I have been involved in numerous Orange
County historical activities. I believe that my background as a grants writer, author, and
teacher of local and North Carolina history will be of assistance to a cause that is very
important to me.
Volunteer Experience: I have been active as a volunteer at my church (Archives
Committee at St. Matthews Episcopal Church), as a member of Friends of the Orange
County Library, and I have served as former President of the Hillsborough Historical
Society and the North Carolina Association of Historians. I have also been a volunteer
for Habitat for Humanity and the Heart Walk of Wake County. I was also a candidate for
the Orange County School Board.

Education: I received my master's degree at the University of Wyoming as a William
Robertson Coe Fellow in American Studies, and my doctorate in 1972 from the
University of Maine. I have attended numerous conferences and presentations regarding
local, state and national historic topics. I have also had extensive experience in
researching local history and genealogy. (I am a member of Durham-Orange Genealogy
Society).
Other Comments:
A few years ago, I also volunteered to help with a National Study of Orange County as
part of an examination of the Backcountry in the Revolution. During this activity, I had an
opportunity to work with a number of experts on all aspects of life in the late 18th century
in Orange County. In addition, as President of the Historical Society, I oversaw the
purchase and proper instalation of a suitably old English bell in the old County
Courthouse. Both of these experiences helped me to appreciate the purpose and
