PURPOSE: To discuss issues of concern to the Orange County Board of Education.
BACKGROUND: The Orange County Board of Education identified the topics listed below as
issues they wished to discuss with the Board of Commissioners at this September 24 joint work
session. Other topics identified in the Superintendent's memorandum are addressed elsewhere
on this work session agenda.

FINANCIAL IMPACT: There is no financial impact tied directly to the discussion at this
meeting. However, decisions that may be made by one or more of the elected boards at
subsequent meetings are likely to have significant implications for future capital and operating
budgets.
RECOMMENDATION(S): The Manager recommends that the boards discuss the issues noted
and provide direction to staff, as appropriate.

The Orange County Board of Education met on September 10, 2001 and
would like to have the following items on the September 24, 2001 Joint
Meeting with the Commissioners and the Chapel Hill/Carrboro Board of

FAX: 919-732-8120 Renovation Funds - We would like to have a discussion on how the
renovations.that were presented for our system to the Bond Task Force and
Commissioners, and not included in the Bond package, will be addressed.
PH How will private placement funding be prioritized and allocated?
Information Sharing Protocol - During the Bond Referendum discussions
,,., • concerning what would be included in the package, statistical information
about our system was distributed to the community at-large. We were not
consulted about the accuracy of the information, nor were we given an
opportunity to respond to the information. A better system of disseminating
information should be discussed and agreed upon.
Start-up Costs for Cedar Ridge High School - We will be opening this
facility August 2002. As in the past, .we will be requesting start-up costs
from the Commissioners. Approximate costs for opening this facility will be
provided to the Commissioners on the 24th.
Nurses - An update on the plan for placing nurses in all schools in the
county.
Sharin-a of-School Facilities -The Commissioners have expressed an interest
in having both school systems look at sharing facilities. Our Board is open
and receptive to having these discussions.

School Funding Task Force — Our Board:established a Task Force to look at
additional funding sources for our system. We will update the Commissioners
on these discussions.
