PURPOSE: To extend the time-limited status for a Senior Public Health Educator position in
the Health Department through June 30, 2002. The position presently is filled.
BACKGROUND: The Senior Public Health Educator position in the Health Department's
Community Health Awareness project is a permanent time limited position. Due to an oversight
during the budget process, the Health Department did not submit the request for extension of
this permanent time limited position for the current fiscal year (2001-2002) and that request now
is being presented here. This project is funded by a grant through the Orange County
Partnership for Young Children. The Partnership has indicated that the project is being funded
for the 2001-2002 fiscal year. The department has received a commitment for the first 90 days
of funding with the remainder pending the final approval of the state budget allocation to local
Smart Start partnerships.
The purpose of the Community Health Awareness Project (CHAP) is to improve the health
awareness and behaviors of Orange County families of young children by promoting new and
existing health education activities, and linking identified families to community resources.
Project efforts target the most disadvantaged, "hard-to-reach" families in Orange County. With
collaborating agencies, in the 2001-2002 fiscal year, the CHAP project will implement:
1) A Latino Child Health Promoter program in northern Orange County (lay health advisor
model training families to share information through informal community networks);
2) A fotonovela project (low literacy education.material produced by Health Promoters); and
3) Child health/safety information distribution at historically well attended community events.

Last year, the project successfully implemented lay health advisor training in southern Orange
County for 15 Latino women and produced a child safety in the kitchen fotonovela. See
attached fotonovela that was produced in the last-fiscal year.
FINANCIAL IMPACT: The total project cost is $62,113 with $55,069 grant-funded through the
Orange County Partnership for Young ,Children and the remainder as in-kind county contribution
for supervisory time, office supplies, phone, and rent (the staff person is located in the dental
office space in Carr Mill Mall). Ninety days of funding has been committed by the Partnership,
with the remainder subject to state budget approval.
RECOMMENDATION(S): The Manager recommends that the Board extend the permanent
time limited Senior Public Health Educator position for the Community Health Awareness
Project subject to availability of funding.
