PURPOSE: To discuss and receive comment on the Orange County 2001 — 2002 Secondary
Road Improvement Program proposed by North Carolina Department of Transportation (NCDOT).
BACKGROUND: General Statutes of North Carolina (NCGS) Chapter 136-44.8 requires that
NCDOT meet with the Board of County Commissioners at a public meeting to present to and
discuss with the board and other citizens proposed secondary road paving projects (Secondary
Road Improvement Program). NCDOT, in compliance with NCGS 136-44.8, has posted in the
county courthouse a county map showing tentative secondary road paving projects and has
published notice of the public hearing in county newspapers (the Mebane Enterprise, The News of
Orange and The Chapel Hill News).
The anticipated 2001 — 2002 allocation for secondary roads totals $ 1,637,402. It includes the
following:
Paving Rural Unpaved Roads (8 road segments - 6.37 miles) $1,270,000
Paving Subdivision/Residential Unpaved Roads (7 road segments - 1.65 miles) 307,402
Contingency 60,000
Total $1,637,402
The anticipated 2001 —2002 allocation represents a 14.6% increase from 2000 —2001.
FINANCIAL IMPACT: There is no direct financial impact associated with this decision item.
RECOMMENDATION(S): The Administration recommends that the board hold the public hearing
to discuss and receive comments regarding the 2001 2002 Secondary Road Improvement
Program for Orange County.

Representatives of the Department of Transportation will meet with
the Orange County Commissioners on Tuesday, September 18,.2001
at 7:30 p.m. in the F. Gordon Battle Courtroom of the Orange County
Courthouse in Hillsborough, North Carolina to discuss with the Board
and other citizens present, plans and proposals for the 2001-02
Secondary Road Construction Program. A county map showing
tentative secondary road paving projects is posted in the courthouse.
