Dear Joyce,
I am pleased to submit this proposal for preparing technical modification specifications to
interface a new Deeds software system with your existing Universe system.
Preparation of the technical specifications involves three primary activities:
Task 1: Universe Mainframe Implementation Testing
Working with the Orange County IT department, we must develop an agreement on the
implementation of the data transmission and database updating of the Universe system.
Preliminary conversations have been had with George and Kathy in IT and they are
aware of the general approach that we intend to take. Having concern for system
performance, George has requested that a working simulation be developed, to be run
under normal system load, for the purpose of assessing the performance impact of the
final solution. This needs to take place, and IT agreement reached, prior to developing
specifications for the rest of the modification system.
Note that this effort will form the backbone of the transmission/update process of the
Universe System if Lee Software Development is selected as the vendor for Universe
System modifications. The effort spent during the technical specification stage will
reduce the effort required to perform the actual technical work.
Delivered Result: Report of results and IT acceptance

Task 2: Technical Implementation Strategy
Working with potential Deed software vendors, we must further develop the data
transmission and database update strategies for communications between the two
systems and an appropriate implementation strategy.

Task 3: Detailed Technical Specifications
A detailed specification of exact requirements must be developed. The
specification must include responsibilities specifically related to the Deeds system
vendor and responsibilities specifically related to the Universe modification
vendor. Included in this proposal is a proposed outline of the detailed
specification.
Delivered Result: Technical specifications to be used for quote and
subsequent performance of work by both Deed system vendor(s) and
Universe system vendor(s).
Billing hours to complete: 40
Contractual details for the actual performance of the technical work, including selection of
vendor(s), business relationship(s) and schedule are not included in this specification.
The estimate to complete this work is three weeks (120 hours)to be performed over a four-
week period. Hours will be billed at our standard billing rate of$75/hour.
