PURPOSE: To approve a budget ordinance amendment for fiscal year 2001-02.
BACKGROUND:
Department of Social Services
On November 7, 2001, the Orange County Board of County Commissioners established
three new permanent full-time equivalent (FTE) positions for the Department of Social
Services. The new positions include two Child Protection Services (CPS) social worker
positions and one CPS.supervisor. These positions, along with four CPS social worker
positions created in fiscal year 2000-01, will allow the Department to meet State
recommended staffing standards for child welfare services including responding to situations
during times when the office is not open — mainly nights and weekends.
The anticipated cost of the three recently approved positions totals about $118,634. - This
amount covers salary for seven months along with annual operating and one-time start-up
costs (such as furniture and equipment). The anticipated full-year funding for the upcoming
fiscal year,2002-03 totals about $151,000 for salaries, benefits and annual operating costs.
The Department has received notification from the State that federal Temporary Assistance
for Needy Families (TANF) funds would offset one hundred percent of the position costs.
This amendment provides for the receipt of $186,000 in TANF funds and establishes a
budget for the recently approved positions. No additional County monies are required for the
receipt of these funds (see column.#1, attachment 1).
FINANCIAL IMPACT: Financial impacts are included in the background information above.
RECOMMENDATION (S): The Manager recommends that the Board of County
Commissioners approve the budget ordinance amendment.

Chair Jacobs said that the Economic Development Commission and the Aging Department
have some capabilities in these regards and may be willing to help those in need to come up with a
financial plan. He asked for some kind of profile, which would identify the people who are in need the
most. For instance,some people might be waiting on their houses to be weatherized using County
funds, therefore making utility bills higher for the short-term. This would be taking money from one
pocket and putting it into the other.
Commissioner Brown said that the Social Services Board spoke about putting this information
on a database.
Commissioner Halkiotis encouraged Nancy Coston to talk to Planning,Director Craig Benedict
about using the new software program that he purchased.
A motion was made by Commissioner Halkiotis, seconded by Commissioner Carey to
approve a fund balance appropriation of$30,000 from the General Fund for emergency assistance,
including$3,000 to establish a fund to guarantee deposits.

8. ITEMS FOR DECISION -CONSENT AGENDA
A motion was made by Commissioner Carey, seconded by Commissioner Halkiotis to approve
those items on the consent agenda as stated below:
a. Property Tax:Refunds
The Board approved three requests for property tax refunds in accordance with the resolution,
which is incorporated herein by reference.
b. Property Value Changes,
The Board approved value changes made in property after the 2001 Board of Equalization
and Review adjourned in accordance with the resolution, which is incorporated herein by reference.
C. Late Applications for Property Homestead Exemption
The Board will consider two late applications for granting homestead'exemptions for the 2001
tax year.
d. Bud-get Amendment#2
The Board approved a budget ordinance for fiscal year 2001-2002.
e. Examination of Bonds>
The Board maintained bonds for officials pursuant to G.S. 109.5.
f. Governmental Accounting Standards Board (GAS13) Statement 34 Implementation
The Board hired the County's auditing firm, Cherry, Bekaert& Holland to assist County staff
with;accounting work required for the implementation of GASB statement 34 and authorize the Chair to
sign the agreement.
q.. Change Orange County Arts Commission Staff Position from Permanent Part Time to
Permanent Full Time
The Board increased the hours of the Orange County Arts Coordinator from permanent part'
time (30 hours per week)to permanent full time (40 hours per week),.
h. Release of State Economic Development Funding to Triangle J Council of
Governments,. The Board approved and authorized the Chair to sign the resolution as stated
