Capital Project Ordinance
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2
of Chapter 159. of the General Statutes of North Carolina, the following capital project is hereby
adopted.
Section 1. The project authorized provides funds to fund housing activities in the following categories:
land acquisition; housing development; and homeownership. The project is financed by
proceeds from the 1997 voter approved bond referendum and from Housing Trust funds.
Section 2. The officers of the County are hereby directed to proceed with the project within the budget
contained herein.
Section 3. The following revenue is anticipated to complete this project:

Section 5. This ordinance supersedes previous Affordable Housing Capital Project Ordinances for
Orange County Government.
Section 6. This ordinance shall remain in effect until June 30, 2002.

A motion was made by Commissioner Jacobs, seconded by Commissioner Gordon to
close the public hearing.
VOTE: UNANIMOUS
A motion was made by Commissioner Jacobs, seconded by Commissioner Gordon to
approve the Sheriffs recommendation to designate the Community watch Advisory Board to advise the
Sheriff on the use of the Local Law Enforcement Block Grants funds and to accept the Local Law
Enforcement Grant of$12,271,

A motion was made by Commissioner Carey, seconded by Commissioner Jacobs to approve those
items on the consent agenda as stated below:

C. Budget Amendment#1
The Board approved budget ordinance amendments, a grant project ordinance, and a capital
project ordinance for fiscal year 2001-02, which are incorporated herein by reference.
d. Motor Vehicle Property Tax Refunds
The Board adopted a refund resolution related to one request for property tax refunds
amounting to $12.95 which resolution is incorporated herein by reference.
e. HOME/Housing Bond Prourams—Meadowmont Condominiums
This item was removed and placed at the end of the consent agenda for separate
consideration.
f. Petition for Addition of Subdivision Roads to the-State Maintenance Program: Camden
Lane and Gloucester Court(Chal2el Hill Township): Crown Court(Eno Townships
The Board added Camden Lane and Gloucester Court (in Chapel Hill Township)and Crown
Court (in Eno Township) to the State-Maintained Secondary Road System.
9. Amendments to Orange County Subdivision Regulations;Concerning Definitions and
Approval Procedures for Minor Subdivisions
This item was held and taken up with item 9-d.
h. Orange County Stormwater Pro-gram Regulatory Enhancements for Lands Within the
Neuse,River Basin

L Approval of Professional Services for Land Records Indexing System Analysis

Renewal of Contract for Multi-Family Recycling
The Board renewed and authorized the Chair to sign the contract with Waste Industries, Inc.
for mufti-family recycling services.
k. Renewal of Governmental Buildings Recycling Pro-gram Contract
The Board renewed and authorized the Chair to sign the existing contract with Orange
