HVAC Design Services for the
Richard E.Whiffed Human Services Center and Central Recreation Building
Deal'Pam:
I certainly enjoyed meeting with you, Wilbert,and Wayne,and we are pleased to provide
you our proposal on this project to furnish you design engineering services for new Heating, Air
Conditioning and Ventilating Systems for these facilities.
We will provide professional services as outlined in your July 20, 2001 RF'P to design
mechanical systems, prepare working drawings, specifications, and front end documents necessary
for above buildings in sufficient detail to allow formal bidding of the project, after receiving
approvals.. We will also work with you and the occupants of the facilities to develop a phasing
schedule.to allow the County to plan staff locations in advance of the work,
We have included providing Construction Phase Services including conducting a
preconstruation conference,twice monthly construction conferences on site,three constriction
site visits per week while work is taking place on site, office review of Contractor's shop
drawings, and assistance with construction coordination or problem resolution by phone as
necessary. We will provide Contractors and Owner support needed during the Contractor's one-
year warranty for coordinating and resolving any problems with equipment
manufaatarerslsuppliers,systems functions,balancing, etc. We will provide record drawings
prepared from the Contractor's as-built drawings in both paper and electronic(Autocad)fife
fomw.
Our lump sum professional fee for the above work is One Hundred Seventy-Five
Thousand and Forty Dollars(5175,040)payable monthly as project progresses per Standard ATA
milestones. We will invoice montlily, with fee to be payable monthly as project progresses on a
net 30 day basis. Financing service charges would be 1-Urle per month(18% APR)on balance
carried past 30 days. if we should have to seek legal action to effect collection and prevail in

litigation,then all of our costs associated with collection are recoverable_ Tf payments are
withhold or disputed,we retain the right to stop work until account is current. If there is a project
sign and building plaque,Reece,Noland&McElrath Engineers will be appropriately listed.
Document preparation and distribution for bidding,as welt as expedited shipping requested by
Owner,will be treated as reimbursables.
The basic HVAIC system proposed is variable air volume(VAV)with terminal reheat,air
cooled water chiller, and natural gas boilers, as recommended by the Robson& Woese, Inc.
Study. Enhancemcnt/modifications to this basic system will be considered as budget supports, for
improved environmental sustainrbility,comfort, and indoor air quality. Possibilities include heat
recovery,water cooled chiller with hydronic economizer.variable speed pumping,demand control
ventilation, and increased efficiency boilers.
Electrical connections to new HVAC equipment will be designed based on being supplied
from existing building service. New building lighting,systems wilt be specified if ce diogs are
removed, which is expected. New tight fixtures will typically be T.g fluorescent fixtures with
electronic ballasts,with some HID fixtures in the Library. Tliis should improve the enirrgy
efficiency of the facility significantly,in addition to reducing the cooling load.
New lay-in ceilings and new suspension systems will most likely be specified,as
expectations are that mechanical work in the above ceiling cavities wilt require almost complete
removal of existing ceilings.
We have included no services related to identification or removal of hazardous wastes
(asbestos,lead based paint, etc.)from the facility, as our understanding is that the buildings have
been inspected and no such materials have been identified. If such materials are encountered
during construction,it will be the responsibility of the Owner to have such materials removed.
