The Complete agenda packet is posted online at http://www.co.orange.nc.us . PUBLIC CHARGE The Board of Commissioners pledges to the citizens of Orange County its respect. The Board asks its citizens to conduct themselves in a respectful, courteous manner, both with the Board and with fellow citizens. At any time should any member of the Board or any citizen fail to observe this public charge, the Chair will ask the offending person to leave the meeting until that individual regains personal control. Should decorum fail to be restored, the Chair will recess the meeting until such time that a genuine commitment to this public charge is observed. RESOLUTIONS/PROCLAMATIONS (7:15-7:35) a. Resolution Commission for Women Wheels to Work The Board will consider a resolution of support for the Commission for Women Wheels to Work Program. b. Resolution of Support for the Regional Transportation Strategy The Board will consider a resolution endorsing the Regional Transportation Strategy report for the Research Triangle region. c. Resolution Acknowledging Durham City Sewer Facilities being Extended into Orange County for L&W Mobile Home Park The Board will consider acknowledging and granting permission for the extension of Durham City public utilities into Orange County, as required by State statute, to serve L&W Mobile Home Park. 6. SPECIAL PRESENTATIONS (7:35-7:40) a. Distinguished Budget Presentation Award The Board will present the Government Finance Officers Association Distinguished Budget Presentation Award to the staff of the Budget Office. 7. PUBLIC HEARINGS 8. ITEMS FOR DECISION - CONSENT AGENDA (7:40-7:55) a. Minutes The Board will consider approval and/or correction of minutes from the following meetings: March 28, 2001 joint meeting with the school boards; March 29, 2001 work session; April 11, 2001 work session and JPA public hearing. b. Reappointment of Tax Collector The Board will consider reappointing Jo Roberson Orange County Tax Collector for a two-year term effective July 1, 2001. c. Reappointment of Tax Assessor The Board will consider reappointing John Smith Orange County Tax Assessor for a two-year term effective July 1, 2001. d. Petition for Addition of Subdivision Roads to the State Maintenance Program: Wendy Lane (Cheeks Township) and Maple Ridge Drive (Chapel Hill Township) The Board will consider petitions to add Wendy Lane in Cheeks Township and Maple Ridge Drive in Chapel Hill Township to the state-maintained secondary road system. f. Cedar Ridge High School Capital Project Ordinance The Board will consider a request from the Orange County School Board to increase fire- fighting capacity near Cedar Ridge High School. g. Contract Renewal with People's Channel The Board will consider renewing a contract with People's Channel to videotape and broadcast County Commissioners' meetings for fiscal year 2001-2002. h. HUD Cooperative Agreement The Board will consider a cooperative agreement with the U.S. Department of Housing and Urban Development for services performed during 2001. i. Contract with BB&T for Receiving and Processing Mailed Tax Payments The Board will consider a contract with BB&T for receipt, processing and crediting of tax payments. j. EMS Transportation Contract (Orange EMS and Rescue Squad, Inc.) The Board will consider renewing a contract with Orange EMS and Rescue Squad, Inc. to provide EMS transportation services through June 30, 2002. k. Agreement Renewal Town of Hillsborough Fire Inspections The Board will consider modifying and renewing an agreement with the Town of Hillsborough for County personnel to perform mandated fire inspections on behalf of the town. l. Contract Renewal with for Pharmacy Services for Health Department The Board willconsider renewing a contract with a pharmacy contractor for on-site pharmacy services for the Health Department. m. Agreement Renewal with School of Dentistry for Dental Director The Board will consider renewing a contract with the UNC School of Dentistry for the services of a dental director for the Health Department. n. Contract Renewal with Animal Protection Society for Animal Shelter Services The Board will consider a contract with the Animal Protection Society for animal shelter services. o. Renewal of Contract for Curbside Recycling The Board will consider a contract with Waste Industries, Inc. for urban and rural curbside recycling services for the 2001-2002 fiscal year. p. Renewal of Food Waste Collection and Composting Contract The Board will consider renewing a contract with Brooks Contracting to provide separated food waste collection and composting services. q. Impact Fee Reimbursement Agreement The Board will consider approving the form and content of a standardized agreement for impact fee reimbursement document. r. HOME Program Second Mortgage Assistance The Board will consider authorizing a development agreement with Habitat for Humanity of Orange County, Inc. on behalf of the Orange County HOME Consortium to provide second mortgage assistance for one low-income family. s. Boards/Commissions/Task Forces to be Dissolved The Board will consider dissolving committees, boards and commissions that are no longer active because their charge has been completed. 9. ITEMS FOR DECISION - REGULAR AGENDA a. High Rock Farms Phase One Preliminary Plan (7:55-8:10) The Board will consider a preliminary plan for the proposed High Rock Farms phase one subdivision. b. High Rock Village Subdivision Preliminary Plan (8:10-8:25) The Board will consider a preliminary plan for the proposed High Rock Village subdivision. c. Legal Advertisement for August 27, 2001 Quarterly Public Hearing (8:40-9:00) The Board will consider authorizing an advertisement for items to be considered at the scheduled August 27, 2001 quarterly public hearing. e. Organization Assessment Proposed Phase 1 Work by Institute of Government (9:00- 9:20) The Board will consider approving a proposal for consulting services from the Institute of Government to complete initial work on a planned organizational assessment, including an organizational study and communications review. f. Housing Bond Program (9:20-9:50) The Board will consider awarding funding to recommended bond projects. 10. REPORTS 11.APPOINTMENTS 12. MINUTES 13.
