PURPOSE: To consider and approve process components and schedule for amendments to
the UDO Text and /or Zoning Atlas regarding Efland Design Standards, currently scheduled for
the November 19, 2012 Quarterly Public Hearing.
BACKGROUND: The adopted Efland- Mebane Small Area Plan ( EMSAP) recommends that
design guidelines /standards be developed for the Efland "core" area (see Section B.1 of
attached form for link to plan). The EMSAP Implementation Focus Group (IFG) had begun
meeting in early 2010 to develop design standards, but Planning staff had to discontinue the
work in order to focus on the initial UDO and subsequent amendments.
Planning staff is now available to re -start the process and is seeking BOCC approval of the
process to be followed since the Amendment Outlines Forms are a new component of
amendments since 2010. The attached Form contains the information available at this time
regarding this project and the proposed process Planning staff intends to follow to complete the
project.
FINANCIAL IMPACT: Please refer to Section C.3 of Attachment.
RECOMMENDATION(S): The Manager recommends the Board approve the attached
Amendment Outline form and direct staff to proceed accordingly.

B. RATIONALE
1. Purpose /Mission
To re -start a process that was begun in early 2010 but put on hiatus so staff could
focus on developing the initial UDO and subsequent amendments related to
economic development. The EMSAP IFG had begun meeting to develop design
standards for the Efland "core" area, as recommended in the adopted EMSAP. The

Additionally, before moving forward, staff needed a decision from the BOCC
regarding whether a sidewalk program would be pursued in unincorporated areas of
the county. Staff received direction at the October 6, 2011 BOCC work session in
regards to this issue; a sidewalk program will not be pursued at this time and
revisions to development regulations should reflect this decision.

An analysis of the action to be considered will be provided as part of the quarterly
public hearing materials. The purpose of this Form at this time is to receive BOCC
approval to move forward with the process, as outlined in this Form.

Objective LU-1.1:
Coordinate the location of higher intensity/high density residential and non-
residential development with existing or planned locations of public transportation,
commercial and community services, and adequate supporting infrastructure (i.e.,
water and sewer, high-speed internet access, streets, and sidewalks), while avoiding
areas with protected natural and cultural resources. This could be achieved by
increasing allowable densities and creating new mixed-use zoning districts where
adequate public services are available. (See also Economic Development
Objectives ED-2.1, ED-2.3, ED-2.10, and Water and Wastewater Objective WW-2.)

Objective LU-3.9:
Create new zoning district(s) which allow for a mixing of commercial and residential
uses, a mixing of housing types, and creates a more pedestrian friendly development
pattern. New districts should be applied in areas where public services exist or are
planned for in the future, in areas that promote higher intensity and high density uses
on the Future Land Use map.

Objective H-3.6:
Work within the Orange County government system to identify and resolve existing
policies which may be at odds with historic preservation goals, green building

(The Planning Board's Ordinance Review Committee is not scheduled to review
this ordinance amendment as staff is working with the EMSAP IFG on this
project. The EMSAP IFG's membership includes a member of the Planning

Dependent on which avenue the EMSAP IFG chooses to take in order to

affected area.

A fair amount of Planning staff time will be necessary to complete this project. More
specific information regarding fiscal impacts will be available at a later date as part of
the public hearing materials.
D. AMENDMENT IMPLICATIONS
The specific avenue of completing both the desi n uidelines and the im lementation
method will be developed in conjunction with the EMSAP IFG. This project is a small
area plan implementation measure. More specific information will be available as part of
the quarterly public hearing materials
