BACKGROUND: On February 7, 2012, the Board received a presentation from Teisha Wymore of the Center for Environmental Farming Systems with North Carolina State University on its "10% Campaign ". The "10% Campaign" encourages consumers to commit 10% of their existing food dollars to support local food producers, related businesses and communities. In so doing, consumers support the following goals: • Promote NC farmers, foods, communities and businesses; Educate consumers, decision - makers and the media; Collaborate with the many influential organizations already in the field — and those just blooming. North Carolinians spend about $35.5 billion a year on food, and it is estimated Orange County residents spend approximately $300 million each year. If 10% of those dollars were spent on local foods, about $3.5 billion ($30 million in Orange County) would be generated for the local economy. North Carolina also has the 12th highest rate of adult obesity in the nation, and more than one -third of 10 -17 year old youth are overweight or obese. Finally, expanding the market for local foods will result in new farm, food and manufacturing business investment, helping to create jobs. Since the initiation of this effort, eight Orange County businesses have agreed on to participate in the campaign. Activity at the W.C. Breeze Family Farm Agricultural Extension and Research Center in northern Orange County works to enhance this effort, where 230 student - farmers have completed the "PLANT" (People Learning Agriculture Now for Tomorrow) workshop series since 2008, and four start-up farms (and seven individuals) have leased land at the Breeze Farm in 2012, including members of the local Burmese community. In the next few months, 28 acres of pasture will be put into use by a local farmer, and infrastructure improvements are continuing. The 2012 Farm to Fork event at Breeze Farm on May 20 was a sell -out, and the event raised more than $20,000 for the Center for Environmental Farming Systems and the Breeze Farm. Another critical piece of the local foods system is the Piedmont Food and Agricultural Processing Center (PFAP), located on Valley Forge Road in Hillsborough. At present, 21 clients are using the facility, and seven more are in the training and approval process - creating foods in 19 different product categories. All are selling locally, with seven selling in the Piedmont and others across the southeast and as far away as China. The facility's existence has enabled its two largest clients to save $750,000 in capital investment and $2,600 annually in operating costs. The attached resolution notes the benefits that are gained by such an initiative, the efforts already underway in Orange County towards this end as noted above, pledges to promote participation in the 10% Campaign by the County, and encourages its employees and County residents to do likewise. It also asks County staff to examine ways this initiative is being furthered by existing activities within County government, and look for ways to expand and institutionalize this goal within County government. FINANCIAL IMPACT: There is no fiscal impact associated with approval of this resolution. The financial impact of addressing the 10% goal within County government is currently unknown, but would be part of the exploration and assessment done by County staff, with a subsequent report on proposed measures and associated costs to be provided in the fall of 2012. RECOMMENDATION(S): The Manager recommends that the Board approve and authorize the Chair to sign the attached resolution supporting the "10% Campaign ", and instruct the Manager and staff to begin documenting current activities and exploring possible future ways of incorporating this goal into County government, with a report on possible measures and associated costs and benefits to be provided in fall 2012. Res- 00101-Os ORANGE COUNTY BOARD OF COMMISSIONERS RESOLUTION SUPPORTING THE "10% CAMPAIGN" AND THE LOCAL FOOD ECONOMY WHEREAS, Orange County has a long history and tradition of agriculture and a local food economy, and has supported local agriculture - as a critical component of the local economy; of protecting farmland for future production as part of agricultural heritage, economy and open space; and of promoting local food consumption as exemplary of a commitment to sustainable agriculture and linkages between 'farm and fork;' and WHEREAS, Orange County partnered with several other counties and State agencies to plan, identify, construct and fund the Piedmont Food and Agricultural Processing Center, located in Hillsborough and opened in 2011, which provides a means to producing value -added products from local agricultural products, was built with over $1.4 million in grant funds from a variety of State and federal sources, and now has 21 clients selling locally and as far away as China; and WHEREAS, Orange County is fortunate to be home to many agricultural entrepreneurs and consumers who have been statewide leaders in transitioning into new and innovative agriculture, as well as vibrant farmers markets that make local foods available to individual and institutional consumers in the area who benefit from fresh or value -added local foods; and WHEREAS, the W.C. Breeze Family Farm Agricultural Extension and Research Center's "PLANT" program has now graduated 230 student - farmers since 2008, with four start-up farms and seven individuals leasing land at Breeze farm in 2012; and WHEREAS, North Carolina residents spend about $35 billion a year on food, and Orange County residents spend around $300 million a year on food, meaning that 10% of this amount spent on local foods would generate approximately $3.5 billion (or $30 million in Orange) for the local economy; and WHEREAS, Piedmont Grown, a 37- county regional program to promote awareness about locally grown, raised, and made farm and food products as well as ag tourism opportunities was launched in May 2011 with significant support from Orange County; WHEREAS, the public health benefits of local foods have been widely researched and found to be very beneficial to reducing childhood and adult obesity and healthy lifestyles; and WHEREAS, the Center for Environmental Farming Systems' (CEFS) 10% Campaign" — working in conjunction with the N.C. Cooperative Extension Service - supports these local and regional food economies and benefits local food producers, businesses and communities; and WHEREAS, Orange County has stated goals of promoting local agriculture as a means of promoting economic development, which provides job creation and helps protect the health, safety and general welfare of County residents both now and in the future: NOW, THEREFORE, BE IT RESOLVED that the Orange County Board of Commissioners supports the "10% Campaign" to promote the local food economy and encourages County residents to commit 10% of their food dollars to supporting local food producers and related businesses. 4 BE IT FURTHER RESOLVED that the Board instructs the County Manager and staff to identify existing County government practices and programs that support this effort, and report back on ways to expand or create new opportunities to further implement this goal through County programs, initiatives, practices and events. State University on the NC 10% Campaign to help build North Carolina's Local Food Economy. BACKGROUND: The Center for Environmental Farming Systems (CEFS), a collaborative organization of N.C. State University, North Carolina A & T State University and the North Carolina Department of Agriculture and Consumer Services, is committed to building North Carolina's sustainable local food economy. Through its Farm to Fork initiative, CEFS has energized and connected thousands of North Carolinians and hundreds of local, regional and statewide organizations that share this commitment. The NC 10% Campaign is a product of this work. The goal of the 10% Campaign is straightforward: Encourage consumers to commit 10% of their existing food dollars to support local food producers, related businesses and communities: • Promotes NC farmers, foods, communities and businesses Educates consumers, decision - makers and the media • Collaborates with the many influential organizations already in the field and those just bloom Why 10 %? North Carolinians spend about $35 billion a year on food. If individuals spend 10 percent (just $1.05 /day) locally, about $3.5 billion would be available for the local economy. Infusing fresh and flavorful fruits and vegetables into diets at every age can significantly reduce long -term health care expenses in the state. Expanding the market will result in new farm, food and manufacturing businesses and create jobs. CEFS has partnered with many institutions and organizations including Charlotte based Compass Group, the world's largest foodservice company, and N.C. Cooperative Extension $ervice ------- These_ organizations are working with_ CEFSto develop the-initial -ancHong -term_ components of the campaign. Cooperative Extension has designated regional directors and local food coordinators in all 100 counties to advance the 10% Campaign. Extension's on- the - ground experts are joined by other community leaders, farmers, business owners, teachers, and students statewide, many of whom are already working to build the state's sustainable local food economy, from farm to fork. FINANCIAL IMPACT: There is no financial impact associated with receiving the presentation.
