ORANGE COUNTY BOARD OF COMMISSIONERS
A RESOLUTION APPOINTING PAUL LAUGHTON AS INTERIM TAX
ADMINISTRATOR DURING THE UNEXPIRED TERM OF JENKINS S. CRAYTON
UNTIL SUCH TIME AS A QUALIFIED INDIVIDUAL MAY BE SELECTED TO FILL
THE FULL UNEXPIRED TERM OF JENKINS S. CRAYTON
WHEREAS, Jenkins S. Crayton was appointed by the Orange County Board of County
Commissioners to serve as Tax Administrator from July 1, 2011 through June 30, 2013;
and
WHEREAS, the Orange County Tax Administrator serves in the statutory roles of both
the Orange County Tax Assessor and the Orange County Tax Collector; and
WHEREAS, effective May 29, 2012 Jenkins S. Crayton resigned the position of Tax
Administrator but will continue in the role of both advisor and consultant to the Interim
Tax Administrator beginning May 30, 2012; and
WHEREAS, North Carolina law specifies that in the case of a vacancy occurring in the
offices of tax assessor and tax collector, the Board of County Commissioners shall
appoint a qualified person to serve as county tax assessor and a qualified person to
serve as county tax collector for the period of the unexpired term; and
WHEREAS, the Board of County Commissioners have had no opportunity to conduct a
search and selection process to permanently fill the position of Orange County Tax
Administrator with a qualified person; and
WHEREAS, there being no qualified person readily available to serve out the unexpired
term of Jenkins S. Crayton and pending the opportunity to conduct a search for such a
qualified person to occupy the position of Orange County Tax Administrator the Orange
County Board of Commissioners elects to appoint an Interim Tax Administrator.
NOW, THEREFORE, BE IT RESOLVED that the Orange County Board of
Commissioners, does hereby appoint Paul Laughton to serve as Interim Orange County
Tax Assessor and Interim Orange County Tax Collector and such appointments to be
served under the title Interim Orange County Tax Administrator until such time as a
qualified person may be selected to fill the full unexpired term of Jenkins S. Crayton.
