SUBJECT: Info Item -- NCDOT Eubanks Road Realignment Options
Commissioner Jacobs requested an update on the County's involvement in the NCDOT Eubanks
Road realignment project at Old NC 86. The project area is located within the Carrboro Transition
Area, as defined by the Joint Planning Agreement (JPA) and Land Use Plan (A March 29, 2012 JPA
Public Hearing info item). Although the County has been involved to some extent, the NCDOT
Eubanks Road Realignment project does not fall within the specific provisions of the JPA.
Orange County has been involved as follows:
May 20, 2008 - The Orange County BOCC adopted the 2008-2009 Secondary Road
Construction Program for Orange County, which included among other items the realignment of
Eubanks Road at its intersection with Old NC 86.
Saturday, February 26, 2011 - Orange County Planning Staff attended a design workshop hosted
by the Town of Carrboro. Planning Staff conveyed the lack of access further to the west, from
Old NC 86 to Union Grove Church Road and beyond, as a possible long range transportation
improvement need.
The Town of Carrboro discussed this item at its Board of Aldermen meetings on April 10, 2012 and
February 21, 2012. Abstract and materials from these meetings can be found on the Town's website:

Orange County Planning Staff will continue to follow the Eubanks Road realignment project and has
placed this item on the agenda for the County's May 16, 2012 Quarterly Meeting with NCDOT.
Planning Staff will also be discussing the issue of long range connectivity from NC 86 to the west
with its partner planning agencies during development of the Metropolitan Planning Organization
(MPO) Comprehensive Transportation Plan (CTP).
