PURPOSE: To receive citizen comment on a proposed amendment to the Orange County Bicyc%
Transportation P/an Map to include New Grady Brown School Road as a Secondary Priority Route.
BACKGROUND: The Joint Orange Grove Road Transportation Committee formed to study
transportation and safety needs in the Orange Grove Road corridor (from Churton Street to New
Grady Brown School Road) cited particular needs for safe bicycle and pedestrian access to Grady
Brown Elementary School and the new Cedar Ridge High School located on New Grady Brown
School Road. The Town of Hillsborough Transportation Plan (1997) lists both Orange Grove Road
(from Churton Street to Dirnmocks Mill Road) and Dimmocks Mill Road (from Eno Street to I-40 -
end of Hillsborough ETJ) as bicycle routes. The Orange County Bicycle Transportation Plan
continues those routes into the County by showing Dimmocks Mill Road (from I-40 to Orange
Grove Road) and Orange Grove Road (from Dimmocks Mill Road to Dodsons Crossroads) as
Secondary Priority Bicycle Routes. Bicycle facilities along New Grady Brown School Road would
complete bicycle access from those roads to provide school children and others with a safer means
to bicycle to school.
The Orange County Bicyc% Transportation P/an, adopted in April 1999, includes a map of Primary
Priority and Secondary Priority Bicycle Routes that can be used by local officials and the North
Carolina Department of Transportation to identify projects for the Bicycle Program in the
Transportation Improvement Program (TIP). Goal #1 of the Orange County Bicycle Transportation
Plan "To construct bicycle facilities in Orange County to make cycling for transportation purposes
safer, more convenient and more efficient " is focused on major routes throughout the County and
does not address specific areas nor needs for bicycle facilities connecting neighborhoods and/or
schools. Staff anticipates addressing such needs in a more comprehensive manner with the
update of the transportation section in the Land Use Element of the Comprehensive Plan.
FINANCIAL IMPACT: There is no direct financial impact associated with this item.
RECOMMENDATION(S): The Administration recommends that the Board refer the proposed map
amendment to the Planning Board for a recommendation to be returned to the Board of
Commissioners no sooner than January 21, 2003.

A motion was made by Commissioner Brown, seconded by Commissioner
Gordon to adopt the commercial and residential plan review fee schedule after the close
