PURPOSE: To approve budget ordinance, capital project ordinance and grant project
ordinance amendments for fiscal year 2002-03.
BACKGROUND:
Department of Social Servi.ces
1. The Department of Social Services has received notification from the State of additional
funds totaling $194,573 for child-care subsidies to low-income families. To date,
approximately 936 children and their families have benefited from this program this fiscal
year. These additional funds bring the current budget for this program to $3,172,454 for FY
2002-03. This budget amendment provides for the receipt of these additional State funds.

Health Department
2. The Health Department has received grant funds totaling $5,000 from UNC Hospitals to help
offset a portion of the staff costs in the Healthy Carolinians Program. Thi~, particular Health
Department program offers clients with alternatives for implementing health care strategies
promoting healthy lifestyles, improving health status and preventing premature death and
injury. This budget amendment provides for the receipt of these funds. (See Attachment 2,
Healthy Carolinians Program Grant Project Ordinance). ~

Affordable Housing Program
Capital Project Ordinance
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section
13.2 of Chapter 159 of the General Statutes of North Carolina, the following capital pro~ect is
hereby adopted. ~
Section 1.The project authorized provides funds to fund housing activities in the following
categories: land acquisition, housing development, and homeownership. The
project is financed by proceeds from the 1997 voter approved bond referendum
and from Affordable Housing Trust funds.
Section 2.The officers of the County are hereby directed to proceed with the project within the
budget contained herein.

Community Development Block Grant/lndividual Development Account Program
Grant.Project Ordinance
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section
13.2 of Chapter 159 of the General Statutes of North Carolina, the following grant project is
hereby adopted. ,
Section 1. The project authorized is the Community Development Block Grant
(CDBG)/Individual Development Account Program as awarded to Orange County
Housing and Community Development by the North Carolina Department of
Commerce. Funds from this grant witl be used to match first-time homebuyer
participants' savings for a down payment to purchase their first home. To qualify for
this match, homebuyers must have incomes below 80% of the area median i( come.
Section 2. The officers of the County are hereby directed to proceed with the grant project
within the grant document, the rules and regulations of the North Carolina
Department of Commerce.
Section 3. The following revenue is anticipated to be available to complete this project:

for direction in carrying out this project.
Section 8. No full-time equivalent County positions are related to this grant.
Section 9. This ordinance supersedes previous Community Development Block
Grant/Individual Development Account Program Grant Project Ordinances for
Orange County Government.
Section 10. This project period goes through June 30, 2003.

Healthy Carolinians Program
Grant Project Ordinance
Program Number 11-644
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section
13.2 of Chapter 159 of the General Statutes of North Carolina, the following grant project is
hereby adopted.
Section 1.The project authorized is the Healthy Carolinians Program in the Orange County
Health Department. The purpose of this grant program is to provide a plan to guide
and assist the County in planning and implementing health care strategies to promote
healthy lifestyles, improve health status and prevent premature death and injury for all
residents in the County regardless of age, race, income or education.
Section 2.The officers of the County are hereby directed to proceed with the grant project within
the grant document and the rules and regulations of the grantors.
Section 3.The following revenue is anticipated to be available to complete this project:
1998-99 Grant Funds - Community Health Initiative $30,028
1999-00 Grant Funds - Community Health Initiative $20,463
2000-O1 Grant Funds - Community Health Initiative $46,717
2001-02 Grant Funds- Community Health Initiative $49,056
2002-03 Grant Funds - Community Health Initiative $51,575
Total Grant Funds $197,839

Human Services - Community Based Public Health Initiative $197, 839
Section 5. The finance officer is hereby directed to maintain within the Grant Project sufficient
specific detailed accounting records to provide the accounting to the grantor agency
required by the grant agreement and federal and state regulations. ,
Section 6. Funds may be advanced from the General Fund for the purpose of making
payments due.
Reimbursement requests should be made to the grantor agency in an orderly and
timely manner.
Section 7. Copies of this grant project ordinance shall be made available to the finance officer
for direction in carrying out this project.
Sheriff Department
3. The Sheriff's Department has received a COPS MORE 02 grant totaling $38,574 from the
United States Department of Justice (USDOJ). This particular grant is aimed at enabling
local law enforcement agencies to purchase computer equipment. Matching funds of
$12,858 are included in the Sheriff's current year budget. The Sheriff plans to implement a
pilot program and purchase and install mobile data terminals (MDT) in at least six patrol
vehicles. (See Attachment 1, column #3).
4. At its November 6, 2002 meeting, the Board of County Commissioners approved a three-
year grant, effective Sepfiember 1, 2002 through August 31, 2005, from the US Department
of Justice, Office of Community Oriented Policing Services (COPS). The purpose of the
grant is to partially fund two new permanent full-time Deputy Sheriff positions that would be
assigned as School Resource Officers (SRO) at Orange County School's new Cedar Ridge
High School. This budget amendment provides for the receipt of the federal grant funds
totalin~ $57,045 to cover salaries and benefits from September 1; 2002 through June 30,
2003. The required County match of $19,015 for this same period would be covered with
funds already budgeted in the Sheriff Department's General Fund budget. The remaining
two years ofi federal grant funds will be included in future departmental budgets along with
future required County match funds. (See Attachment 1, column #4).
Housing and Community Development
5. At its September 3, 2002 meeting, the Board of County Commissioners approved the receipt
of a$40,Q00 Community Development Block Grant (CDBG) from the N. C. Department of
Commerce. Those grant funds, along with $40,000 in County funds would be used to
establish an Individual Development Account (IDA) Program to assist first time homebuyers
with making a down paxment on a home: In order to qualify for the program, homebuyers'
incomes must be below 80 percent of area median income. The Board agreed to provide the
matching funds from monies set aside in previous years in the County's Affordable Housing
Trust Fund. The attached Grant Project Ordinance provides for the County mateh. (See
Attachment 3, CDBG/Individual Development Account Program Grant Project Ordinance)
6. At its June 19, 2001 meeting, the Board of County Commissioners approved funding to
assist for Residential Services, Incorporated. with construction of a continuing care center
for elderly persons with developmental disabilities. The Center, located on Mount Herman
Church Road, would offer 15 units for persons with developmental disabilities. All of the
residents residing at the Center would have incomes below 30 percent of Orange County's
median income level. Orange County's share of the project costs total is $275,000, and will
be funded from the voter approved November.1997 $1.8 million housing bond. This budget
amendment provides for the appropriation for this project. (See Attachment 4, Affordable
Housing Capital Project Ordinance)
FINANCIAL IMPACT: Financial impacts are included in the background information above.
RECOMMENDATION (S): The Manager recommends that the Board of County Commissioners
approve the attached budget ordinance, capital project ordinance, and grant project ordinance
amendments.

(b) A Project Fund Agreement to be dated on or about December 10, 2002
(the "Financing Agreement"), between the County and BB&T, providing for the custody
of financing proceeds pending their expenditure on costs of the Projects.
The County expects that the Financing Agreement and the Project Fund
Agreement will be in forms substantially similar to those used by the County in prior
financings with BB&T.
(c) A Lease Agreement to be dated on or about December 10, 2002,
providing for the County to lease the Orange High School property back to The Orange
County Board of Education (the "School Board").
(d) An Agency Agreement to be dated on or about December 10, 2002,
providing for the School Board to undertake the acquisition and construction of the
planned improvements to Orange High School as the County's agent.
The County expects that the Lease Agreement and the Agency Agreement will
be in forms substantially similar to those used by the County in prior installment
financings for school improvements.

Brown to approve those items on the consent agenda as stated below:
a. Minutes
The Board approved minutes for the following meetings: August 20, 2002
regular meeting; August 26, 2002 joint public hearing; September 3, 2002 regular
meeting; September 9, 2002 work session; September 17, 2002 regular meeting;
September 23, 2002 joint meeting of BOCC and school boards; October 1, 2002 regular
meeting; and October 8, 2002 BOCC mental health public forum.
b. Appointments - None
c. Motor Vehicle Propertv Tax Refunds
The Board adopted a refund resolution, which is incorporated herein by
reference, related to 94 requests for motor vehicle property tax refunds.
d. Budqet Amendment #6
The Board approved the budget ordinance, capital project ordinance and grant
project ordinance amendments for fiscal year 2002-03 related to the Department of
Social Services (child ca~e subsidies), Health Department (Healthy Carolinians), Sheriff's
Department (COPS MORE 02 grant and grant for Deputy Sheriff positions), Housing and
Community Development (CDBG for IDA program and funding for Residential Services,
Inc.).
e. Food Service Establishment Plan Review Fees
The Board approved the fee schedule for food service establishments authorized
by North Carolina General Statute 130A-248, Section 29A.16
