PURPOSE: To review and comment on the final drafts of the board specific policies for eleven
(11) County advisory boards.
BACKGROUND: On February 21, 2012 the Board of Commissioners approved the General
Advisory Board Policy and authorized the County Attorney to 1) work with staff of various
departments to create specific policy documents that apply to and govern each individual
advisory board and 2) bring the policies forward to the Board for review. The attached policies
have been completed and are ready for Board of Commissioners review and comment. The
intent of these policies is to give guidance to department staff and to direct the advisory boards
in the performance of their duties, establishing their membership, establishing their charge and
goals, and establishing their procedures for debate and discussion.
FINANCIAL IMPACT: None.
RECOMMENDATION(S): The Manager recommends the Board of Commissioners consider
and comment on the specific policies for these eleven County advisory boards.

Orange Unified Transportation (OUT) BOARD POLICIES AND PROCEDURES
SECTION I: SCOPE
A. Purpose
1. To establish specific policies and procedures governing the Orange Unified
Transportation (OUT) Board. The specific policies and procedures are established by
the Orange County Board of Commissioners and may be amended only by the Board
of Commissioners.
2. The Orange County Board of Commissioners may appoint an advisory board whose
duty is to serve in an advisory capacity, in regards to planning and programming
transportation infrastructure improvements' and other County transportation
planning initiatives, as determined by the Board of Commissioners to further its
transportation goals.
B. Authority
1. North Carolina General Statute 153A-76 grants boards of county commissioners the
authority to establish advisory boards.
2. The Orange CountyAdvisory Board Policy serves as the underlying'policy document
to which the OUT 'lord in addition to this policy and procedure document, is
subject.
3. In the event that there is a conflict:between the Orange County Advisory Board
Policy and this Pohcies�;and Procedures-_document this Policies and Procedures
document shall control.
C. Charge
1. The OUT Board is charged with advising the Board of County Commissioners on the
planning and programming of transportation infrastructure improvements and
other County transportation planning initiatives,as directed by the Board.
2. From time.to time the OUT Board may be directed to provide input on regulations
on which the Planning Board has primary statutory and local ordinance advisory
duties. In such instances, the OUT Board shall serve in an advisory capacity to the
:Planning Board.
SECTION II: DUTIES
A. The OUT Board shall_
1. Identify acid provide prioritization recommendations on the County's roadway and
transit needs.
2. Assist in development and review of updates to the Transportation Element of the
Comprehensive Plan.
3. Provide recommendations to the Board regarding Federal and State legislation
affecting transportation in Orange County.
4. Provide recommendations on innovative techniques and methods to improve the
efficiency and capacity of existing and future transportation systems.
5. Carry out special projects as assigned by the Board of Commissioners.

6. Serve as an advisory body to the Administrative Staff of the Orange Public Transit
(OPT)System. The roles of assistance may include but are not limited to being:
a. A forum to discuss relevant issues related to public transportation;
b. An advocate in promoting new or expanded transit services;
c. Sounding board on program operations,goal setting and monitoring;
d. As a guardian of passenger rights for the general public and special targeted
populations; and
e. When directed by the BOCC, recommends NCDOT grants, contracts, and
studies that affect the current or future service levels of public transportation
in Orange County.
SECTION III: MEMBERSHIP
A. Authority
1. North Carolina General Statute 1531-76 grants boards of county commissioners the
authority to establish advisory,boards and to appoint members to and remove
members from those advisory boards. In acting on this authority the Orange County
Board of Commissioners her eby"establishes "certain general conditions to which
applicants and members of advisory boards should conform.
B. Composition
1. The OUT Board is composed of fourteen (14)voting members.
2. The OUT Board is composed of zero (0)alternate members.
3. Members":shall represent (demographic, geographic, cultural and professional
characteristics):" ;
a.- Seven members,one from each township:
• Little River Township
• Cedar Grove Township
•" Cheeks Township
• Hillsborough Township
• Eno Township "
• Bingham Township
• Chapel Hii1I.Township
b. Four members from the following advisory boards having transportation
interests:
• Commission for the Environment
• Economic Development Commission
• Planning Board
• Transportation Services Board
c. Three at-large members with expertise or specific interests in the following
areas:
• Bicycle transportation
• Pedestrian access and safety
• Transit
4. Appointed members shall serve a term of three years with initial terms staggered as
provided below:

a. Length of service is limited to two consecutive three-year terms (or any
combination of full terms totaling six years). This time period does not
include state mandated training programs or partial terms. Appointment to
serve for any actual period of two (2) years or more will constitute a full
term. Appointment for any actual period of less than two (2) years will
constitute a partial or unexpired term.
b. The following five members shall serve an initial term of one year;
thereafter three years:

c. The following four members,:shall serve an initial term of two years;

d. The following five members shall serve an initial term of three years:
i. Cedar Grove Township representative
ii. Hillsborough Township representative
iii. Orange County Economic Development Commission representative
iv. Planning,Board representative
v. Bicycle transportation advocate
5. The OUT Board shall elect by majority vote aChair and Vice Chair from among its
members at a meeting in June of each year which Chair and Vice Chair shall serve no
rnore than two consecutive one-year terms in such office.
SECTION IV. MEETINGS
A. Notice
1.,. Notice for all'meetings shall comply with North Carolina Open Meetings Laws.
B. Regular Meetings '
1. Regular meetings of the OUT Board shall be held as needed to address items that
require "Board action consistent with its Charge and Duties identified herein.
Meetings are held on the third Wednesday of the month. The start time and
location of the meeting shall be included on the agenda and shall typically be 7:00
p.m. at the Orange County West Campus Office Building located at 131 West
Margaret Lane, Hillsborough. The OUT Board Chair, in consultation with staff, shall
have the authority to change the start time and location of a regular meeting to
meet any special circumstances, provided the information is included on the
distributed agenda.
2. Orange County staff may serve a support function to the OUT Board upon the
approval of the Orange County Manager.

3. Items for agendas shall be approved by the OUT Board Chair and Orange County
staff.
C. Special Meetings and Subcommittees
1. On a case-by-case basis, Orange County staff may serve a support function to the
OUT Board upon the approval of the Orange County Manager.
2. An OUT Board member shall serve as Secretary, consistent with the Orange County
Advisory Board Policy, for any Special or Subcommittee meetings held without the
advance approval of the Orange County Manager.
SECTION V. ORIENTATION
A. Attendance
1. Each member shall attend an orientation presented,by the Planning and Inspections
department to familiarize the advisory board members,with the operation of County
government, the Planning and Inspections department, rules, and the operating
procedures of the advisory board.
2. Each voting member will be encouraged to complete the orientation within six
weeks of his or her appointment.
SECTION VI. BY-LAWS
A. By-Laws
1. Any Bylaws adopted by.fhe OUT"Board are void and no further bylaws shall be
adopted. Procedure shall"be governed jsolely by this policy document and the
General Advisory Board Policy Document
2. The OUT Board shall, for the purposes of conducting discussion and debate only,
follow the Rules of Procedure for'the Board of County Commissioners.
3. Should the OUT Board determine ;modifications to policies and procedures are
necessary,the OUT Board may petition the Board of County Commissioners for such
modifications.

SECTION I: SCOPE
A. Purpose
1. To establish a policy and procedures whereby the Orange County Board of
Commissioners will establish the specific policies and procedures governing the
Economic Development Advisory Board.
2. The Orange County Board of Commissioners may establish and appoint an advisory
board whose duty is to serve in an advisory capacity to Orange County's Economic
Development department in support of its core mission of encouraging economic
development within Orange County.
B. Authority
1. North Carolina General Statute 153A-76 grants boards of county commissioners the
authority to establish advisory boards.
2. North Carolina General Statute-158-5 grants boards of county commissioners the
authority to establish economic.,development advisory boards.
3. The Orange County Advisory Board Policy serves as the underlying policy document
to which the Economic Development Advisory Board, in addition to this policy and
procedure document, is subject.
4. In the event that there is a conflict between the Orange County Advisory Board
Policy and this Policies and Procedures document, this Policies and Procedures
document shall control.
C. Charge
1. The charge of the economic Development Advisory Board is as follows:
a) Work cohesively with Orange County's Economic Development staff and their
economic development partners to position Orange County as a competitive
location for busiress opportunities.
b) Although ,the Economic Development Advisory Board membership will
represent a variety of business and geographic interests, the Economic
Development Advisory Board, as a whole will work together for the good of
Orange County as a whole.
c) The Economic Development Advisory Board will function under the guidelines
for growth set out in Orange County's Land Use Plan.
d) The Economic Development Advisory Board shall provide an Annual Report to
the Board of County Commissioners, summarizing its activities, successes and
programs of the past year.
SECTION II: GOALS AND OBJECTIVES
A. Goals
1. Support and encourage commercial and industrial growth in Orange County.
2. Create desirable jobs for Orange County's citizens.

B. Objectives
1. Meet with prospective clients, and be involved with select economic development
endeavors;
2. Participate and advise in discussions, evaluations, and decisions on appropriate
economic development uses of the proceeds from the quarter cent sales tax;
3. Craft,analyze and promote economic development initiatives;
4. Identify and review potential new markets;
5. Assist in planning economic development policy;
6. Actively engage in stimulating community discussions on economic development
issues;
7. Assist with the small business loan program;
8. Set priorities on the location and type of infrastructure (water,sewer,fiber)for the
County's Economic Development Districts;
9. Help determine how Orange County might partner with the towns on economic
development initiatives; and
10. Assist and advise on the recommended areas suitable for economic development
and commercial nodes..
SECTION III: MEMBERSHIP
A. Authority
1. North Carolina General Statute 153,76-grants boards of county commissioners the
authority to establish advisory boards and"toappoint members to and remove
members from those advisoy boards. In acting on this authority the Orange County
Board of Commissioners hereby establishes certain general conditions to which
applicants and members of advisory boards should conform.
B. Composition
1. The Economic Development Advisory Board is composed of 9 voting
members. Members shall include representatives from the following sectors:
a. Orange County's core business community, including banking,
construction, manufacturing, architecture, real estate, legal,
development, utility management, etc.
b.- And individual who represents agriculture;
C.- An individual actively involved in entrepreneur activities;
d. An individual representing the University of North Carolina at Chapel
Hill, preferably involved in the development activities,such as planning
for Carolina North,or on the foundation side of business development;
e. The tourism sector represented by an individual involved in retail
and/or hospitality,such as a restaurant or hotel manager,or someone
involved in the arts; and

f. At some point in the future,a representative of Duke University,
preferably involved in development activities that may have an impact
on Orange County including support of university spin-off entities, may
be included.
2. The Economic Development Advisory Board shall select a chairperson and
vice chair from their membership to terms of not more than one year. Such
chair and vice chair shall serve no more than two consecutive terms in said
offices.
3. Members shall have a direct or indirect background in economic
development, and be actively involved in promoting business. Candidates
should either live in Orange County, have invested in Orange County,or have
a direct economic development interest in Orange County.
4. The Hillsborough/Orange County Chamber of Commerce and the Chapel
Hill/Carrboro Chamber.ofGommerce shall assist the Orange County Economic
Develop staff to review,'recruit and recommend potential candidates.

6 The shall be an Economic Development Working Group that will be
comprised of economic development professionals, such as economic
development practitioners from the municipalities of Orange County,the 1.
University of North Carolina at Chapel Hill, and Durham Technical Community
College.
a. This group will assist the Orange County Economic Development
department with special projects,on an 'as needed' basis.
b. Members ofthis group will be selected based on their skill set and the
special project to be addressed.
c. Selection of these group members will be by the Orange County
Economic Development department and/or appropriate members of
the Economic Development Advisory Board.
d. The working group will adhere to the same policies and procedures as
the Economic Development Advisory Board,with the exception of their
provisional nature.
SECTION IV. MEETINGS
A. Staffing
1. Orange County staff may serve a support function to advisory boards upon the
approval of the Orange County Manager.

B. Agendas

discussion and debate only, follow the Rules of Procedure for the Board of County
Commissioners.
3. Should the Economic Development Advisory Board determine modifications to
policies and procedures are necessary, the Economic Development Advisory Board
may petition the Board of County Commissioners for such modifications.

POLICIES AND PROCEDURES
SECTION I: SCOPE
A. Purpose
1. To establish a policy and procedures whereby the Orange County Board of
Commissioners will establish the specific policies and procedures governing the
Orange County Arts Commission Board.
2. The Orange County Board of Commissioners may appoint an advisory board whose
duty is to serve in an advisory capacity concerning the arts in Orange County.
B. Authority
1. North Carolina General Statute 153A-76 grants boards of county commissioners the
authority to establish advisory boards,,..
2. The Orange County Advisory Board Policy serves as the underlying policy document
to which the Orange County-;Arts Commission, in addition to this policy and
procedure document, is subject.
3. In the event that there is a conflict between the Orange County Advisory Board
Policy and this Policies and Procedures; document this Policies and Procedures
document shall control.
C. Charge
1. The chargeof the Orange County Arts Commission is as follows: To operate as the
official countywide advisory body on the arts, which"will promote, coordinate and
strengthen private and public programs to further the cultural development of the
County_
SECTION II: GOALS AND OBJECTIVES
A. The Orange County Arts Commission shall have the following goals and objectives:
1. To advise the Board_of Commissioners on matters involving the arts;
2. Upon nomination of the Board of Commissioners and approval of the N.C. Arts
Council the Commission shall be the Designated County Partner (DCP) - of the
annual allotment of Grassroots Arts Program funds. As the DCP - it shall have the
goal of assuring that the County's annual grassroots funding allotment is broadly
and fairly distributed to serve as effectively as possible the arts needs of the citizens
of Orange County;
3. To encourage and aid the appreciation and awareness of, and participation in, the
arts among all citizens of Orange County;
4. To encourage cooperation and coordination among individuals, organizations and
institutions concerned with the arts in the County of Orange;
5. To facilitate the development of self-sustaining arts programs;
6. To accept gifts or donations pertaining to cultural or artistic matters that may be
used to promote,aid and expand the cultural resources of the County.
7. To initiate, sponsor,conduct or support,alone or in cooperation with other public or
private agencies, program in the arts;

S. To serve as a clearinghouse for information about Orange County artists, arts
programs, facilities, organizations and institutions and to encourage public
awareness, utilization and support of such resources;
9. To administer the Grassroots Program and County funds which shall include the
responsibility to:
a. Familiarize those interested in the arts with the guidelines necessary for
funding;
b. Advertise for applications at the start of each grant cycle;
c. Review requests;
d. Award grants based on applicant's ability to meet the necessary guidelines
and conditions and being able to arrange matching funds;
e. Mail award letters and checks;and
f. Secure proper documentation of expenditures for inclusion in the County's
annual audit.
SECTION III: MEMBERSHIP
A. Authority

authority to establish,advisory boards and to appoint members to and remove
members from those advisory boards. In acting on this authority the Orange County
Board of Commissioners hereby establishes certain general conditions to which
applicants and memberspf advisory boards should conform.
B. Composition
1. The Orange County Arts COm171$SIO(1 Board is'composed of fifteen voting members
appointed by the Board of County Commissioners.
2. The Orange County Arts Commission Board has no appainted alternate members.
--3." Members shall reside in Orange County.
The,Orange County Arts Commission has no appointed ex-officio members.
5. No organization which is a potential recipient of County arts funding shall have on
the Commission more than two people who serve on its board or staff. No person
serving on the Arts Commission shall vote or discus an award by the Orange County
Arts Commission to an agency which they are a member.
C. Organization
1. The Commission's office and files shall be lodged organizationally within the Orange
County Economic Development Department. Staff support shall be provided by the
Executive Director of Chapel Hill/Orange County Visitors Bureau or their designee,
except as may be otherwise arranged by the County Manager from other
departments and from the Triangle 1 Cultural Resources Committee and the North
Carolina Arts Council.
D. Officers and Duties
1. Officers.The officers of the Commission shall be Chairperson, Vice Chairperson, and
Secretary.

2. Chairperson. The office of the Chairperson shall be filled from the membership of
the Commission.The term of office of the Chairperson shall be for one year and not
more than two consecutive years commencing with the regular September meeting.
3. Vice Chairperson. The office of Vice Chairperson shall be filled in the same manner
and for the same term as the Chairperson.
4. Secretary. The office of the Secretary shall be filled in the same manner and for the
same term as the Chairperson. In the absence of both Chairperson and Vice
.Chairperson the Secretary shall preside at regular meetings.
5. Vacancies. Should the office of Chairperson or Vice Chairperson or Secretary
become vacant, the Commission shall elect a successor for its membership at its
next regular or special meeting,and such election shall be for the unexpired term of
said office.
E. Membership Vacancies. Vacancies created by a member leaving the Commission for
whatever reason shall be filled in the same manner as the.original appointment, by the
Orange County Commissioners,which the appointment being for the unexpired term of said
vacancy. The Orange County Arts Commission may recommend to the Orange County
Commissioners candidates to fill vacancies from applicants on file as wishing to serve on the
Arts Commission.
F. Membership Terms.
1. Each member shall serve'for a t erm of three years or until his or her successor is
appointed and qualified exceptthat,five of the original appointees to the Orange
County Arts Commissidr -.shall serve.:,for a term of one year following the
establishment of the Commission:-.Thereafter, members are eligible for a second
three-year term with the approval of the'Commission and the County Board of
Commissioners.
2. No member who has served two consecutive three-year terms maybe reappointed
until he or she has not served for'one year. A vacancy in mid-term shall be filled in
the same manner as the original appointment to fill the unexpired term.
3. Appointment to serve for any actual period of three (3)years or more will constitute
a full term.; Appointment for any actual period of less than three (3) years will
constitute a partial or unexpired term.
4.- All membersof the Commission shall serve without salary.
5: Orange County Arts Commission Board members will not be reimbursed for travel
to and from meeting places.
SECTION IV. MEETINGS
A. Staffing
1. Orange County staff may serve a support function to advisory boards upon the
approval of the Orange County Manager.

1. Items for agendas shall be approved by the Orange County Arts Commission Board
Chair and staff.

1. All meetings shall be noticed appropriately according to North Carolina Open
Meetings Laws.
D. Regular Meetings
1. Regular meetings of the Orange County Arts Commission shall be held on the
second Monday of each month at 6:00 pm, unless the same shall be a legal holiday,
in which event the Commission shall decide on an alternate date for the meeting.
E. Special Meetings
1. The Chairperson may when deemed necessary, and upon the written request of
three (3) or more members of the Commission, call a special meeting of the
Commission. Each member shall be notified of the call for a special meeting at least
twenty-four (24) hours prior to the time of such meeting. At such special meeting
no business shall be considered other than as designated in the call, unless those
members present constituting a quorum vote unanimously to transact other
business.
F. Executive Committee
1. The Executive Committee will consistof the Chairperson, the Vice-Chairperson, the
Secretary and a member at large to be elected.The Executive Committee shall tend
to matters affecting the Commission which in the view of a majority of the Executive
Committee require action by the Comm ission.between Commission meetings. No
decision relating to the receipt or disbursement:of Arts Commission funds shall be
made.by the Executive Committee. Any action taken and any correspondence
initiated by the Executive Committee shall be presented to the full Arts Commission
at-the Commission's next scheduled meeting.
G. Attendance _ ....
1. Any member who is absent without excuse for two consecutive meetings or a total
of three meetings within a twelve-month period shall no longer remain a member of
the Commission.The Chairperson shall determine excused absences.
H. Finance
1. The Chairperson shall request from Orange County a financial statement at least
once a year.
SECTION V. ORIENTATION
A. Attendance
1. Each member shall attend an orientation presented by the staff and Chairperson of
the Orange County Arts Commission to familiarize the advisory board members with
the operation of County government, the department rules, and the operating
procedures of the advisory board.
2. Each voting member will be encouraged to complete the orientation as soon as
possible after his or her appointment.

BOARD POLICIES AND PROCEDURES
SECTION I: SCOPE
A. Purpose
1. To establish a policy and procedures whereby the Orange County Board of
Commissioners will establish the specific policies and procedures governing the
Chapel Hill/Orange County Visitors Board ("Visitors Bureau").
2. The Orange County Board of Commissioners may appoint an advisory board whose
duty is to serve in an advisory capacity with regard to the Orange County tourism
industry in order to help Orange County, NC maximize its full potential of the
convention and tourism industry.
B. Authority
1. North Carolina General Statute 153A-76 grants boards of county commissioners the
authority to establish advisory boards.
2. The Orange County Advisory Board Policy serves as the underlying policy document
to which the Visitors Bureau, in addition to this policy and procedure document, is
subject.
3. In the event that there is a conflict between the Orange County Advisory Board
Policy and this Policies and Procedures document this Policies and Procedures
document shall control.
C. Charge
1. The charge of the Visitors Bureau is as follows: to develop and coordinate visitor
services in Orange County and to implement marketing programs that will enhance
the economic activity and quality of life in the community.
2. The purpose for which the Visitors Bureau was formed:
The Chapel Hill Orange County Visitors Bureau (VB) was established in 1982 as a
department of county government. The Bureau's mission is to develop year-round
sustainable tourism for the towns that comprise Orange County in a manner that
will favorably impact economic well-being.
3. The Bureau focuses on destination marketing. Its mission is to attract, encourage
and induce all persons and organizations to visit Orange County and its towns
for conventions, business and pleasure. The Visitors Bureau markets and promotes
all segments of the county as a preferred destination. In furtherance of this mission,
the VB supports and encourages programs that enhance the desirability and
attractiveness of Orange County for its visitors and conference attendees.

A. Goals
1. The Visitors Bureau shall
a) Position Orange County as a desirable meeting or vacation destination to select
visitor markets,with careful consideration of the needs and assets of the
communities that comprise Orange County.
b) To work in cooperation with community organizations to achieve an effective,
coordinated and comprehensive marketing program with high-quality collateral
materials, programs and services.
c) To serve as a countywide leader in developing strategies for consistently providing
quality visitor services to the travelers who visit Orange County.
d) To encourage longer stays, increased spending and repeat visits of travelers to
Orange County.
e) To examine the range of visitor services available, to identify unmet needs and to
encourage private businesses to meet those needs,as appropriate
f) To operate in a manner that contributes to the economic development and quality
of life that comprises Orange County.
B. Objectives
By highlighting the Orange County towns of Chapel Hill, Carrboro, Hillsborough and
surrounding Efland,the home to significant cultural, historic,educational, and artistic
North Carolina destinations,the Visitors Bureau will be targeting one of the State's most
attractive markets for travel and tourism. Improving the promotion of Orange County
will inevitably enhance the promotion and quality of tourism opportunities throughout
the county. As the number of visitors to Orange County increases, both in-state and
out-of-state visitors will be more likely to explore Orange County.Specifically,the
marketing initiatives will create immediate awareness of the tourism assets of Orange
County; increase the level of interest in the Chapel Hill/Carrboro./Hillsborough
destination for leisure travel; and increase the level of interest in Orange County as a
destination for business meetings and conferences.
SECTION III: MEMBERSHIP
A. Authority
1. North Carolina General Statute 153A-76 grants boards of county commissioners the
authority to establish advisory boards and to appoint members to and remove members
from those advisory boards. In acting on this authority the Orange County Board of
Commissioners hereby establishes certain general conditions to which applicants and

B. Term
1. Length of service is limited to two consecutive three-year terms(or any combination
of full terms totaling six years). This time period does not include state mandated
training programs or partial terms. Appointment to serve for any actual period of
two (2)years or more will constitute a full term. Appointment for any actual period
of less than two (2)years will constitute a partial or unexpired term.
C. Composition
1. The Visitors Bureau is to be comprised of individuals from hotels, attractions,
restaurants, government, chambers of commerce, high school athletics association,
University of North Carolina and each municipality in Orange County.Committees:
a. The Executive Committee is comprised of a Chair; Finance Chair; Marketing
Chair and Nominating Committee Chair. Said officers shall be elected to
one-year terms and shall serve not more than two consectutive such terms.
The Visitors Bureau appointments committees to further study hotel trends,
tourism marketing and festivals and events. The charge of special
committees is to recommend guidelines for allocating funds in a strategic
and transparent manner.
2. The Visitors Bureau is composed of Twelve(12)voting members.
3. The Visitors Bureau is composed of four(4) ex-officio members, including economic
development representatives of: Chapel Hill, Downtown Chapel Hill Partnership,
Carrboro Economic Development,one at-large position for institutional memory.
4. Members shall represent (demographic, geographic, cultural and professional
characteristics).
5. Up to four ex officio members appointed by the Orange County Board of
Commissioners may serve one year or until they are reappointed or the
appointment of their successors.
SECTION IV. MEETINGS
A. Staffing
1. An appointed member of the Visitors Bureau serves as the recording secretary for
purposes of keeping minutes. Orange County staff may serve other support
functions to the Visitors Bureau upon the approval of the Orange County Manager.
B. Agendas
2. Items for agendas shall be approved by the Visitors Bureau Chair and staff.
SECTION V. ORIENTATION
A. Attendance
1. Each member shall attend an orientation presented by the Executive Director for
the Visitors Bureau to familiarize the advisory board members with the operation of
County government, the Visitors Bureau department rules, and the operating

procedures of the advisory board.
2. Each voting member will be encouraged to complete the orientation within six
weeks of his or her appointment and participate in at least one meeting with the
staff, including sales director, communications director and visitor services
coordinators. In addition, new voting members will meet with the current Chair-
elected of the Visitors Bureau board.

A. Bylaws
1. Any Bylaws adopted by the Visitors Bureau are void and no further bylaws shall be
adopted. Procedure shall be governed solely by this policy document and the

SECTION I: SCOPE
A. Purpose
1. To establish specific policies and procedures governing the Planning Board. The
specific policies and procedures are established by the Orange County Board of
Commissioners and may be amended only by the Board of Commissioners.
2. The Orange County Board of Commissioners may appoint an advisory board whose
duty is to serve in an advisory capacity in regards to planning, zoning, and
subdivision matters.
B. Authority
1. North Carolina General Statute.153A-76 grants boards of county commissioners the
authority to establish advisory.;boards. Additionally, General Statute 153A-321
specifically addresses Planning Boards.
2. Orange County Board of Commissioners established the Planning Board pursuant to
the Unified Development Ordinance (LIDO)Section 1.6(Planning Board).
3. The Orange County Advisory Board Policy serves as the underlying policy document
to which the Planning Board, in addition to this„policies and procedures document,
is subject.

than three consecutive one-year terms.
3. The Chair and Vice Chair shall assume office on the date of their election.
4. The Secretary of the Planning Board shall be.the Planning Director or his/her

2. The regular meeting agenda and materials shall be distributed at least seven (7)
calendar days before the meeting.
3. Planning Board members may opt to receive agendas and materials only
electronically, if available is said format. Paper copies of agendas and materials
shall be available to those Planning Board members who opt to receive paper
copies.
C. Date,Time,and Location of Regular Meetings
1. Regular Meetings of the Planning Board shall be held on the first Wednesday of
each month. The start time and location of the meeting shall be included on the
agenda and shall typically be 7:00 p.m. at the Orange County West Campus Office
Building located at 131 West Margaret Lane, Hillsborough. The Planning Board
Chair, in consultation with staff, shall have the authority to change the start time
and location of a regular meeting to meet any special circumstances, provided the
information is included on the distributed agenda.
D. Notice of Meetings
1. Notice of regular Planning Board meetings and agendas shall be made available to
all members and interested parties, and to any person who requests such notice, at

Orange County government website.
2. Notice of public hearings shall conform to the notice requirements of UDO Section

3. Agenda materials for public hearings shall be distributed to Planning Board
members and posted on the Orange County government website for interested
parties a minimum of ten (10)calendar days prior to the public hearing.

and Inspections department to familiarize the Planning Board members with the
operation of County government, the Planning and Inspections department rules,
and the operating procedures of the Planning Board."

1. The Planning Board Secretary shall provide new Planning Board members with a
copy of the Planning Board's charge, scope of authority, membership
responsibilities, and code of conduct at the orientation session or at the new
member's first meeting,whichever occurs first.

Environment members present shall be declared elected.
3. The officers shall be elected for a term of one year. They shall be eligible to

2. All business to be considered shall be listed on the agenda. To secure such
consideration,a request must be received by the Chair or Secretary at least seven
days before any regular scheduled meeting. No other business may be considered
except by unanimous consent of the Board members present. All special business or
items not specifically noted on the regular meeting agenda may be deferred by
the Commission for the Environment until the next regular meeting date.
3. The order of business at regular meetings shall be:
a.Call to order and roll call.
b.Consideration of additions to the agenda.
c.Call for approval of minutes of previous meeting.
d.Consideration of remaining items on the agenda.
e.Adjournment.
4. All meetings of the Commission for the Environment shall be open to the general

10:30 p.m. unless extended for the meeting in session by vote of the members.
D. Special Meetings
1. Special meetings may be called by the Chair upon the written request of at least
three other members of the Commission for the Environment. The notice of such a
meeting shall specify the purposes of the meeting and no other business may be
considered except by unanimous consent of the Commission for the Environment
members present.
E. Meeting Notice
1. The Secretary shall give five days notice to members for both regular and special
meetings and such notice shall otherwise comply with North Carolina Open Meetings

2. The Orange County Advisory Board Policy serves as the underlying policy
document to which the Human Relations Commission, in addition to this policy

advisory capacity regarding animal services in Orange County.

designated staff to ensure quality animal services within Orange County.

general policy issues and the component parts of County animal services.

1. Advise the Board of County Commissioners on the health, safety and quality of life
as it relates to animals in Orange County.

governance of and policy processes for animal services are responsive, informed

1. North Carolina General Statute 153A-76 grants boards of county commissioners the
authority to establish advisory boards and to appoint members to and remove
members from those advisory boards. In acting on this authority the Orange County
Board of Commissioners hereby establishes certain general conditions to which
applicants and members of advisory boards should conform.
B. Term
1. Length of service is limited to two consecutive three-year terms(or any combination
of full terms totaling six years). This time period does not include state mandated
training programs or partial terms. Appointment to serve for any actual period of

two (2)years or more will constitute a full term. Appointment for any actual period
of less than two (2)years will constitute a partial,or unexpired term.
C. Composition ..
1. The vices Advisory Board is composed of twelve(12)voting members.
2. Members shall represent:
a. The Townships of Carrboro (1),Chapel Hill (1) and Hillsborough (1);
b. Three (A), at-jarge representatives, two (2) of which reside in the
unincorporated areas of the county;
c. Two{2) veterinarians, one of which shall be the veterinarian serving on the
Orange County Board of Health;
d. Three (3) county residents whose experience demonstrates a commitment
to animal welfare and/or.advocacy;
e. One (1) professional animal handler, trainer or technician with a recognized
credential or certification.
SECTION IV. MEETINGS
A. Staffing
1. Orange County staff may serve a support function to advisory boards upon the
approval of the Orange County Manager.
B. Agendas
1. Items for agendas shall be approved by the Animal Services Advisory Board Chair
and Animal Services Director(or designated staff).
C. Meetings.

1. The Animal Services Advisory Board shall meet no less than six(6) times throughout
the calendar year.
SECTION V. COMMITTEES
1. Ad Hoc Committees
a. Committees may be formed on an ad hoc basis for the specific purpose of
examining a particular issue of concern in accordance with the charge of the
Animal Services Advisory Board
b. Such committees shall be of no fewer than three(3) members and they shall
be appointed by the Chair subject to the approval of the board as a whole.
c. Such committees may only include current members of the Animal Services
Advisory Board.
d. Such committees shall report to the Animal Services Advisory Board which
reserves the exclusive right to.advise the Board of County Commissioners.
2. Potentially Dangerous Dog App,".1 mittee
a. Three (3) members of the,Animal Services Advisory Board, selected by the
Board Chair and approved bythe board'as a whole, shall form a Potentially
Dangerous Dog Appeal Committee to satisfy Orange County's obligation
under Chapter 67 of the North Carolina General Statute.
b. At least one (1) member shall be a'veterinarian and one (1) shall be a
member whose position is based upon residency.
c. The responsibility of this committee is to,,.determine whether or not a
potentially dangerous dog declaration is- warranted based upon the
definition(s)set out by the North Carolina General Statute.
d. The Potentially Dangerous Dog Appeal Committee shall be convened as
needed by the Animal Services Director.
e. In the event that a member is unable to attend within the timeline
mandated by the North Carolina General Statute, the Animal Services
Director may designate another voting member of the Animal Services
Advisory Board to fill his or her place.
3, Other Appeal Committees
a. Committees for other appeals (e.g., adoption denials) may be formed as
needed.
b. These committees shall have no fewer than three members and the
members shall be appointed by the Chair of the Animal Services Advisory
Board.
c. A chair for such an appeal committee shall be designated by the Chair of the
Animal Services Advisory Board.
d. The appeal committee chair shall be responsible for coordinating with the
Animal Services Director to ensure that any such appeal is conducted in a
timely and a judicious manner.
SECTION VI. ORIENTATION
A. Attendance

1. Each member shall attend an orientation presented by the Animal Services Advisory
Chair (or another officer) and the Animal Services Director (or designated staff) to
familiarize the advisory board members with the operation of County government,
the department organization and policies, and the operating procedures of the
advisory board.
a. In conjunction with his or her orientation, each member will receive a tour
or walk-through of the Animal Services Center and an introduction to
available management and program staff.
b. Ride-along with Animal Control Officers may be provided as part of
orientation with approval from the Animal Services Director depending
upon staffing and work load.
2. Each voting member shall complete the orientation within six months of his or her
appointment.
SECTION VII. BYLAWS
A. By-Laws
1. Any bylaws adopted by the Animal Services Advisory Board are void and no further
bylaws shall be adopted. Procedure shall be governed"."solely by this policy
document and the General Advisory Board Policy Document.
2. The Animal Services Advisory Board shall, for the purposes of conducting discussion
and debate only, follow the Rules of Procedure for the Board of County
Commissioners.
3. Should the Animal Services Advisory Board determine modifications to policies and
procedures are necessay-;the Animal, Advisory Board may petition the
Board of County Commissioners,forsuch modifications.

Commissioners will establish the specific policies and procedures governing the
Affordable Housing Advisory Board.
2.. The Orange County Board of Commissioners may appoint an advisory board whose
duty is to serve in an advisory capacity to investigate, analyze, and prioritize
affordable housing needs and strategies by serving as the official advisory body on
affordable housing.
B. Authority

2. The Orange County Advisory Board Policy serves as the underlying policy document
to which the Affordable Housing Advisory Board, in addition to this policy and

C. Charge. The charge of the Affordable Housing Advisory Board is to investigate, analyze, and
prioritize affordable housing needs and strategies by serving as the official advisory body on
affordable housing.

A. Goals:
1. Publicize the County's housing objectives;
2. Increase the community's awareness, understanding, commitment to and
involvement in a comprehensive program of initiatives to increase the amount of
attractive affordable housing;
3. Advocate for changes in public policy that will improve opportunities for those who
cannot afford housing costs in Orange County; and
4. Assist in the implementation of the strategies contained in the FY 2001
Commissioners Affordable Housing Task Force Report and any other similar
subsequent documents.
B. Objectives
1. Prioritize County affordable housing needs;
2. Assess affordable housing project proposals as needed;
3. Monitor the progress of local housing programs;
4. Explore new funding opportunities;
5. Explore alternative housing development strategies and initiatives; and
6. Other housing-related items identified by the Board of Commissioners

Commissioners will establish the specific policies and procedures governing the
Personnel Hearing Board.
2. The Orange County Board of Commissioners may appoint an advisory board whose
duty is to serve in an advisory capacity to conduct hearings concerning employee
grievances involving demotions,suspensions, and dismissals.
B. Authority
1. North Carolina General Statute 153A-95 grants boards of county commissioners the
authority to establish Personnel;-Boards.
2. Orange County Code of Ordinances §§ 28-87 and 28-88 establishes the Personnel
Hearing Board and the procedures governing the Hearings.
3. The Orange County Advisory Board Policy serves'as the underlying policy document
to which the Personnel Hearing Boa ard, m'addition to this policy and procedure
document, is subject.
4. In the event that there is a conflict between the Orange County Advisory Board
Policy and this Policies and Procedures document this Policies and Procedures
documerifshall control.
C. Charge
1. The charge of the.Personnel Hearing board is as follows: Personnel Hearing Board
will conduct hearings on Orange County employee appeals involving demotions,
suspensions and d smissa_ls,and forward its recommendations to the Manager, who
will make a final determination.
2. Sheriff and Register:of Deeds Employees. The Personnel Hearing Board may hear
appeals from employees in the Offices of the Sheriff and Register of Deeds with the
approval of the Sheriff',and the Register of Deeds. In these cases the Personnel
Hearing Board recommendation on employee appeals will be forwarded to the
Sheriff and Register of Deeds. The Sheriff and Register of Deeds will make final
determinations in their respective departments.
3. Health and Social Services Department Employees. The Personnel Hearing Board
will not hear grievances or appeals of Health or Social Services Department
employees.
