Contract for School Nursing Services
between the
County of Orange and
July l, 2002 - June 30, 2003
the Orange County Schools
This agreement between the Orange Conmty Health Department, hereinafte~ referred to as the
"Department„ and the Orange County Schools, hereina.fter referred to as the "School" is errtered into far
the purpose of providing school nursing services to the students of the Orange Ca~nty School system.
Whe~'eas both the Department and the School mutually agree that the purpc~se of proviciing school
health nursing services is to proma~e the optimal healtkh and well-being of all students in prange County
Schools, and
~~'eas bo~th the DePartment and the School anrtually agree that the long term purpose of these
funds is to provide full time nursing se~vices to each school in the system; and
Whex'eas ba~h the Department and the School mutually agree to co~inue providing school
musing services as specified in the annually develaped "Memorandum of Agreement between Orange
Caunty Health Department and Orange County Schools;"
NOW, THEREFpRE, in consideration of the premises and the following mutual covenants and
condrtions and any sums to be paid, the Departmer-t and the Schools agree as follows:
The Departme~ agrees:
1. To provide funds not to exceed $52,171 to the School for the purpose of suppozking one 10 month
registered nurse to provide school rnusing services for the 2002-2003 school yeaz. To the exte~
practicable, these funds shauld support the equivaleut of 1 FTE nurse.
2. That the funds will be paid quarterly upan submission of an invoice that specifies pe~rsonnel costs and
that the Departme~ shall pay the School within thirty (30) days of receipt of the School's invoice.

thexeafte,r as reasanably practicable.
3. That the funds may be used in their entirety for personnel costs including associated benefits and the
local supplement.
4. To assign a nursing supervisor to coozdinate the ix~lementation of this contract and to initiate the
affiual development of the Memozandum of Agreement that specifies ope,rating procedures.
5. To arrange for and provide at least three cantinuing education offexings for all rnuses in the School
during -the school year at a mutually agreed upon time~ whenevea possible arranging for the sessions
so as to minimi~ ~e a~y from the individusl school assignments.
The School agrces:
1. To utilize funds nat to exceed $52,171 for the purpose of supporting one 10 month registered nurse to
provide school nursing services for 2002-2003 school year. The nurse will provide direct nursing
s~~s to stude~ts within an individual school. The School agrees that the fimds will nat be utilized
to support a nurse with a supenrisory, role. To the extent practicable this is to support one full-time
nurse for a 10-month appointme~,
2. To submit an invoice to the Departme~ quarterly that specifies personnel costs for the period.
3. To provide adequate space, computer equipment and supplies for the d~ignated position through
other fimds at a level comparable to the support provided to all school nurses supported by the
School.
4. To infarm the Department of the employment of the nurse, and in the event of termination, whetha
valuntary or involuntary, of the date of terminatian.
5. To maintain documentation that the nurse employed under this contract is and remains current m
his/her licensure as a Registered Nurse in good standing with the Narth Carolina Board of Nursing.
6. To provide musing supervisian within the School consistecrt with the annual Memorandum of
Agreement.
7. To release all school nurses to attend at least three continuing education events d~ring the school year
at nnriuallY aSrced upon times.
8. To assume the full responsibility for negligence of its employees that provide nursing services unde,r
the terms of this contract for the contract positions and far all nurses employed directly by the School
but functioning under the direckion of the annual Memoraadum of Agreement.
9. School shall provide or cause to be provided, i~u.~ce covering professianal liability of mirsing
pea'sonnel of at least $1 million, proof of insurance shall be submitted to the Department aimually,
