PURPOSE: To approve budget ordinance amendments and grant and capital project
ordinances for fiscal year 2001-02.
BACKGROUND:
Health Department
1. The Health Department has received funds in the amount of$5,000 to be used for its "Pink
Carolina" project. The department plans to expend the funds to educate women in Orange
County regarding the early detection of breast cancer among underserved. In addition, the
department will provide mammograms and follow-up for women who do not qualify for the
Breast and Cervical Cancer Control Program (BCCCP). While the program will assist all
women in Orange County, a primary focus will be serving Hispanic/Latino and African-
American females. There is no County match required for the receipt of these funds. (see
Attachment 2, Community Based Public Health Initiative Grant Project Ordinance).
2. As required by the federal government, each state "sets aside" a portion of annual Medicaid
earnings as a contingency to avoid over expenditures. The funds are referred to as "federal
cost settlement funds" or"Medicaid maximization funds". Should the federal government not
need to use the withheld funds, it reimburses the funds to the State on an annual basis. In
turn, the State passes these. funds along to Health Departments. There are several
requirements regarding the use of the funds:
• Funds are required to be budgeted and expended to further the objectives of the
program that generated the receipts;
• Funds may be expended for a variety of public health needs and activities or they
may be held in reserve for future needs of the department; and
2
• Funds are not to replace current budget allocations for these program areas.
The Health Department recently received its annual settlement for FY 00-01 of Medicaid
maximization funds from the State. The settlement totals $72,930 and brings the total
Medicaid maximization reimbursements received by Orange County over the last several
years to more than $560,000. The department plans.to use these funds for non-recurring
items such as replacement of older equipment, meeting OSHA requirements, and potentially
offsetting costs of redesigning clinical space at the Whiffed Human Services Center.
Attachment 3 of this abstract, Health Department Medicaid Maximization Capital Project
Ordinance, provides for the receipt of the additional funds. No County dollars are required in
order to receive these funds.
Department of Social Services
3. The Department of Social Services has received notification from the State of additional
CHORE (EDS) funds in the amount of$11,000. These funds will be used to purchase long-
term care medical supplies and equipment to enable clients to remain in.their own home
instead of being institutionalized. These additional funds bring the current budget for this
program to $54,000. (see Attachment 1, column #3).
FINANCIAL IMPACT: Financial impacts are included in the background information above.
RECOMMENDATION(S): The Manager recommends that the Board of County Commissioners
approve the attached budget ordinance and grant and capital project ordinance amendments.

Attachment 2: Community Based Public Health Initiative
Grant Project Ordinance
Program Number 11-644
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of
Chapter 159 of the General Statutes of North Carolina,the following grant project is hereby adopted.
Section 1. The project authorized is the Community Health Advocacy Program(CHAP) as awarded to the
Orange County Health Department by the Kellogg Foundation. The purpose of this four year
grant is to improve the health of minority populations in targeted communities.
Section 2. The officers of the County are hereby directed to proceed with the grant project within the grant
document and the rules and regulations of the Kellogg Foundation.
Section 3. The following revenue is anticipated to be available to complete this project:

Section 4. The following amount is appropriated for this project:

Section 5. The finance officer is hereby directed to maintain within the Grant Project sufficient specific
detailed accounting records to provide the accounting to the grantor agency required by the
grant agreement and federal and state regulations.
Section 6. Funds may be advanced from the General Fund for the purpose of making payments due.
Reimbursement requests should be made to the grantor agency in an orderly and timely
manner.
Section 7. Copies of this grant project ordinance shall be made available to the finance officer for
direction in carrying out this project.
Section 8. Positions authorized through this grant project include:

0.5 Full-Time Equivalent Office Assistant position.
This position is authorized for a period of no longer than four years from the original grant
date. Subsequent funding in future years is contingent upon the availability of grant funds.
Section 19. This ordinance, originally adopted December 21, 1993, is effective through June 30, 2002.

Attachment 3: Health Department Medicaid Maximization
Capital Project Ordinance
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section
13.2 of Chapter 159 of the General Statutes of North Carolina, the following capital project is
hereby adopted.
Section 1. The project authorized provides funds for the Health Department to purchase capital
items and make minor renovations to clinic space. Medicaid maximization funds
received by the Health Department finance this project.
Section 2. The officers of the County are hereby directed to proceed with the project within the
budget contained herein.
Section 3. The following revenue is anticipated to complete this project:

Section 5. This ordinance supersedes all previous Health Department Medicaid Maximization
Capital Project Ordinances for Orange County.
Section 6. This ordinance, originally adopted February 16, 1999, shall be in effect until June
30, 2002.
Adopted this 18th day of June 2002.
The Board approved and authorized the Chair to sign the continuation of a contract for 8"o
income maintenance caseworker staffing at UNC Hospitals.
m. Contract with Orange Enterprises
The Board approved and authorized the Chair to sign a contract with Orange Enterprises for
$10,000 for Work First clients.
n. Application for State Public School Building Capital Funds
The Board approved and authorized the Chair to sign applications to the state Budget Office
to release funds from Orange County's public school building capital fund account for the following
projects:
Chapel Hill-Carrboro City Schools share of the 2000-01 debt service payment related to
1992 voter approved bonds;
Orange County Schools share of the 2000-01 debt service payment related to 1992 voter
approved bonds.

The Board approved budget ordinance amendments and grant and capital project ordinances
for the Health Department for$5,000 and for the Department of Social Services for$11,000 for fiscal
year 2001-2002.

This item was removed and placed at the end of the consent agenda for separate
consideration.

P. Bid Award: Whitted Parking Lot Paving Project
The Board considered awarding a bid for paving two parking lots at the Whitted Building.
Chair Jacobs verified that this would be paid for with pay-as-you-go funds. He asked why this
was different from the other pay-as-you-go funded capital projects that have not yet been put in place.
John Link said that this item could be deferred until the County Commissioners' meeting next
week.
A motion was made by Chair Jacobs, seconded by Commissioner Carey to table this item for
one week.
VOTE: UNANIMOUS
g Authorization for County Manager to Negotiate Lease of Dwellings on County
Property/Interim Relocation of Personnel to Blackwood House
The Board considered authorizing the County Manager to lease habitable dwellings on
County property for temporary residential use, and to place staff members at the Blackwood house on
an interim basis to address space issues at the Planning and Agricultural Center.
Commissioner Gordon asked about the placement of the existing ERCD staff at the
Blackwood house on an interim basis and how long that would last. Environment and Resource
Conservation Director David Stancil said that they do not know at the present time. He feels that they
would occupy the house for a number of months. The modular unit is still a possibility but there are
some cost issues that will need to be resolved.
Commissioner Gordon asked about current County employees as caretakers. She asked if it
would be necessary for this person to be an independent contractor. David Stancil said that the process
leaves the door open to a County employee being a contractor.
A motion was made by Commissioner Carey, seconded by Commissioner Halkiotis to:
1. Authorize the County Manager to lease the habitable dwellings on County-owned
properties, for terms of 12 months or less based on existing and reasonable market rates,
and
