PURPOSE: To provide feedback to staff on amendment options to the Durham - Chapel Hill -
Carrboro Metropolitan Planning Organization boundary in the vicinity of the City of Mebane.
BACKGROUND: During the winter of 2009, the Durham - Chapel Hill- Carrboro Metropolitan
Planning Organization (DCHC MPO), with Orange County's approval and assistance, expanded
its boundaries to the west. Attachment 1 shows the DCHC MPO boundary before and after the
expansion. The intent of the amendment was to expand the DCHC boundary along the general
area of the 1- 40/1 -85 corridor to meet and coincide with the Burlington- Graham (B -G) MPO
boundary. However, this was not actually accomplished because the B -G boundary used was
never approved by' the State. While for many years North Carolina Department of
Transportation ( NCDOT) and DCHC MPO staff had been using the boundary for mapping
purposes, further research by NCDOT revealed that it was not the State approved boundary.
As a result, gaps between the two MPOs exist today and also a small area of overlap, as shown
in red on Attachment 2. NCDOT plans to correct this overlap by deleting the overlap area from
the B -G MPO.
What's Next: Both MPO boundaries need to be formally amended to meet at a mutually
acceptable boundary. Although the MPOs will take the lead in formal actions, the DCHC MPO
will not proceed until the Orange County BOCC provides a recommendation. At a February 23,
2012 joint staff meeting (Minutes, Attachment 3) of all interested parties, it was conceptually
agreed that boundary Option 1, provided as Attachment 4, would be presented to the BOCC for
its consideration.

Upon further review, Orange County Planning Staff has prepared Option 2 (Attachment 51 as its
preferred alternative to the boundary proposed by B -G MPO and City of Mebane staff. Option 2
takes the County's Land Use Plan (Transition Areas), as well as the Water and Sewer
Management, Planning, and Boundary Agreement Map (Primary Service Areas) into
consideration and provides the justification for lands to be included in MPOs versus the Triangle
Area Rural Planning Organization (RPO).
Both Options 1 and 2 keep the Efland - Buckhorn- Mebane growth corridor in one MPO.
However, Option 1 splits Efland in half. Orange County Planning Staff believes that Option 1 is
overly broad because it includes lands to the north and south that are planned for rural style
development, which is not preferable in urban MPOs.
Following development of Option 2, 2010 Census data was released identifying the latest
Urbanized Areas (UZAs), which are to be included within MPO boundaries. As a result, staff is
also seeking Board input on the handling of two additional areas now designated UZA, which
can be seen on Attachment 5. One area located at Daniels Farm Road and the other near
Saddle Club Road -at the Orange /Alamance County line.

FINANCIAL IMPACT: There is no financial impact associated with providing feedback to staff
on this item.
RECOMMENDATION(S): The Manager recommends the Board:
1. Provide staff with any feedback it may have on Option 1 (Attachment 4); Option 2
(Attachment 5); and the two UZA areas mentioned herein and also shown on
Attachment 5;
2. Direct staff to bring this item back to the Board at a subsequent meeting for its formal
recommendation; and
3. Request an update from the Burlington- Graham MPO on the status of amendments to
its by -laws to include Orange County representation in its membership.

Subject: Mebane Growth/Proposed Boundary Issue
A meeting was held at the Mebane City Hall on February 22, 2012 to discuss Mebane's future
growth and consideration of a proposed MAB between Burlington-Graham MPO (BGMPO) and
Durham-Chapel Hill-Carrboro MPO (DCHC). Based on the discussions with all attendees the
following items were agreed upon:
• The utility agreement between Mebane and Orange County is still in the works.
• The new Census Data will be released in April 2012.
• BGMPO, DCHC,Mebane, and Orange County representatives all agreed the proposed
Boundary Line is acceptable(shown in brown on attached map). Tom Altieri will present
this map to the Orange County Board for their approval in the near future. If not agreed
on by the Board, the differences will be ironed out between Mebane and Orange County
during a separate meeting.
• Burlington-Graham and DCHC MPOs will not take any action prior to proposed
boundary being approved by the Orange County Board.
• Orange County has sent a request to be added to BGMPO's current MOU. BGMPO TCC
and TAC members will consider their acceptance at the next council meeting to be held
in March or April.
Once these items are completed and the census urbanized area designation is released, a meeting,
if required, may be scheduled as a follow up to update these matters.
