PURPOSE: To consider a revision to the Orange County Personnel Ordinance to change the
name of the Personnel Advisory Board to the Personnel Hearing Board, as requested by the
Board of Commissioners.
BACKGROUND: As provided under N.C. General Statute 153A-95, the Board of
Commissioners established the Personnel Advisory Board to serve as a hearing board for an
employee appeal of a dismissal, disciplinary suspension or disciplinary demotion.
As part of considering appointments to the Personnel Advisory Board at the March 19, 2002
Board of Commissioners meeting, the Board of Commissioners asked the Personnel Director to
bring back to the Board for consideration a Personnel Ordinance revision to change the name
of the Personnel Advisory Board to the "Personnel Hearing Board". The purpose of the name
change is to clarify that the function of the Board is to serve as a hearing board for an employee
appeal of a dismissal, disciplinary suspension or disciplinary demotion. ~
The attached draft Personnel Ordinance revision changes the name of the Personnel Advisory
Board to the Personnel Hearing Board.
FINANCIAL IMPACT: None
RECOMMENDATION(S): The Manager recommends that the Board approve the attached
Personnel Ordinance revision effective June 4, 2002. ~

The Board approved 81 requests for refund of motor vehicle property taxes, in accorda ~ with
the resolution, which is incorporated herein by reference.
d. Propertv Tax Refunds
The Board approved three requests for property tax refunds in accordance with the resolution,
which is incorporated herein by reference.
e. Propertv Value Chanqes
The Board approved property value changes made in property values after the 2001 Board of
Equalization and Review had adjourned in accordance with the resolution, which is incorporated herein by
reference.
f. Personnel Ordinance Revision - Chanqe Name of Personnel Advisorv Board
The Board approved a revision in the Personnel Ordinance changing the name of the Personnel
Advisory Board to the Personnel Hearing Board.

h. Extension of EMS Transportation Contract with Oranqe EMS and Rescue Sauad
The Board extended an existing contract with Orange EMS and Rescue Squad to provide
ambulance transportation services through Sept. 30, 2002, at the rate of $58,269.18 per month for the three
months of the agreement and authorized the Chair to sign the contract.
i_ Emergencv Medical Services (EMS) Medical Director Contract Renewal
The Board renewed a contract with the UNC Department of Emergency Medicine to provide
medical director services for the County's Emergency Medical Services Program in the amount of $30,000
for the 2002-2003 fiscal year and authorized the Chair to sign.
i Housinq Trust Fund - Approve Transfer of Appropriation
The Board approved the transfer of $40,000 from the Housing Trust Fund from the Meadowmont
townhouse project sponsored by Orange Community Housing and Land Trust to two acquisition projects
sponsored by the same organization.
k. Renewal of Food Waste Collection and Comaostinq Contract
The Board renewed a contract that enables the Solid Waste Management Department to provide
separated food waste collection services to commercial establishments, at an estimated cost of $85,000 for
the 2002-2003 fiscal year and authorized the Chair to sign the contract.
I. RFP Award: Household Hazardous Waste Collection for Solid Waste
The Board awarded and authorized the Chair to sign a contract for EcoFlo of Greensboro to
provide household hazardous waste collection services at an annual cost of $120,000.
m. Bid Award: Processina Services for Bills and Notices
The Board awarded and authorized the Chair to sign an agreement with American Business
Forms of Raleigh to process bills and notices for the Revenue, Tax Assessor and Animal Control
departments at an annual cost of $45,968.
n. Bid Award: Hiqh Densitv Mobile Storape Shelvinq Svstem for Social Services
The Board awarded and authorized the Chair to sign an agreement with Brannan Business
Systems of Jamestown for an Aisle Saver MA 1000 high-density mobile storage shelving system in the
amount of $25,987.
o. Pvrotechnics Permit - Oranqe Speedwav
The Board approved a pyrotechnics permit for the Orange County Speedway for June 29, 2002,
or rain date as may be set and authorized the staff to execute permits as needed.
