PURPOSE: To approve budget ordinance amendments and grant and capital project
ordinances for fiscal year 2001 -02.
BACKGROUND:
Human Rights and Relations Department
1. The Human Rights and Relations Department has received notification from the Department
of Mousing and Urban Development (HUD) of Partnership Initiative grant funds totaling
$25;000 to be used to support the fair housing education outreach and enforcement
initiative. This budget amendment .provides for the receipt of these funds. There Is no
County match required for the receipt of these funds. (see Attachment 1, column #1)
2. The Department has also received notification of additional* funds in the amount of $4,600 to
be used. to enforce the County's Civil Rights Ordinance. Each year, the department projects
expected revenues to be received from HUD based on a federal formula. After the federal
budget is set, HUD then makes adjustments to the dollar amounts based on the approved
budget. This amount of $4,600 represents the adjustment. (see Attachment 1, column #2)
Department of Social Services
3. The Department of Social Services Chas received notification from the State of additional
Crisis Intervention funds totaling $9,734 to be used for crisis related heating/living needs of
those citizens who are "medically at risk ". To date this fiscal year, this program has served'
426 Orange County citizens. These additional funds bring the current budget for this
program to $139,734. (see Attachment 1,. column #3)

Health Department
4. The Health Department has received notification of additional State grant funds totaling
$10,520 for its Intensive Home Visiting Program. This funding is made available by the
North Carolina Children's Trust Fund and expenditures must be reported to the North
Carolina Division of Public Health by June 19, 2002 in order for the County to- receive
reimbursement. The goal of this program is to decree( se child abuse and neglect, improve
parent -child interaction, ensure adequate use of preventive family support services, and
improve children's health and development. The additional funds will be used to purchase
incentives, such as baby birth supplies, and educational supplies to families who participate
in the program. This brings the total budget for the grant project to $179,139 for the current
fiscal year. (see Intensive Home Visiting Grant Project Ordinance, Attachment 2)
Library
5. As part of the Telecommunications Act of 2996, the Universal Service Fund "schools and
libraries" program was established. One provision of the Act was to provide discounts of 20
to 90 percent for telecommunication services, Internet access, and internal connections to
schools and libraries. The discount that individual schools and libraries receive depends on
economic need (as determined by the National School Lunch Program) and location, such
as rural or urban. Funding for these discounts comes through the telecommunications
industry to the Universal Service Fund. Orange County Public Library's discount is based on
basic telephone service only.
This year, the Orange County Library has received a -rate discount funds totaling $4,564
from Sprint. These discount funds will be used to purchase a Gates computer for patron
access, conference room tables (to replace damaged ones) and book carts for patron
access to library services. Funds will also be used to continue the maintenance agreement
on the library security system. There is no County match for the receipt of these funds. (see
Attachment 1, column #5)
FINANCIAL IMPACT: Financial impacts are included in the background information above.
RECOMMENDATION(S): The Manager recommends that the Board of County
Commissioners approve the attached grant project and budget ordinance amendments.

Attachment 2: Intensive Home Visiting Program
Grant Project Ordinance
Project Number 11 -648
Be it ordained by the Orange County Board of County Commissioners that pursuant to :Section 13.2 of
Chapter 159 of the General Statutes of North Carolina, the following grant project is hereby adopted.
Section 1.. The project authorized is the Intensive Home Visiting Demonstration Program as
awarded to the Orange County Health Department by the North Carolina Division of
Women and Children's Health, Department of Health and Human .Services. The planned
project period continues until June 30,' 2002. This grant provides funding for 2.5
permanent, time- limited positions through the grant period. The grant provides funds to
.decrease child abuse and neglect, improve parent -child interaction, ensure adequate use of
preventive family support services, improve children's health and development, and
improve the service delivery system in Orange County by decreasing fragmentation and
duplication.
Section 2. Under the terms of the agreement, Orange County will administer the grant as fiscal
agent. The officers of the County are hereby directed to proceed with the grant project
within the rules and regulations contained in the grant document, the rules and
regulations of the North Carolina Department of. Health and Human Services and the
budget contained herein.
Section 3. The following revenue is anticipated to be available to complete this project:

Section 5. The finance officer is hereby directed to maintain within the grant project sufficient
specific detailed accounting records to provide the accounting to the grantor agency
required by the grant agreement and federal and state regulations.
Section 6. Funds may be advanced brom the general fund for the purpose of malting payments due.
Reimbursement requests should be made to the grantor agency in an orderly and timely
manner.
Section 7. Copies of this grant project ordinance shall be made available to the finance officer for
direction in carrying out this project.
Section 8. Positions authorized through this grant project ordinance include:

These positions are authorized through June 30, 2002.

RESOLUTION AUTHORIZING AN APPLICATION FOR COMMUNITY
DEVELOPMENT BLOCK GRANT FUNDS
WHEREAS, the N. C. Department of Commerce — Division of Community Assistance announced the
availability of approximately $500,000 in Small Cities Community Development Block Grant (CDBG)
Program funds for the purpose of establishing Individual Development Account (IDA) Programs to first -
time homebuyers with incomes below 80% of the median income; and
WHEREAS, an application for funding must be sent to the Division of Community Assistance on or
before April 30, 2002 in order to receive the funds; and
WHEREAS, Individual Development Accounts are dedicated savings accounts to be used for
homeownership only; and
WHEREAS, the Women's Center presently operated an IDA Program under the County's TANF
Program and have expressed an interest in administering this program utilizing CDBG funds; and
WHEREAS, the grant funds will be used to match participant savings by a 1:1 ratio for a total of 20
families;
NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of Commissioners, that an
application for FY 2002 Community Development Block Grant funds for the Individual Development
Account Program under the North Carolina Small Cities Program is hereby authorized. The amount of
the request will be $40,000. The application will be submitted on or about April 30, 2002.
FURTHER, the Orange County Board of Commissioners authorizes the Chair of the Board to sign the
application document on the County's behalf.
This, the 16th day of April 2002.
