COUNTY COMMISSIONERS ABSENT: Chair Margaret Brown and Commissioners Moses Carey, Jr., Alice M. Gordon, Stephen Halkiotis and Barry Jacobs There was not a quorum at the meeting due to inclement weather. The meeting was re-scheduled for Monday, February 24, 2003 at the F.
