PURPOSE: To review and approve the Rules of Procedure for the Board of County
Commissioners.
BACKGROUND: The Rules of Procedure by which the County Commissioners operate were
approved on June 5, 1995. Since that time, changes have been made by the legislature and
changes have been made by the Orange County Board of County Commissioners in some of
the rules of procedure for Board meetings. A task force including Commissioner Alice Gordon
and Clerk to the Board Beverly Blythe has reviewed these Rules of Procedure and has made
significant revisions to incorporate the changes which have been made over the last five years.
County Attorney Geof Gledhill has reviewed these Rules of Procedures for accuracy and
compliance with the General Statutes.
FINANCIAL IMPACT: None
RECOMMENDATION(S): The Manager recommends that the Board discuss and make any
amendments to the Rules of Procedure as the Board desires, and approve them.

RE: RULES OF PROCEDURE
As long as the agenda goes out on Thursday and Friday is not a holiday, there is
not a problem with posting the agenda and all supporting documents to the website. However,
if the agenda goes out on Friday or if Friday is a holiday, there is a problem. I ask that you
consider adding the following paragraph:
This is important because the news media and citizens depend on us to provide
access to the agenda via our website. We only make 24 complete sets of the agenda. With
only two exceptions, the news media access the agenda via our website. Most of our county
departments access the agenda via the website and no longer receive a complete copy of the
agenda. This is why it is imperative that we post the agenda within 24 hours of when it is
distributed to the County Commissioners.
The 4th paragraph on page 13 reads as follows:

(a) Regular Meetings. For all regular meetings, items shall
be placed on the agenda as listed below:

If there is no objection, the chair may call items in any order most
convenient for the dispatch of business. Estimated times will be
set for each item. The meeting will end at 10:30 unless there is a
unanimous vote of the Board to continue beyond that time.
