PURPOSE: To discuss the draft review timeline of the Orange County Transit Plan (OCTP)
and associated elements.
BACKGROUND: If Orange County is to pursue the implementation of the 2009 Mobility Bill
transit one-half ('h) cent tax, various aspects need to be discussed and implemented. Basically
the following elements are required: (The focus of tonight's meeting will be Items 1 and 2.)
1. Timeline to accomplish
2. Orange County/Durham County Light Rail Transit (LRT) Cost Sharing options and
eventually Memorandum of Understanding (MOU) [Core vs. Enhanced Plan]
Following items at a later date
3. Orange County/Triangle Transit Levy Agreement to delay levying of tax until other formal
agreements are in place
4. Orange County Transit Plan (OCTP) (aka Orange County Bus and Rail Investment Plan)
both include the Financial Plan assumptions. Draft before Item 5 and formal at a later
date. Note: Metropolitan Planning Organization decisions to be determined.
o Share of LRT
o Intra-county and Inter-county Bus Services
o Bus Rapid Transit (Martin Luther King Corridor)
o Small Capital
5. Referendum decision on one-half (1/2) cent transit sales tax
6. Orange County/Triangle Transit OCTP Implementing Agreement
FINANCIAL IMPACT: There is no financial impact associated with discussion of the timeline
and elements.
RECOMMENDATION(S): The Manager recommends that the Board review and discuss.

40range County proposal based on % cent revenue%as collected by Orange County and
Durham County. This amount would pay for some capital costs ($70m total$17.5 local
share) in Durham County.
SAssumes capital costs of a 2.89 mile length in Orange County of a 17.4 mile total length of an
averaged per mile cost along entire route (i.e. not actual cost of segments and stations in
Orange County).
Local $ equate to 25%with 50%federal and 25%state assumptions.
Please note that LRT operating costs also split on these possible options. Orange County
options would roughly equate from $4.3m to$2.5m annual operations.
