Resolution Authorizing Application Craig Benedict, Planning Director, 245- 2592 PURPOSE: To approve a resolution authorizing staff to apply for a North Carolina Department of Environment and Natural Resources Clean Water Revolving Fund (SRF) Loan funding to finance the elimination of an existing pump station and construction of a proposed sewer collection outfall line. BACKGROUND: Orange County is in the midst of a project to extend sewer collection lines in both the Efland and Buckhorn communities. The design of the current project was begun several years ago and should be completed by the end of 2012. Several times during the course of planning and design of the Efland portion of sewer line extensions, staff has brought to the attention of the Board of County Commissioners (BOCC) the issue of the McGowan Creek pump station. This pump station is now approximately 24 years old, having been installed as part of the original sewer system in the late 1980s. While it has been regularly maintained and serviced over the years by Orange Water and Sewer Authority (OWASA), the County's sewer maintenance contractor, the pump station is at the end of its service life. The ongoing construction project presents an opportunity to retire the existing McGowan Creek pump station, which is currently the main pump station for the entire system. Part of the current construction project includes the installation of a pump station which is situated downstream, or at a lower elevation, than the McGowan Creek pump station. The original project design calls for this new pump station, which will be installed on Brookhollow Road, to collect sewer from a portion of the newly constructed sewer lines and pump this wastewater to the McGowan Creek pump station. However, there is an opportunity to modify the design of the new Brookhollow pump station as part of this project so that it is capable of collecting and pumping not only the wastewater collected by the newly constructed lines, but also the wastewater that is currently 2 being pumped from the McGowan Creek pump station. This would enable the County to decommission the McGowan Creek pump station, thereby eliminating the ongoing maintenance costs and the need to rehabilitate this older pump station. This project has already been approved in principle at the August 23, 2011 regular BOCC meeting. Details of the project were included in Section B5 of the abstract entitled "CENTRAL EFLAND AND NORTHERN BUCKHORN SEWER EXTENSIONS; A. FUNDING, AND B. BID AWARD AND CONSTRUCTION". However, in recent conversations with the State Infrastructure Finance division (IF), the County has been asked to submit a separate application for this McGowan Outfall project, rather than appending it to the existing project. This is due in part to the fact that this project will have to be bid separately and in part to some changes in IF's loan protocols over the last year. A copy of the application submitted to the IF on March 1, 2012 is provided at Attachment 1. In order for the project to be included for consideration in this year's funding pool, the deadline for submission of the application was March 1, 2012. Because of the quick turnaround, IF has allowed the County to submit the required Resolution (Attachment 2) within 30 days of the March 1, 2012 deadline. FINANCIAL IMPACT: The McGowan Outfall is already a part of the County's Capital Investment Plan (CIP). Funding for this project was originally planned to come from the SRF loan being used to fund the current construction project. Assuming the McGowan Outfall project is selected by the IF for funding, the financing for the construction of the outfall will instead come from a separate SRF loan and money that would have been used from the original loan will remain unencumbered. The net effect for the County will likely be negligible since the funding for the project has already been taken into account in the CIP. Abilitv To Pav: 34.41 Countv Tier #: Orange County is proposing to take the existing McGawan CreeEc pump station out of service by installing approximately 2500 linear fee# af 12" gravity sewer line from the site of the existing pump station to a pump station being constructed as par# on an ongoing project. The McGowan Creek pump station is nearing the end of its useful service life and wau(d have to be rehabilita#ed if it were to remain in service at a cost of roughly 70% of the projected interceptor project cost. Funding for this project would be for installation of the interceptor line, de-cornmissioning the existing McGowan Creek pump station and connecting the interceptor to the proposed pump station being built as part of an ongoing construction project. Eliminating the exis#ing pump sfiation eliminates the potential for a sanitary sewer overtlow due to a pump failure or power autage at that site, which is righ# beside McGowan Creek. Installing a gravity sewer interceptar and taking the pump statiort_aut of senrice also reduces the maintenance and utility costs fot~ the sys~em as a whote and eliminates the need for CIP funding required to maintain and rehabilitate #he s#a#ion in the fufure. [n addition, the interceptor line itself provides the patential to provide gravity wastewater senrice to severa! properties which, when developed, might otherwise have to pump their wastewater in order to utilize the public sewer system. III_ System Mana eg ment - This system has less than I4,000 points and currently has most of the five Asset Management Plan requirements in place. However, the Operat;iing Ratio is not currently grea.ter tban ar equal to 1, as shown in LGC form ~08e. It is unlikely that the Operatia~g Ratio can be made equal to 1 by the time the contract for this project is signed. The Efla.ud sewer system, of which this project will be a part, is currently operated via an interiacal agreement between Orange County and the Town of Hillsborough. Orange County owns a~c~ operates the callection system, with the Town of Hillsborougt~ pmviding wastewater freatrnent for the system. As a result of this regianal system, Orange County incorporates by reference the Towzz's Sewer Use Ordinance wasfewa.ter standaxds into our own ordinance and any naw custamer must meet the Town's wastewater staz~dards before being allowed to cQna~ect. In addition, the Town's Sewer Capital Facilities fee is charged to every new custom~er connecting to the Efland sewer system. IV. Financial Situatian -'The Poverty Rate fox Ozange County is shown as 16% ott the Rura1 Center's County da.tabase. Dividing 16 by 5 gives 3.2 priority points for item 22. The monthly sewer bill fox 5000 gallons is currently $66.98. Oxange County does not operate a water distribution utility. The updated mediau household income for Orange County is $49,836 according to the Rural Center database, Tnserting these numbezs into the formula gives 3.2 priority paints for item 23. The combi.nation of line items 22 and 23 is above b points. Orauge County is requesfiing principal forgiveness for this project 1oan, but the project will proceed even if no pxincipal forgiveness is granted.
