PURPOSE: To consider awarding a contract for the purchase and installation of an Electronic
Security Control System Upgrade for the Orange County Jail from Norment Security Group, Inc.
through its Garner, North Carolina location.
BACKGROUND: The 1997 Jail Annex included a control system for doors and intercom
system that is no longer in production and no longer supported by the manufacturer. Significant
improvements in technology now provide systems with touch screen activation and the ability to
include the control system located in the main Jail control room, providing a single system
capable of controlling the entire facility.
North Carolina General Statute 143-129 allows local governments to use the "piggy-back"
acquisition method to obtain items without a separate bid procedure. If a vendor is willing to
extend the same, or more favorable, pricing and other terms to the local government, the law
allows for the acquisition to be made from a contractor that has, within the past 12 months,
contracted to furnish the item(s) to: (1) the federal government or any federal agency; (2) the
State of North Carolina or any agency or political subdivision of the state; or (3) any other state
or agency or political subdivision of that state. The acquisition proposed for the Orange County
Jail would be "piggy-backed" on a bid awarded to Norment Security Group, Inc. by the County
of Nevada, California. Norment Security Group's corporate offices are located in Montgomery,
Alabama, and include a location in Garner, North Carolina.
The statute that authorizes "piggy-back" bids requires that the entity advertise its intentions ten
(10) days prior to a meeting in which the matter is to be considered. Orange County has
fulfilled that advertising requirement.

FINANCIAL IMPACT: The purchase price for supply and installation of the upgraded system is
$144,789. Sufficient funds are available in the existing Jail Renovations Capital Project for
purchase and installation of the identified equipment. With this appropriation, $685,678 remains
available in this project.
RECOMMENDATION(S): The Manager recommends that the Board award the bid to Norment
Security Group, Inc. of Garner, North Carolina at a cost of $144,789 and authorize the Financial
Services Director to execute the necessary paperwork.
