HomeMy WebLinkAboutORD-2011-002 Personnel Ordinance, Article VI, Section 5.1 and 5.2 of the Position Classification PlanOrange County Personnel Ordinance Issue Date: January 25, 2011 Article VI /- ab =z0 1 l The Position Classification Plan 1.0 Purpose Amended The position classification plan: U==Ll - Provides the basis for an equitable pay plan. - Supports employee recruitment, retention and employee relations programs. - Supports performance reviews under the Work Planning and Performance Review (WPPR) program. - Supports planning, budgeting and organizational development. - Provides uniform job terminology understandable by County officials, employees and the general public. -Makes possible compliance with the law and policy as to equal opportunity and equal pay for equal work. 2.0 Coverage The position classification plan applies to permanent positions, both full time and part time, except those exempted under Article I, Section 2.0 of this Ordinance. 3.0 Policy It is the policy of Orange County to maintain a current position classification plan. 4.0 Plan Definition The position classification plan consists of the position classifications themselves, class specifications and allocation of classes to salary grades list. 4.1 Classes Classes are groupings of positions so similar in duties and responsibilities that they justify common treatment as to class title, salary grade and other employment processes. 4.2 Class Titles Article VI - Page 1 Orange County Personnel Ordinance Issue Date: January 25, 2011 Class titles are used in all personnel, accounting and budget records. No employee will be appointed to a position under a title not included in the position classification plan. Working titles may be used in the course of departmental business to facilitate operations. 4.3 Class Specifications 4.3.1 The plan includes a written specification for each class of positions. 4.3.2 Each specification includes: -A descriptive title for the class, -A summary statement of the type of work, - Illustrative examples of tasks, - Knowledge, skills and abilities required to perform the job, -The job - related minimum education and experience requirements and -Any other special requirements. 4.3.3 Specifications are interpreted in their entirety in relation to others in the classification plan. They are descriptive and explanatory of the kind and level of work performed and are not necessarily inclusive of all duties performed. 4.3.4 The class specification establishes the minimum recruitment standards for appointment to a position in that class. 5.0 Responsibilities Amended 01/20/11 5.1 Board of County Commissioners 5.1.1 A permanent position may be established or eliminated by the Board of County Commissioners. 5.1.2 A permanent increase or reduction in hours of an established permanent part time position requires approval of the Board of County Commissioners. 5.1.3 Adopts the Position Classification Plan annually. Article VI - Page 2 Orange County Personnel Ordinance Issue Date: January 25, 2011 5.2 County Manager The County Manager is responsible for the administration and maintenance of the position classification plan, including: 5.2.1 Revising the Classification Plan, as appropriate, during the fiscal year within the funds allocated in the budget which shall include but is not limited to: 5.2.1.1 Allocating or reallocating an established position to a new or established class within the Classification Plan as a result in a change in assigned duties or responsibilities; and 5.2.1.2 Changing the title of an existing class to a new or established class within the Classification Plan. 5.2.2 For any revision to the Classification Plan, assigning the position to the appropriate salary grade within the salary schedule approved by the Board of County Commissioners. 5.2.3 Reporting revisions of the plan to the Board of County Commissioners within thirty (30) days of the action taken and providing the Board with an annual summary report. 5.2.4 Approving temporarily an increase in the hours of a permanent part-time position to meet immediate operating needs. 6.0 Classification of New Positions and Increase in Hours of an Established Position 6.1. A new permanent position may be established only by the Board of County Commissioners. 6.2 The County Manager makes any new position recommendation to the Board and includes with this any necessary amendment to the classification plan. 6.3 An increase in hours of an established permanent part time position on a permanent basis requires approval of the Board of County Commissioners. The Manager may approve an increase in the hours on a temporary basis to meet immediate operating needs. 7.0 Reclassification of an Established Position 7.1 Initiating a Classification Study Article VI - Page 3 Orange County Personnel Ordinance Issue Date: January 25, 2011 7.1.1 The department head may request a classification study of an established position as changes are identified in the position. (See Item 5.4.2) 7.1.2 The Personnel Department may initiate classification studies of individual positions, occupational groups of positions or organizational groups of positions as necessary to determine the classifications are current. In planning studies of groups of positions, the Personnel Director advises the Manager and the Manager notifies the Board of County Commissioners of the planned study, as appropriate. 7.1.3 An employee who believes his or her position is improperly classified may submit a request to the department head that the classification of his or her position be studied. If the department head decides study is warranted, he or she submits the request to the Personnel Department. If the department head decides study is not warranted, he or she advises the employee of this decision. The employee may appeal such a decision through the Orange County Grievance Procedure. 7.2 Effective Date i - A reclassification of a filled position to the same or higher salary grade is effective on the first pay period beginning date following 30 days from the date complete information is received in the Personnel Department. If the reclassification is to a lower salary grade, it is made effective on a current basis. 7.3 Assignment to a Lower Salary Grade When a classification study of a filled position results in the assignment of that position to a class at a lower salary grade, the following occurs: 7.3.1 If the reassignment results from changes in the position's duties and responsibilities, the position classification and salary grade and the employee's classification and salary grade are reduced to the new (lower) classification and salary grade. The salary is handled as provided for a reclassification in Article V of this Ordinance. 7.3.2 If the reassignment results from factors other than changes in the position's duties and responsibilities such as labor market: -The position is assigned to the new (lower) classification and salary grade. Article VI - Page 4 Orange County Personnel Ordinance Issue Date: January 25, 2011 -The employee's current classification and salary grade is maintained and is not reduced so long as the employee remains in the position. -When the position becomes vacant, the position is filled at the new (lower) classification and salary grade. T of $9,688,609 to be closed, if approved by the Board. Revenues exceed expenditures by $6,300 and these funds will be closed to County Capital Projects Fund Balance. The County also funds County Capital Projects that have a scope of ten or more years and have had significant activity over the past ten years. The funding sources for these projects involve multiple funding sources, including Bond Issues and Pay -as- you -go funding. These projects will be part of future Capital Investment Plans and the projects will remain active. Closing prior years' activities will improve accountability, transparency, and understanding of available balances. Attached is a schedule of six projects with the total project budgets of $16,490,118 to be closed, if approved by the Board. Michael Talbert said that it is not the accounting system's function to keep up with the project history from inception until 15 -20 years later. It is only to keep up with the current budgets and the ability to go forward with that. The staff will track and keep up with historical information. Commissioner Gordon asked for changes in some of the titles of the schedules to make them more understandable and Michael Talbert said he would do that. A motion was made by Commissioner Foushee, seconded by Commissioner Hemminger to approve the closing of seven completed County Capital Projects and close prior years' activities in six active County Capital Projects. VOTE: UNANIMOUS Consideration of Item 4 -f: f. Amendment to the Orange County Personnel Ordinance, Article IV, Section 6.0, Sick Leave and Correction,-of Previous Amendment to Article VI, Sections 5.1 and 5.2 of The Position Classificatipn Plan The Board considered an amendment to the Orange County Personnel Ordinance, Article IV, Section 6.0, Sick Leave, to align Sick Leave accrual and usage with Annual Leave and to correct the September 2, 2010 amendment to Article VI, Theo Position Classification Plan, Sections 5.1 and 5.2. Since Commissioner Foushee had arrived, Chair Pelissier asked that the Board consider this item in order to get a unanimous vote. A motion was made by Commissioner Hemminger, seconded by Commissioner McKee to approve the amendment to the Orange County Personnel Ordinance, Article IV, Section 6.0, Sick Leave and corrected the September 2, 2010 amendment to Article VI, Sections 5.1 and 5.2 of the Position Classification Plan. VOTE: UNANIMOUS 8. Reports a. Proaress Report' on Telecommunication Issues within Orange County and Review of Request to Place Telecommunication Plan Tower Site Map on February 28, 2011 Quarterly Public Hearing The Board received an update on staff activities concerning the County's communication(s) needs and reviewed a request to place the Telecommunications Plan Tower Site Map on the February 28, 2011 Quarterly Public Hearing agenda.
