PURPOSE: To review and discuss a new Solid Waste Interlocal Agreement and a Transfer
Station Site based on the Solid Waste/Rogers Road joint work session on January 26, 2012.
BACKGROUND: On December 7, 2009 the Board reviewed several options to bring the
search for a Solid Waste Transfer Station in Orange County to a conclusion. After
considerable public input and Board discussion, a motion was made to approve Option B- the
City of Durham Transfer Station.
On January 26, 2012 the Board of Commissioners and the Chapel Hill, Carrboro, and
Hillsborough town boards discussed the possibility of a new Solid Waste Interlocal Agreement
and reopening the issue of siting a new Transfer Station in Orange County. Amending or
developing a new Solid Waste Interlocal Agreement for Solid Waste Management was
discussed in relation to the potential closing of the Orange County Landfill in 2013 and the
remaining non-disposal solid waste issues and operations. There was little interest in
pursuing a new Interlocal Agreement until after the Town of Chapel Hill completes an analysis
of its solid waste/recycling options.
Carrboro Mayor Mark Chilton introduced the idea of a renewed pursuit of a local transfer
station and proposed a site near the intersection extension of Highway 86 and Interstate 40.
The site was considered in 2009, but did not meet the Board of Commissioners established
minimum 20 acre parcel size criteria for a transfer station.
Staff requests direction from the Board on the following:

FINANCIAL IMPACT: There is no financial impact associated with providing staff direction
regarding the siting of a Solid Waste Transfer Station Site and/or the Solid Waste Interlocal
Agreement.
RECOMMENDATION(S): The Manager recommends that the Board provide direction to staff
regarding a Solid Waste Interlocal Agreement and site selection for a Transfer Station.
