PURPOSE: To consider making appointments to the Orange County Emergency Services
Work Group.
BACKGROUND: On November 17, 2011 the Board of County Commissioners met to discuss
with staff several issues and recommendations to enhance the delivery of emergency services.
Staff presented:
1) Review of the VIPER (Voice Interoperability Plan for Emergency Responders) Original
Design and Implementation and Strategies to Improve Coverage and Capacity;
2) E911 Communications Center Improvement Plan;
3) Discussion with the Board of County Commissioners Regarding Plans to Improve the
Emergency Medical Services Delivery System;
4) Review of Fire Department Issues Relating to Fire Protection Districts, Fire Insurance
Districts and Fire Tax Districts as Related to Property Insurance Ratings; and
5) Summary of Financial Implications to Provide Emergency Services Coverage,
Capacity and System Improvements.
The Board directed staff at this time to bring a plan back that established a workgroup to
address issues related to the items presented for the purpose of seeking input. At the
December 13, 2011 BOCC meeting, staff presented the Board will a proposed Emergency
Services Workgroup format, which the Board amended, by adding two Commissioners (one
member/one alternate), two citizens, and the Medical Director as active members of the work
group. The Board agreed by consensus that the first order of business for this work group
would be to synthesize a charge out of the two proposed charges (one from staff and one from
Bill Waddell, President of Orange Grove FD) and to propose a reasonable timeframe to report
back to the County Commissioners for information and not necessarily for approval.
FINANCIAL IMPACT: None.
RECOMMENDATION(S): Consider making The Manager recommends for the Board to make
appointments to the Orange County Emergency Services Work Group.

Through my association with the fire department I am familiar with viper radio issues and
how it relates to the fire department emergency response volunteers and their concerns.
I am aware of some of the critical issues in failed staffing and high turnover of 911
operators. I can share my views and experience concerning the excessive overtime cost
associated with 911 employee turnover, poor work scheduling, and how it affects the
lives of the emergency 911 employees. Stability in-the 911 staffing of Orange county is
critical and will contribute to a successful 911 program for the county residents which can
lead to a win-win for both county and residents.
1 routinely check a couple very elderly residents who live alone and from time to time
require medical response. I know how a lengthly response time can be life threatening.
am aware of some of the medical response issues associated with lengthy ambulance
response times and some of the factors contributing to this problem.
In the last month I had to make a decision regarding a medical emergency. Should I to
drive to Duke emergency room (18 miles away with a patient with chest pains) or wait for
ambulance which may not arrive in 20 minutes. I called 911 and advised that I was
enrouted in my personal vehicle to Duke.
I am aware of the particular concerns of the volunteer fire department regarding
insurance ratings and its connection to response times,water availability and other
issues. I can share my understanding regarding the fire tax and how it affects the

planning. Due to State budget cutbacks, I am no longer with either of the offices
mentioned above, but I learned quite a bit while there, as well as while attending
professional seminars/meetings across the nation. I am also affiliated with the
Contingency Planning Association of the Carolinas. Orange County has been my home
since 1969, though I had brief times away, such as in Greenville, NC; Los Angeles, CA;
and the Washington, DC, Metro Area. So I bring long familiarity with this community, but
some experience in more cosmopolitan settings. Basically, I grew up here; I was
educated in the Orange County School system; and I have lived at times in the Schley
area, the downtown area, and, for the past 10 years, off of Orange Grove Road. I also
have four siblings who live and/or work in the Orange County community. I understand
the lexicon of emergency preparedness and planning, as well as the intricacies, and
sometimes delicacies, of managing these types of programs and efforts. I am a skilled
and popular public speaker, having honed by skills at numerous disaster
recovery/contingency planning conferences across the nation, as well as pandemic
planning lessons across the UNC campus. I was also honored to address the FEMA
College/Unviersity planning conference three years ago. To further contribute to the
Board's efforts, I have a proven track record of creating and conducting
emergency/disaster response tabletop exercises. While at the General Administration
(Office of the President) at UNC System, I also applied for and won a grant exceeding
$400,000 which I effectively administered and managed. So, I bring a lot to the table,

There are several reasons I would like to serve on the Orange County Emergency
Services Work Group:
1. As a single parent of 2 boys, homeowner, citizen of Orange County and, therefore, a
potential consumer of emergency services, I have a vested interest in the quality of those
services in the county.
2. Second, I believe my background provides me with some understanding of the basic
concepts of EMS, the importance of timely fire, rescue, EMS, police response,
dependable radio communications systems and other quality equipment/systems in the
public safety sector, and the challenge of maximizing these services within our financial
means. I recognize that my emergency services experience is primarily from 1970-1992,
so I also understand (and welcome) that I will need to learn more about modern systems,
needs and challenges. However, I believe the primary goals of emergency services a€"
the provision of quality emergency services to all citizens and visitors in a timely manner
at an affordable cost -has remained essentially the same over the years.
3.While I have been a citizen of Orange County for nearly 5 years, due to my wifea€TMs
long-term illness, I have not had the opportunity to contribute significantly to my
community. When the citizen openings for the Emergency Services Work Group were
advertised it seemed to be an opportunity for me to help my community in an area where
have a little experience. When I was heavily involved in EMS in Virginia a number of
years ago, I enjoyed the challenge of working with state and local governments to solve
problems that helped to improve those services to all users.
