This agreement,made this day of ,2011,by and between
Orange County Emergency Services and Logistic Systems,Inc. is made part of the
Service,License, and Maintenance Agreement for a Computer-Aided Dispatch System
executed on December 12, 1997. This agreement recognizes the review, approval,and
authorization of the functionality described and defined in the document titled, CAD/
InMotion Mobile Gateway Wireless Interface,WO 120520,version 3.0.Dated 07/20/11 i
by both parties.
IN WITNESS WHEREOF,the parties hereto have executed, or caused to be executed by

1 INTRODUCTION
This LogiSYS interface enables NorthStar to receive information for the
functions described in this document from the INMOTION Mobile Gateway
interface using the User Datagram network protocol(UDP).
SYSTEM REQUIREMENTS
Functionality defined within this NorthStar document is an enhancement to the
current system,adding functionality with a new interface to allow CAD/GPS
functions, including AVL.Only a portion of the functionality will be site
configurable.This interface is available only for sites operating with the
NorthStar CAD/INMOTION Mobile Gateway interface.
DEFINITIONS
In this document,Logistic Systems,Inc. is referred to as LogiSYS;the vendor of
the NorthStar CAD system.
The user or you refer to the operator or dispatcher using NorthStar CAD.
Words appearing within brackets,< >,denote a variable.An appropriate value
replaces the<>and the word inside the brackets.For instance,<Hydrant ID>
indicates that Hy d rant ID will be replaced by an actual Hydrant ID;for example,
F750MAIN.

2 CLIENT REQUIREMENTS (SCOPE)
PURPOSE/GOAL
This enhancement will fulfill the LogiSYS contract requirements with the County
of Orange to establish communication between the NorthStar CAD system and
GPS-enabled units equipped with INMOTION Mobile Gateway. This new
functionality will:
1.Provide the capability for the NorthStar CAD system to receive GPS data
directly from the INMOTION Mobile Gateway and display icons
representing the Mobile Gateway equipped units' positions on the
NorthStar CADMap.

INTRODUCTION
This NorthStar interface provides a mechanism for the LogiSYS NorthStar CAD
system to communicate with GPS-enabled units by way of the INMOTION
Mobile Gateway.This document describes program specifications for GPS-
enabled units to perform CAD-related functions in coordination with the
NorthStar CAD system.

This LogiSYS interface enables NorthStar to receive information for the
functions described in this document from the INMOTION Mobile Gateway
using the User Datagram network protocol.
OVERVIEW
Communication of GPS data between GPS-enabled units and the NorthStar CAD
system is dependent on the functionality contained within the CAD/INMOTION
Mobile Gateway interface.The NorthStar CAD system provides for a broad array
of functionality involving GPS-enabled units. This document describes and
defines some of those functions.

Section I: Automatic Vehicle Locator (AVL)
The Automatic Vehicle Locator,or AVL,is a feature that allows NorthStar to
plot the location of a vehicle that is equipped with a Global Positioning System
(GPS)on the CAD map.
The MMOTION Mobile Gateway sends NorthStar the unit's position in latitude
and longitude and vehicle ID at a given time.NorthStar converts this data,
received directly from the MMOTION Mobile Gateway into the projected
coordinates used in the NorthStar system.NorthStar then plots the unit as an icon
on the CAD map.
How often NorthStar receives updates of the unit's position can be configured on
the Mobile Gateway.NorthStar then updates the position of the unit on the map
if the unit moves more than 300 feet(a configurable value).
GPS Data Reception
from the INMOTION Mobile Gateway
The NorthStar interface listens for UDP datagrams on a configurable port. After
the datagram is received,the interface interprets the TAIP sentence sent by the
MMOTION Mobile Gateway. Since the protocol does not have the reliability of
TCP/IP, some packets may be lost but this will not affect the operation of the
system.
Note:
Configuration of the Mobile Gateway, including the assignment of the
TAIP PV message type, the Vehicle ID, and the IP address and port
number for Remote Forwarding to the Northstar interface is the
responsibility of the client. Each Mobile Gateway must be configured
wih an unique Vehicle ID corresponding to a valid Northstar unit. The
client must also provide suitable interface devices such as cellular air
cards or Wi-Fi cards and configure the Mobile Gateway's WAN
connection to allow the UDP packets to be transmitted to the server
hosting the CAD interface.

Note:
Within the NorthStar CAD system for the County of Orange,each INMOTION
Mobile Gateway device must be mapped to a valid CAD subunit. In order for a
unit's location, `MEDIC 1' or`MEDIC 5' for example,to be displayed on the
CADMap,the subunit must be attached to the unit after the unit is logged onto
the system by a NorthStar CAD system dispatcher.
If a unit is transferred to another subunit,the current subunit must be detached
and the new one attached.Failure to follow the abovedefined process in a timely
manner can result in units being incorrectly tracked by AVL and displayed in the
wrong location on the map. When a unit goes to an off-duty status,any attached
subunit is automatically detached.
If a position update is received from a subunit representing an INMOTION
device and the subunit is not attached to a CAD unit,a warning message will be
sent to all CADMsg applications.
