This MEMORANDUM OF UNDERSTANDING, hereinafter referred to as the Agreement, is hereby made
and entered into by and between ORANGE COUNTY, by and through the ORANGE COUNTY
DEPARTMENT OF SOCIAL SERVICES (hereinafter referred to as "OCDSS") -and SECOND FAMILY
FOUNDATION, INC., (hereinafter referred to as"SFF").
A. PURPOSE:
The purpose of this Memorandum of Agreement is to provide outline the partnership between OCDSS
and SFF to conduct mutually beneficial research on youth and alumni of the foster care program in
Orange County, North Carolina, hereafter referred to as"Study". The terms of the Memorandum of
Agreement are as follows:
B. SFF SHALL:
1. Provide both hardware and software computer equipment for use during the study based on
specifications provided by OCDSS. All equipment used in the study will reside at OCDSS's office.
Any data with identifying client information, in paper or electronic form,will reside only at
OCDSS's office.
2. Assure only persons identified in this Agreement have access to the data.
3. Assure complete confidentiality of the identifiable characteristics of the participants during and
after termination of the study
4. Assure that personal and identifiable information or"sensitive data "will only be used by SFF for
research purposed only and SFF will not make direct contact with potential participants until
after the individual has been contracted first by OCOSS and has agreed to participate in the

5. Plot have access to or use of North Carolina Department of Health and N

BETWEEN THE PARTIES THAT:
1. MODIFICATION. Modifications to this agreement shall be made by mutual consent of the
parties, by the issuance of a written modification,signed and dated by authorized officials,prior
to any changes being performed.
2. PARTICIPATION IN SIMILAR ACTIVITIES. This agreement in no way restricts Second Family
Foundation or Orange County Department of Social Services from participating in similar
activities with other public or private agencies,organizations, and individuals.

4. COMPENSATION. SFF will reimburse the County for salary and any other costs-related to the
employment of the part-time social worker at a rate in accordance with the Orange County
Salary Schedule adopted by the Board of County Commissioners for FY 2011-12,up to the
amount of$25,000 which can be modified by mutual agreement of the parties.
5. CONFIDENTILAITY. The parties agree to abide by all applicable Federal and State laws and
regulations addressing regarding the confidentiality of Department of Social Services records
and information.
6. TERM. This agreement is executed as of the date of last signature and is effective through
completion of the project at which time it will expire unless extended by the written agreement
of both Parties..
7. LIABILITIES. It is understood that neither party to this Memorandum of Understanding is the
agent of the other and neither is Liable for the wrongful acts or negligence of the other. Each
party shall be responsible for its negligent acts or omissions and those of its officers,employees,
or agents(if applicable), however caused. It is the intent o f this clause to indemnify to the
fullest extent permitted by state laws
8. Governine Law. This Memorandum of Understanding shall be governed by the laws of the State
of North Carolina. Venue shall be had in the Courts in Orange County, North Carolina.

-Questions for Foster Teens in Orange County FYE 1992-203
1. What worked during your foster care?
2. What did NOT work during your foster care?
3. What would have worked in your foster care experience that you didn't have?
Why?
What did or didn't help or hinder our own community's foster youth? There is no conclusive research
but only suggestions such as a permanent,positive adult or educational opportunities (Casey, Midwest
Study). This project not only asks for those answers but it also addresses the ability to locate the alumni
through current day technologies(Intellius). SFF is looking for any themes that can shed light on the
experiences of Orange County's foster care youth to sharpen program delivery at SFF, Orange County
DSS and potentially at the NC Division of Social Service level.
