Lift Station INFORMATION CONTACT: Craig Benedict, 245-2585 John Roberts, 245-2318 Kevin Lindley, 245-2583 PURPOSE: To transfer ownership of water and sewer facilities constructed by Orange County and the property on which the Gravelly Hill Middle School pump station is built to the City of Mebane. BACKGROUND: Buckhorn-Mebane Utilities Phase I was installed by an Orange County contractor and completed in 2007 to service Gravelly Hill Middle School and to a certain degree other adjacent areas. Prior to this time (March 2004), Orange County and the City of Mebane signed an interlocal utility service area agreement that set forth conditions of design, construction, and project `close out'. The project `close out' includes state permit approvals for usage, 'as builts', easement transfers, and formal transfer of ownership of installations including water lines, fire hydrants, and gravity and force main sewer systems, as well as the sewage pump station and associated property. Facilities include those noted in North Carolina Department of Environment & Natural Resources (DENR) Permit #WQ00229683 issued March 31, 2006, and modified April 10, 2007, and the Division of Environmental Health, Public Water Supply Section, ID #02-01-018, Serial #0501760, November 2, 2005. It is also important to note that per this same agreement, the City of Mebane has been maintaining and servicing all the infrastructure installed as part of the Buckhorn-Mebane Utilities Phase I project since it was installed in 2007. The transfer of facilities also include public on site water and sewer systems covered by easements that serve the Gravelly Hill Middle School and Eurosport Soccer Center. These facilities were certified by Mike Hammersley, PE, of Coulter Jewell Thames, PA. Most documentation had been transmitted as work was completed, but the proposed Board action will finalize a complete and comprehensive transfer of documentation and ownership. The City of Mebane will update its utility program to include these facilities. Attachment 1a is the `Engineer's Certification' that was signed by the now retired County Engineer, Paul K. Thames. Attachment 1 b is the `Engineer's Certification' for Michael Hammersley. Attachment 2 is the document from the City of Mebane that signifies the transfer of utilities. A separate document will be prepared to transfer fee simple ownership of the .743 acre sewer lift station parcel which was subdivided from the larger school parcel during school development. The County Attorney will prepare the document for this aspect. Attachment 3 is the Bill of Sale document that in essence transfers the physical facilities to the City of Mebane. Attachment 4 is an area map that shows the location of the facilities between Gravelly Hill Middle School and Eurosport Soccer Center and the Petro Truck Stop. Attachment 5 consists of existing easement documents that were created between the Orange County Board of Education and Orange County Board of Commissioners as the site developed in a joint master plan including the school and soccer center. This will be a standard transfer process and practice as future facilities are constructed and closed out in this service agreement area. The 2004 agreement is in the process of being amended to include additional areas and will be presented to the Board of Commissioners next year. FINANCIAL IMPACT: These facilities were paid for in prior fiscal allocations between 2005 and 2010. The value of this capital was approximately $1.7 million. The County also paid over $100,000 for design services and other soft costs. The County Attorney and other staff will be responsible for specific documents noted in the abstract. Additional capital was also expended as part of the Gravelly Hill Middle School and Eurosport Soccer Center utility project. RECOMMENDATION(S): The Manager recommends that the Board: 1. Authorize the Chair to approve the transfer of ownership for water and sewer facilities to the City of Mebane; and 2.
