PowerPoint Summary of Recent Economic Development Activities (to be provided under separate cover prior to or at the meeting) INFORMATION CONTACT: Steve Brantley, Economic Development, 919-245-2326 Craig Benedict, Planning, 919-245-2585 PURPOSE: To receive a brief update on current activities within the County's Economic Development program, including an update on current and future Economic Development projects, agricultural economic development activities, activities within the Visitors Bureau and Arts Commission, and Planning activities as they pertain to Economic Development. BACKGROUND: The continued development of Orange County's Economic Development program is directly tied to activities organized by the County's partners. Economic Development Several current and future Economic Development programs will be discussed as part of the presentation, including: Agricultural Economic Development Update Status Report on Tourism and Arts Activities Updated Economic Development Website Existing Industry Visits Partner Meetings Collaboration with the Information Technologies Department (Geographic Information Systems (GIS) Division) and Planning Department for Development of Collateral Materials Small Business Loan Program Status Overview of UNC Report: "Real Estate Analysis of UNC Spin-Off Companies" Recent Project Activity Planning The Planning Department has assumed a new role and partnership with Economic Development. This role is more proactive where land use goals are further effectuated to promote and guide intended development type to the appropriate area. In addition, standards and processes are matched as much in advance as possible. • Unified Development Ordinance Framework for Change • Examining permitted uses and processes - Tailoring certain portions of Economic Development Districts (EDD) and Commercial- Industrial Transition Activity Nodes (CITAN) for appropriate use clusters o Office Business Park o Light Industrial/Manufacturing o Research DevelopmentlLogistics o Commercial • `Prezoning' land to promote land use program • Analyzing the three economic development zones o Buckhorn/Mebane Area o Eno/Durham Area o Hillsborough Area Engineeringt The Engineering division of the Planning Department along with the Manager's and Attorney's offices has researched and accomplished interlocal agreements in two areas. In addition, master plans and specific area engineering is underway and moving towards final preliminary engineering, so permits could be ready early next year in the Buckhorn Area. Please see Attachment 1 for the list of property attributes where select properties will be prepared. FINANCIAL IMPACT: There is no direct financial impact associated with this update. RECOMMENDATION(S): The Manager recommends that the Board receive the Economic Development update and provide comments as appropriate. ~~~~~~ ~ OUTLINE -PROPERTY PROFILE AND ATTRIBUTES Vicinity and Context 1. Soit-type map 4. Wetlands delineation map and report Ownership and Covenants 1. Ownership map /tax map 2. Documentation of property ownership and legal description of property boundaries (if the site is comprised of multiple parcels, provide documentation for each parcel) 3. Documentation of site availability (option agreement or letter of commitment to sell) 4. Easements and right-of--way map(s) 5. Copy of the industrial park covenants and restrictions (if applicable) Zoning 1. Zoning map and description of allowable uses (for site and surrounding area) 2. Letter indicating commitment to rezone (if applicable) Infrastructure 1. Utility Infrastructure map(s) identifying the following: a. Power lines b. Gas lines c. Water lines d. Sewer lines e. Telecommunications infrastructure 2. If Utilities are not at the site, please provide a letter from the service provider(s) with a detailed description of how the service will be brought to the site, including the following information: a. Identification of right-of--way and ownerships; description of acquisition process b. Cost of extending utilities to site c. Schedule for completion (including right-of--way acquisition if necessary) Studies and Reports 1. Phase I (and/or Phase II) environmental study 2. Geotechnical assessment report 3.
