PURPOSE: To consider making appointments to the Orange County Parks and Recreation
Council.
BACKGROUND: The following appointments are for Board consideration:
• Appointment to a first partial term for Mr. Eric Roeder. If appointed Mr. Roeder will be
serving a first partial term for Carrboro City Limits ending 03/31/2012.
• Appointment to a first full term for Mr. Joel Bulkley. If appointed Mr. Bulkley will be
serving a first full term for Chapel Hill City Limits ending 03/31 /2014.
• Appointment to a first full term for Mr. Neal Bench. If appointed Mr. Bench will be serving
a first full term for Chapel Hill Township ending 03/31/2014.

The Orange County Parks and Recreation Council (PARC) reviewed all applicants for
the four vacancies on the PARC. PARC recommends Joel Bulkley for the Chapel Hill
City Limits position, Neal Bench for the Chapel Hill Township position and Eric Roeder
for the Carrboro Town Limits position.
The successful applicants for these positions should have:
• Current residency in the applicable township or town
• An active interest in the development and improvement of recreational opportunities
and parks in Orange County
• Experience or training in recreational activities and/or
• Experience or training or demonstrated interest in parks, preserves or natural areas
• Willingness to commit to active participation on the Council
It is the feeling of the Council that these applicants will provide valuable input as
members because:
• They have demonstrated interest in the work of PARC by applying for the position.
• They have served as volunteers on Parks and Recreation related boards or for
Parks and Recreation related activities.
