Draft CTP (Four Maps) Craig Benedict, 245 -2592 PURPOSE: To receive a presentation from North Carolina Department of Transportation (NCDOT) staff and provide Board input prior to a public hearing on the draft Comprehensive Transportation Plan. BACKGROUND: Grange County approved a resolution in June 2009 endorsing completion of a Comprehensive Transportation Plan for rural orange County. The study'is being completed through a coordinated effort among the Orange Unified Transportation Board, orange County planning staff, Triangle Area Rural Planning Organization (TARPO), Durham - Chapel Hill- Carrboro Metropolitan Planning Organization (DCHC MPO), and the North Carolina Department of Transportation. WHAT IS THE COMPREHENSIVE TRANSPORTATION PLAN (CTP): The CTP consists of four- maps: 1) Highway; 2) Public Transportation and Rail; 3) Bicycle; and 4) Pedestrian (See attached). It is not fiscally constrained and incorporates local interests, community goals, and statewide needs in a common multi -modal plan. WHAT AREA DOES THE CTP COVER: The draft Comprehensive Transportation Plan (CTP) covers the rural portions of the County, generally defined as the area outside of Carrboro, Chapel Hill, Carrboro, Hillsborough, and Mebane (See attached maps for specifics) . PROCESS: A Comprehensive Transportation Plan (CTP) Steering Committee, comprised of representatives of those groups, has coordinated to complete the draft. The following tasks have been completed: • Held a public workshop to kick off the process (September 2009) • Conducted an on -line public survey (October — November 2009); Collected current traffic data and projected future traffic (August 2010 — October 2010) • Analyzed traffic growth rates to use in final data projections (November 2010) • Prepared a highway deficiency analysis (November — December 2010) • Held a public input meeting on the deficiency analysis (February 2011) • Developed alternatives and draft recommendations (March - August 2011) I, • Held public drop in session and collected County advisory board input (September 2011) CURRENT SITUATION: NCDOT staff is presenting the draft to the Orange County BOCC to collect any final input prior to preparation of the draft plan for public hearing. NEXT STEPS: 1. Receive BOCC input; 2. Steering Committee will address any new input received from the BOCC; 3. Public Hearing (January 2012); 4. Planning Board and Orange Unified Transportation Board formal recommendations (February 2012); 5. BOCC adoption (March 2012); and 6. Continued coordination with the Durham - Chapel Hill- Carrboro Metropolitan Planning Organization (DCHC MPO) .during completion of the CTP for the MPO area (through to its adoption).
