PURPOSE: To approve various intergovernmental agreements.
BACKGROUND: The Board directed that it review all intergovernmental agreements. Provided
below is a list of Agreements and brief synopsis of each that have been reviewed by the County
Attorney's Office and staff is asking the Board to approve.
1. Parties to Memorandum of Understanding: Orange County Partnership for Young
Children ("the Partnership") and Orange County (Department of Social Services).
a. Services: With regard to Smart Start Funds, Orange County agrees to provide
service for: Purchase of Care; Quality Enhancement and Early Head Start Match
payments. In collaboration with the Partnership, Orange County Department of
Social Services shall administer the Smart Start scholarship/subsidy dollars in
Orange County to help defray the childcare costs for low-income working families.
b. Amount: The Partnership will provide funding in the amount of $1,020,000,
effective 2011 through 2012 for purchase of care in the Subsidy Program and
$75,000 for administrative services to support the Subsidy Program.
2. Parties to the Agreement: NC Museum of Natural Sciences and Orange County
(Library).
a. Services: CHAKA afterschool program, "Trees" for ages 6-11 at Orange County
Main Library, Hillsborough, NC on Tuesday October 18, 2011 from 3:30 p.m. to
4:30 p.m.
b. Amount: $90

3. Parties to the Agreement: NC Museum of Natural Sciences and Orange County
(Library).
a. Services: CHAKA afterschool program, "Reptiles and Amphibians" for ages 6-11
at Orange County Main Library, Hillsborough, NC on Tuesday
November 8, 2011 from 3:30 p.m. to 4:30 p.m.
b. Amount: $90
4. Parties to the Agreement: NC Museum of Natural Sciences and Orange County
(Library).
a. Services: CHAKA afterschool program, "Terrific Turtles" for ages 6-11 at Orange
County Main Library, Hillsborough, NC on Tuesday November 15, 2011 from 3:30
p.m. to 4:30 p.m.
b. Amount: NONE
FINANCIAL IMPACT: Financial impact is listed in each section above.
RECOMMENDATION(S): The Manager recommends that the Board authorize the County
Manager to sign the above listed agreements and any amendments or renewals of those
Agreements.
