PURPOSE: To consider making an appointment to the Carrboro Northern Transition Area
Advisory Committee.
BACKGROUND: The following appointment is for Board consideration:
• Appointment to a first term for Miss Amy Jeroloman. If appointed, Miss Jeroloman will be
serving a first term expiring 01/30/2014.

Description: The Committee will review zoning amendment requests, special and conditional use permit applications for developments wit}~in the Nortliem Transition Area of Carrboro;
make recommendations on the same to the Carrboro Board of Adjustment or Carrboro Boazd of Aldermen; inventory areas of cultural, archaeological, historical significance;
areas of open space, rural character, scenic qualities and biological values; areas of agricultural uses; and make recommendations based on the above studies for additional
policies, goals, etc. that will preserve and enhance the special character of this area, and relate to its growth. The Committee will consist of five members, three appointed by

Fer our discussion, I will re-advertise the vacancy and expired teens for the Orange County
representatives on the NTAAC. Once you forward me the application, I will forward it to our Board. for
their_ review (this will occur in September). After they make a decision on the application, I will then
forward that back to Orange County for the BOCC's consideration. See below:
(a) There shall. be a Northern Transition Area Advisory Committee consisting of five members, three
appointed by the Orange County Board of Commissioners and two by the Board of Aldermen. If the Board
of Commissioners fails to make these appointments within ninety days after receiving a resolution from the
Board of Aldermen requesting that they be made, the Board of Aldermen may make them. All members shall
be residents of the Northern Transition Area. For the purposes of this section, the Northern Transition Area
shall include those unannexed portions of the Northern Study Area. The Northern Study Area is defined as
follows:
The boundaries of this area are Carrboro's joint planning jurisdiction line to the north and
Carrboro's Town limits to the south. The Carrboro/Chapel Hill joint planning jurisdiction line
serves as the boundary to the east. It begins-north of Eubanks Road, follows Rogers Road to
Homestead, then proceeds southwest on Homestead road to High School Road and finally turns
south and east to the railroad right-of--way. A primary ridge line serves as the northwest
boundary line just east of Union Grove Church Road down to Dairyland Road, where the road
serves as the boundary heading southeast until it intersects, and Old NC 86 serves as the
boundary then turning southeast and running along Hillsborough Road to Greensboro Street.
(b) Members of the committee shall be appointed for three year staggered terms, but members may continue
to serve until their successors have been appointed. Initially the terms of all membership seats on the
committee shall expire on January 31, 2000. Thereafter, one county appointee and one town appointee shall
be appointed for three-year terms, one county appointee and one town appointee shall be appointed for two-
year terms, and one county appointee shall be appointed for a term of one year. All members shall thereafter
be appointed for terms of three years but shall be limited to no more than two consecutive three-year terms.
Per section. (b) I will notify Linda Bowerman that she has served her maximum teens.

The following resolution was introduced by Alderman Lavelle and duly seconded by Alderman
Broun:
A RESOLUTION RECOMMENDING THAT THE ORANGE COUIvTTY BOARD OF
COMMISSIONERS MAKE AN APPOINTMENT TO THE NORTHERN TRANSITION
AREA ADVISORY COMMITTEE
Resolution No. 11/2011-12
WHEREAS, Ms. Amy_Jerolvman has submitted an application to serve on the Town's Northern
Transition Area Advisory Committee (NTAAC); and,
WHEREAS, There is a vacancy on the NTAAC; and,
WHEREAS, Section 15-27 (a) of the Town Code reads, "There shall be a Northern Transition
Area Advisory Committee consisting of five members, three appointed by the Orange County Board
of Commissioners and two by the Board of Aldermen. If the Board of Commissioners fails to make
these appointments within ninety days after receiving a resolution from the Board of Aldermen
requesting that they be made, the Board of Aldermen may make them. All members shall be
residents of the Northern Transition Area;" and,
WHEREAS, Staff has verified that Ms. Jeroloman meets the residency requirements; and,
THEREFORE BE IT RESOLVED BY THE MAYOR AND BOARD OF ALDERMEN OF THE
TOWN OF CARRBORO THAT:
Section 1: Ms. Amy Jeroloman's application is hereby forwarded to the Board of Orange County
Commissioners and recommended for appointment to the Town of Carrboro's Northern Transition
Area Advisory Committee; and,
Section 2: Ms. Jeroloman's appointment be made to an unexpired term set to expire in January of
2012; and,
Section 3: Pursuant to Section 15-27(b) of the Carrboro Town Code, Ms. Jeroloman shall be eligible
for two additional three-year appointments; and,
Section 4: The Town Clerk shall forward a copy of this resolution to the Orange County Board of
Commissioners; and,
Section 5: This resolution is effective immediately upon adoption.
The foregoing resolution having been submitted to a vote received the following vote and was
duly adopted this 6th day of September 2011:
